EXECUTIVE SUMMARY
Finger Prints in India 2022, is the 26th annual publication in the series, which highlights the
progress and achievements of Central Finger Print Bureau (CFPB) and State Finger Print Bureaux
(SFPBx) including the activities, initiates undertaken, database status, trainings etc., during the
calendar year 2022. This publication also presents other useful information such as relevant laws,
equipments and relevant books, enabling the readers to equip themselves with the latest
developments in the field.
Print Bureaux along with the depiction of major activities such as record slips, search slips,
document cases, chance prints and also categorization of crimes under various heads at a glance.
State of Madhya Pradesh has highest number of fingerprint slips recorded in the year
2022 for conviction of criminals for grievous hurt, murder, rape and assault on women. On an
average Punjab, Maharashtra and Uttar Pradesh have recorded significant number of conviction
slips. States such as Gujarat, Madhya Pradesh and Maharashtra have recorded the highest
number of arrestee slips and several other States including Jharkhand, Delhi, Punjab, Telangana,
Tamil Nadu, Odisha, Andhra Pradesh and Haryana have recorded significant number of Finger
Print Arrestee slips in proportion to their population and number of crime incidences. Tamil
Nadu, Punjab, Rajasthan, Uttar Pradesh, Maharashtra, Andhra Pradesh, Kerala & Karnataka have
examined more than 100 document cases in the year 2022. Tamil Nadu, Andhra Pradesh,
Karnataka Telangana and Kerala States have topped the list with highest number of chance print
cases identified in the year 2022. On further analysis, it was found that record slips of those
convicted for murder, grievous hurt, rape, and attempt to murder are the highest in number as
compared to other IPC heads whereas the number of search slips recorded also demonstrate a
sharp rise for crimes such as grievous hurt, attempt to murder, murder, and kidnaping &
abduction. In cases of property related crimes, the number of persons arrested and convicted for
the offence of other IPC is higher than those involved in each of theft, burglary, forgery, cheating
& fraud and robbery. The number of persons arrested and convicted under NDPS Act come
second after other Special and Local Laws (SLL) crimes. States of Madhya Pradesh and Punjab
received the highest number of conviction slips.

The Bureau brings out its annual report 'Finger Prints in India’, which is a collection of
statistical data on the performance and activities of States/UTs Finger Print Bureaux, CFPB,
and other information related to Finger Prints. The process of publication of the annual report
i.e. 'Finger Prints in India' consists of the following steps:
i) In the 3rd week of January, 2023, a letter was sent to all the Finger Print Bureaux
requesting to furnish the information about their activities in the standard Annual
Statistics Report (ASR) form. It had the following details:
a) Number of convicted persons’ fingerprints maintained at the State Finger Print
Bureau during the beginning of the year, number of FP slips added in the year under
consideration, FP slips received but returned back to police stations due to errors,
number of FP slips digitized and entered into NAFIS, number of FP slips eliminated.
b) Similar type of information is received in respect of arrested persons.
c) Number of FP cases received at Finger Print Bureau seeking previous criminal records,
number of cases traced, pendency at Finger Print Bureaux.
d) Category of offences for which fingerprints were obtained in the State Finger Print
Bureaux.
e) Single Digit Section, Scene of Crime details, Documents Section (Govt. and others),
Absconder Action/Death Reports.
f) NAFIS details regarding its connectivity and functionality status in SFPBx along with
availability of FP Live Scanner.
g) Details of training courses being organised, its faculty strength and cross-section of
officials attending it from police and non-police background.
h) Organizational structure of existing FPBx of States/UTs including sanctioned strength,
actual strength, vacancies and DFPB as well as source of allotment of funds to them.
i) Summary of the milestones achieved by the Bureaux of States/UTs and suggestions
for future developments.
j) Information in connection with the crime data related to fingerprints by categorizing
into various crime heads such as; Murder (Section 302), culpable homicide not
amounting to Murder (Section 304), Causing death by Negligence (Section 304-A),
iv) In chapter IV, analytical and graphical representations of transactional details of the States
have also been presented for ease of comprehension and comparison.

CHAPTER-I
ACTIVITIES OF CFPB
The Central Finger Print Bureau (CFPB) is the apex body in the country responsible for
coordinating, guiding, monitoring, and providing technical support to the State Finger
Print Bureaux. It also extends its support to various investigation agencies and
international organizations such as Interpol in all matters related to Fingerprint Science in
the country.
In response to the recommendations of the National Police Commission in 1986,
the CFPB took steps to automate its fingerprint database. This involved digitizing the
existing manual records which culminated in the installation of the India’s first Automated
Fingerprint Identification System (FACTS 1.0) in 1992 at NCRB HQ, New Delhi. The
automation of fingerprint technology was driven by the shared goal of scientific and
industrialist experts to equip law enforcement agencies with state-of-the-art tools and
techniques for maintaining the highest standards of law and order. Recognizing the need
for a faster and more robust system capable of handling large volumes of data and keeping
pace with the latest developments in fingerprint Science, it was identified that a new
system was required to replace existing FACTS 1.0. Therefore, NCRB under the guidance
of MHA has directed the procurement of a new system to replace FACTS 1.0.
Subsequently, NCRB has introduced National Automated Fingerprint Identification System
(NAFIS), a robust system set to revolutionize the field of fingerprint. NAFIS will empower
States/UTs/Law Enforcement Agencies to upload, track, and retrieve data in real-time,
24x7, from the server located at the NCRB premises.
During the implementation of NAFIS, the FACTS-5 server was decommissioned,
and the entire workflow transitioned to NAFIS. As on 31st December 2022, NAFIS boasts a
database of 72,68,359 records of migrated data from various States/UTs.
The Bureau imparts training in various aspects of fingerprint Science to police and
non-police personnel of States/UTs. The Bureau is also mandated to conduct the All India
Board Examination (AIBE) annually for the accreditation of fingerprint experts. All India
Conference of Directors of Finger Print Bureaux of States/UTs is also organized by CFPB.
The conference provides a forum for fingerprint professionals to deliberate on recent
advancements in the field of fingerprint science and other issues concerning the
fingerprint fraternity of the nation. CFPB has a branch in Kolkata for organizing training
courses for the North-Eastern States.

v. The State Bank of India, Araharia (Bihar) and Gandhi Maidan, Patna (Bihar) have
forwarded two (02) document cases for verification of fingerprints present on the
withdrawal slips with specimen finger impression of account holders for establishing any
impersonation during the withdrawal process. Apart from these, 10 more document cases
were received from various banks which have been processed this year.
vi. Five (05) cases were received from the Central Bureau of Investigation (CBI). The
experts meticulously proved that the impersonation had taken place during the
recruitment process. Thereafter, a relevant report with illustrated findings was furnished
to CBI.
vii. Also, six (06) document cases were received from the Railway Recruitment Board
for thorough examination and furnishing an expert opinion regarding the impersonation
during the recruitment processes. Three (03) from the Income Tax Department & two (02)
cases were received each from BSF and Civil Judges for examination and furnishing expert
opinion.
D. XXIII (23rd) All India Conference for Directors of Finger Print Bureaux held at CFPB,
New Delhi (20th & 21st September, 2022):
The XXIII All India Conference of Directors of Finger Print Bureaux was organised at CFPB,
New Delhi (20th & 21st September, 2022). It was inaugurated by Hon’ble MoS (Home) Sh.
Ajay Kumar Mishra. Finger Prints in India - 2021 was also released on the occasion. Best
cases solved using fingerprint Science by various States/UTs fingerprint experts were
presented. Research scholars from Colleges/ Universities presented their research papers
on new techniques to develop fingerprints on different surfaces in different conditions.
The Toppers of All India Board Examination and the three top entries from best cases were
rewarded.
E. All India Board Examination- 2022 (AIBE-2022) for accreditation of Finger Print
Experts:
All India Board Examination - 2022 (AIBE-2022) was held from 8th to 10th November, 2022.
A total two hundred twenty-six (226) candidates from States/UTs appeared for AIBE -
2022. Out of these, 173 candidates successfully passed the examination. Candidates from
Tamil Nadu secured 1st and 2nd positions and a candidate from Karnataka secured 3rd
position, with a score of 86.0%, 85.6% and 85.2% respectively.

CHAPTER-II
Andhra Pradesh
1. PS Vedayapalem, District SPS Nellore, FIR No. 447/2022, dated 28.08.2022,
U/s 457, 380, 302 IPC.
A double murder case that occurred on 28th August 2022. The offenders brutally
killed the house owner (male) in front of the main door, entered the house, killed his
wife, and stole Rs. 2,00,000/- (Two Lakhs). After receiving information, FP Experts
visited the crime scene and developed fifteen (15) chance prints with white powder.
Some of them were blood prints on the wall, iron almirah’s right & left doors, and
stainless steel plates. The fifteen (15) chance prints were compared with the fingerprint
records of SFPB, CID, AP, and Mangalagiri. Four (04) chance prints were found identical
with the two suspect persons. Within three days, IO found the real offenders of this
double murder case through fingerprints which were developed at the crime scene and
recovered Rs. 1,63,380/- from them. Fingerprint identification of the offenders led IO
to effectively investigate the crime. The case is under trial now.

Assam
1. PS Fatasil Ambari, District Guwahati, FIR No. 32/2022, dated 07.02.2022, U/s 302
IPC.
A murder case that occurred on 07th February 2022. A lady was murdered in her house
by unknown culprits. The FP team visited the crime scene and developed three (03) chance
prints on the door and lock. Upon receiving the suspected specimen from the IO of the
case, the specimen prints were examined with chance prints collected from the crime
scene. During this examination, one (01) chance print was found identical to the left little
fingerprint of the accused. The case is under trial now.
2. PS Mikirbheta, District Morigaon, FIR No. 60/2022, Dated 23.03.2022, U/s 302
IPC.
A murder case that occurred on 23rd March 2022, where a lady was killed by unknown
culprit in her house. On requisition, FP expert rushed to the crime scene and found four
(04) bloodstained fingerprints on a bamboo stick. Upon receiving the specimen from IO of
the case, the specimen prints were thoroughly examined and compared with chance
prints collected from the crime scene. This examination led to the identification of one
(01) chance print that was found identical to the accused. The case is under trial.
Chhattisgarh
1. PS Sukma, District Sukma, FIR No. 86/2019, dated 11.07.2019, U/s 302, 201, 120B
IPC.
This is a murder case. The dead body of a police constable was found in a
dense forest near the road, and he had been killed by unknown culprit. On 05th August
2019, a FP expert visited the crime scene and discovered two (02) chance prints on the
rear mirror of bolero vehicle and two (02) on a mineral water bottle. The chance prints
were developed by the silver-grey powder. When the chance prints were compared with
the suspected prints received from the IO, one (01) chance print was found identical with
the accused involved in the crime. In this case, fingerprint evidence was the sole basis on
which the case was solved. As a result, the accused was sentenced with life imprisonment
U/s 302 IPC with fine of Rs. 1000/-(One Thousand) and three (03) year rigorous
imprisonment (RI) with Rs. 1000/- (One Thousand) fine.
Goa
1. PS Anjuna, District North Goa. FIR No. 93/2022, dated 18.07.2022, U/s 457, 380
r/w 34 IPC.
This is a housebreaking case that occurred on 18th July 2022. A fingerprint
team visited the crime scene. They developed two (2) chance prints on the cheque book.
Upon comparison one (01) chance print was found identical with the specimen prints of
the accused.
2. PS Panaji, District North Goa, U.D. No. 29/22, dated 07.04.2022, U/s 174 Cr. P.C.
On 07th April 2022, we received finger impression slips of an unknown dead body from PS
Panaji, District North Goa. When the prints were compared with the fingerprint records
of SFPB, they were found to be identical to the finger impression slip of a previously
arrested person. This use of fingerprint science help to establish the identity of the
unknown dead body.
3. PS Panaji, District North Goa, U.D. No. 45/22, dated 28.06.2022, U/s 174 Cr. P.C.
On 28th June 2022, we received finger impression slips of an unknown dead
body from PS Panaji, District North Goa. When the prints were compared with the
fingerprint records of SFPB, they were found to be identical with the finger impression slip
of a person previously arrested. Based on fingerprint science identity was established of
the unknown dead body.
4. PS Fatorda, District South Goa, U.D. No. 22/22, dated 28.07.2022, U/s 174 Cr. P.C.
On 28th July 2022, we received finger impression slips of an unknown dead
body from PS Fatorda, District South Goa. Upon comparison the prints with fingerprint
records of SFPB, they were found to be identical with the finger impression slip of a person
previously arrested. Based on fingerprint science, identity was established of the unknown
dead body.
5. PS Konkan Railway Margao, District South Goa, U.D. No. 36/22, dated
07.11.2022, U/s 174 Cr. P.C.
On 07th November 2022, we received finger impression slips of an unknown
dead body from PS Konkan Railway Margao, District South Goa. Upon comparing the
prints with fingerprint records of SFPB, they were found identical with the finger
impression slip of a person previously arrested. Based on fingerprint science identity was
established of the unknown dead body.
6. PS Konkan Railway Margao, District South Goa, U.D. No. 48/22, dated
16.12.2022, U/s 174 Cr. P.C.
On 16th December 2022, we received finger impression slips of an unknown dead body
from PS Konkan Railway Margao, District South Goa. Upon comparison the prints with
fingerprint records of SFPB, they were found to be identical with the finger impression slip
of person previously arrested. On the basis of fingerprint science identity was established
of the unknown dead body.
Haryana
1. PS Sadar Yamuna Nagar, District Yamuna Nagar, FIR No. 367, Dated 11.10.2020,
U/s 302, 201, 460 IPC.
This is a murder case where unknown culprits committed the crime. Upon
receiving the information from the police control room, fingerprint experts promptly
visited the crime scene and developed four (04) chance prints. The fingerprints were then
compared with the suspect prints received from the IO, resulting in one (01) chance print
found identical to the accused involved in the crime. Consequently, the case was
prosecuted, and the accused was convicted and sentenced to rigorous imprisonment for
life, along with a fine of Rs. 25,000/- (Twenty Five Thousand) dated 01.02.2023.
2. PS Camp Palwal, District Palwal, FIR No. 422, Dated 09.06.2021, U/s 406, 419,
420, 467, 468, 471, 120B IPC & 66-C IT Act.
A case was registered on 09th June 2021, in which a person was alleged to
have prepared a forged document (Bahi) using cloned fingerprints. The case dossier was
received in the Bureau, which included three (03) disputed fingerprints on the registry.
Fingerprint experts carefully examined the disputed fingerprints and compared them with
the photographs of cloned thumb prints. It was determined that the cloned prints were
identical to the admitted photographed thumb print. This breakthrough allowed the case
to be solved through the fingerprint science.
Subsequently, the accused person was arrested and charge-sheeted. The case was
successfully resolved with the assistance of fingerprints. The case is under trial now.
2. PS Nouhatta, District Srinagar, FIR No. 08/2022, dated 10.02.2022, U/s 326A, 120B
IPC.
This is an acid attack case that was registered on 10th February 2022. Upon
receiving telephonic information from the IO, a fingerprint expert team promptly visited
the crime scene. They discovered an acid bottle that had been used in attack on the victim
by accused person. The fingerprint expert developed seven (07) chance prints on the acid
bottle, of which three (03) prints were found to be identical to those of the accused
person. Consequently, the accused person was apprehended and subsequently charge-
sheeted. The case is under trial now.
3. PS. Domana, District Jammu, FIR No 345/2022, dated 12.10.2022, U/s 302 IPC, 4/25
Arms Act.
This is a murder case that occurred under Domana police station. The
accused murdered the victim using a weapon (Toka). Following a telephonic message from
police control room, a fingerprint expert promptly visited the crime scene. Thorough
examination led to the development of five (05) chance prints on weapon (Toka) which
was used for killing the victim and on plastic Dettol bottle out of which two (02) chance
prints were found identical with accused person. The accused person was arrested and
charge sheeted. The case is under trial now.
Jharkhand
1. PS Namkum, District Ranchi, FIR No 262/2021, Dated 08.10.2021, U/s 416, 420,
467, 468, 471, 120(B), 34 IPC.
In this case, the complainant claimed that a piece of land had been
fraudulently registered in the conspirators’ name using a forged power of attorney.
Consequently, the case was forwarded to the fingerprint bureau for investigation.
Fingerprint experts carefully examined the documents and compared the disputed
fingerprints with the specimens. The complainant’s claim was substantiated as her
fingerprints were identified on the forged power of attorney. This meticulous fingerprint
analysis played a pivotal role in resolving case, leading to justice being served through the
science of fingerprint identification.
2. PS Chanho, District Ranchi, FIR No: 06/2022, Dated 16.01.2022, U/s 366(A),
376(D) (A) IPC 4/6/8 POCSO Act.
In this case, the culprit committed a rape inside a Hyundai car. A fingerprint
expert from SFPB CID Jharkhand Ranchi was dispatched to crime scene. After thorough
examination, the fingerprint expert successfully developed twenty seven (27) chance
prints from glass window of Hyundai car using black and grey powder. Out of these twenty
seven (27) chance prints, fifteen (15) chance prints were matched with the finger and palm
prints of the victim. This critical evidence allowed for the establishment of the exact point
of occurrence in the case.
3. PS Chinia, District Garhwa, FIR No: 61/2022, Dated 21.10.2022, U/s 302, 120(B)
IPC & 27 Arms Act.
A case of murder of a local famous person was reported. The victim was
murdered near his residence in the evening, and the criminal fled the scene on a
motorcycle. Interestingly, the motorcycle used in crime had no registration number,
suggesting it had been stolen. The Criminal abandoned the motorcycle in a field, which
was later located by district police. A Fingerprint expert, along with their team visited the
crime scene. Three (03) chance prints were lifted from the petrol tank of the motorcycle.
All the three (03) chance prints were compared with the specimen of suspected person’s
finger and palm print. Remarkably, all three chance prints matched the right palm print of
the suspect. Thus, the two cases was solved through fingerprint science.
Karnataka
1. PS Kengeri, District Bengaluru City, Cr. No. 243/2022, Dated 09.07.2022, U/s 395
IPC.
2. PS Koramangala, District Bengaluru City, Cr. No. 265/2022, dated 18.12.2022, U/s
302, 397, 34 IPC.
This is a brutal murder cum theft case that occurred on 18th December 2022
on the premises of Koramangala police station in Bangalore city. The complainant along
with his family went to their native village. The housekeeper and security guard were in
the house. After returning on the same day, he found the housekeeper had been
murdered. An amount of Rs. 10 lakhs were stolen, and a security guard was missing. So,
they suspected one security guard. FP experts visited the crime scene, developed one (01)
chance print on a wooden door steel almirah by using white powder, analysed the chance
print in AFIS software, and identified the accused. After arresting the accused person
police arrested two more offenders related to the crime and recovered a total amount of
Rs. 10 lakhs (Rs 10,00,000/-). During investigation revealed that the security guard was
also murdered by the accused persons and drowned in the water pump. With the help of
fingerprints, police arrested the accused persons within a short period, recovered the total
stolen amount, and solved double murder case. The case is under trial now.
3. PS Jagaluru, District, Davanagere Cr. No. 10/2022, dated 08.01.2022, U/s 454,
457, 380 IPC.
Between 04th January 2022 at 08:45 pm to 08th January 2022 at 03:00 am,
some unknown culprits entered the house by breaking the lock of main door and stole Rs.
19,50,500/- (Nineteen Lakhs Fifty Thousand Five hundred) worth gold ornaments and
cash. Officer and staff of Fingerprint Unit, Davanagere visited the crime scene on 8 th
January 2022, and verified the disturbed articles and developed three (03) chance prints
using silver, grey and black powder on front door and wardrobes marked as ‘A’ ‘B’ and ‘C’.
The ‘B’ and ‘C’ chance prints were matched with inmates. Developed chance print ‘A’ was
searched in the AFIS software and found identical with the left thumb of previously
arrested person. Accused was arrested and the total property was recovered. Case is
under trial now.
4. PS Kaginele, District, Haveri, Cr. No. 02/2022, dated 09.01.2022, U/s 435, 436,
447, 427, IPC KPDP Act 1984.
On 09th January 2022 at midnight from 02:00 am to 02:45 am, unknown
culprits entered the Bank, stole and destroyed Rs. 16,00,000/- (Sixteen Lakhs) worth of
bank properties by fire using fuel. On the same day officer and staff of Finger Print Unit,
Haveri visited the crime scene & verified the disturbed articles. Developed one (01) chance
print using silver powder on a plastic bottle filled with fuel marked as ‘A’. On 09 th January
2022, the same chance print ‘A’ was searched in the AFIS software and, ‘A’ was found
identical to the right little finger of the previously arrested person. The accused was
arrested and property recovered. With the help of fingerprints, the case was solved, and
recovered the total amount within a short period. The case is under trial now.
5. PS Hassan Extn., District Hassan, Cr. No. 95/2022, dated 27.04.2022, U/s 457, 380
IPC.
On 26th April 2022, at night, an unknown culprit entered the home by breaking the
front door & ran away with 315-gram gold ornaments & a cash amount of Rs. 2 lakhs, total
worth Rs. 11,50,000/-. The FPU team visited the spot on 27th April 2022 and developed
one (01) chance print using silver powder on the plastic toolbox and marked it as “Q1”.
The chance print marked as “Q1” was searched in AFIS on the same day and the chance
print was found identical to the person who was previously arrested in some other case.
The accused person was arrested. The case is under trial now.
6. PS New Extension, District Tumkur, Cr. No. 106/2021, dated 06.12.2021, U/s 457,
380 IPC.
This is a house-breaking theft case. The case was reported on 06th
December 2021. Some unknown culprits during night broke into the mobile shop and stole
94 mobile phones worth of Rs. 49 lakhs. The police personnel visited the crime scene and
informed fingerprint experts. The fingerprint experts visited the crime scene. After proper
observation in the shop, they developed twelve (12) chance prints using silver powder on
the mobile boxes. The developed chance prints submitted to the State AFIS didn’t match
with any record. On 01st January 2022, print “A” was re-edited in NAFIS, and print “A” was
found identical to the previously arrested person who was an interstate criminal from
Bihar State. The case is under trial now.
7. PS Malur, District Kolar, Cr. No. 446/2022, dated 23.09.2022, U/s 392 IPC.
On 23-24th September 2022, in the police station area of Malur PS, the
victim’s house was robbed by unknown culprits. Gold ornaments, and cash worth Rs.
35,00,000/- was stolen. FPU Staff visited the crime scene and after thorough examination,
they developed two (02) chance prints using silver powder on the almirah and plastic
jewellery box. On 28th September 2022, a Fingerprint expert of Finger Print Unit Kolar
district searched the chance print marked as “A” in the State database AFIS and found
identical to the right-hand index finger of a previously arrested person in another case.
The accused person was arrested by police and recovered total amount. The case is under
trial now.
8. PS Kolar Rural, District Kolar, Cr. No. 577/2022, dated 16.11.2022, U/s 302 IPC.
On 16th November 2022, a double murder case occurred in the police
station area of Kolar Rural PS. A lady along with her child was murdered. FPU staff visited
the crime scene. One Samsung mobile phone in the car dashboard was found and one (01)
chance print on it. On 24th November 2022, a fingerprint expert of Finger Print Unit Kolar
district searched the chance print marked as “A” in the State database AFIS and found it
identical to the right-hand thumb of a previously arrested person in another case. With
the help of fingerprints, this murder case was solved. The case is under trial now.
9. PS M B Nagar, District Kalaburgi City, Cr. No. 03/2022, dated 06.01.2022, U/s 457,
380 IPC.
On 06th January 2022, a House Break-in and Theft case occurred in the area
of PS M B Nagar, District Kalaburgi City. Unknown culprits entered the house by breaking
the door lock and stole gold and silver ornaments, a total amount worth Rs. 1,16,80,000/-
(One crore Sixteen Lakh Eighty Thousand). On receiving telephonic information from IO,
the fingerprint expert team visited the crime scene and after proper examination, they
developed three (03) chance prints using silver powder on steel almirah wooden door and
showcase. Developed chance prints were searched in the State AFIS database and found
identical with the left index impression of the previously arrested person in the other case.
The accused was arrested and all ornaments were recovered. With the help of
fingerprints, the case was solved and total stolen ornaments were recovered within a
short period. The case is under trial now.
Kerala
1. PS Ettumanoor, District Alappuzha, FIR No. 690/2022, dated 27.10.2022, U/s 457,
461 & 380 IPC.
It is a sensational case of serial temple theft. The culprit entered the temple
by breaking the door and stolen gold ornaments from the Idols and the total property lost
was 9.5 Sovereign of Gold. A fingerprint expert from the Alappuzha district FP unit visited
the crime scene. After a thorough examination by the fingerprint expert, they developed
eight (08) chance prints from the broken door of the temple through black powder. Out
of these, one (01) chance print was found identical to the finger impressions of the
suspect. With the help of fingerprints, the case was solved. The case is under trial now.
Madhya Pradesh
1. PS Awadhpuri, District Bhopal, FIR No. 298/2022, dated 15.12.2022, U/s 302, 34
IPC.
On 13-14 December 2022, some unknown culprit stole a bolero pickup
from the village Pathari road. In this case, the complainant informed his son and son-in-
law about the theft. On spotting the bolero pickup in Bhopal they chased the culprit and
tried to overtake, but the culprit fled away after hitting and killing both of them. In this
case, an FP expert from the Bhopal Unit visited the crime scene and developed four (04)
chance prints on the rear-view mirror with black powder. While comparing chance prints
in NAFIS, two (02) chance prints were traced with the accused who had previous criminal
records. In this case, an inter-district criminal was involved and the case is under trial now.
2. PS Tilwara, District Jabalpur, FIR No. 424/2022, dated 08.11.2022, U/s 302, 201
IPC.
On 06th November 2022, a couple checked-in to a resort with fake ID proof.
The same day in the evening the girl left the room. The next day, on 07 th November 2022,
the boy brought the girl back to the resort at about 4:00 pm and the boy alone left the
room without informing the hotel staff at about 5:00 pm. The next day, on 08 th November
2022, on suspicion hotel staff opened the room’s door by the master key and found the
dead body of the girl lying on the bed with injury marks on her neck and right wrist. Blood
was found on the bed and floor and the girl was identified by another name. During the
investigation, it was revealed that the accused used a fake identity. On the requisition of
the police control room, fingerprint expert from the Jabalpur FP unit reached the crime
scene and developed four (04) chance prints on a glass tumbler and wine bottle with black
powder. The developed chance prints were compared in the NAFIS, two (02) chance prints
were found identical with the accused who had previous criminal records. About 15 more
crimes were registered against the accused in various police stations of Nashik City,
Maharashtra. The case is under trial now.
3. PS Kotwali, District Seoni, FIR No. 905/2022, dated 25.11.2022, U/s 457, 380 IPC.
During the night of 24-25th November 2022, the unknown accused entered
the house of the parents of the complainant at the housing board colony by breaking the
hinge of the door and stole gold, and silver jewellery costing about Rs.10,50,000/- (Ten
Lakh Fifty Thousand) and cash of Rs. 6000/- (Six Thousand) from the almirah. On the
requisition of the police control room fingerprint expert from the Chhindwara FP unit
reached the crime scene and after a close examination of the crime scene FP expert
developed six (06) chance prints on the almirah, suitcase, iron rod, and plastic box with
black powder. The developed chance prints were compared in the NAFIS and one (01)
chance print was found identical to the accused who had previous criminal records. Many
cases were registered against the accused in various police stations in Chhattisgarh and
Maharashtra. In this case, two accused were arrested within two days, and stolen property
of about Rs. 9,24,000/-(Nine Lakh Twenty Four Thousand) was recovered. In this case,
interstate criminals were involved. The case is under trial now.
4. PS Kotwali, District Khandwa, FIR No. 77/2022, dated 05.02.2022, U/s 302, 201
IPC.
On 05th February 2022, an unidentified vehicle ‘Activa’ was found and sent
to police station Kotwali Chowki, Ramnagar. Police reached the registered address of the
vehicle for inquiry and after opening the gate of the house, they found blood inside the
house and the body of a woman in the water tank. On the requisition of a police control
room, a fingerprint expert from the Khandwa FP unit reached the crime scene and after
close examination of the crime scene FP expert, developed seven (07) chance prints on
the white floor, door, door handles, steel lock and Activa with black and silver powder.
The chance prints were compared with the specimen prints received from the police
station of the suspect, one (01) chance print was found identical with a suspect
fingerprint. The case is under trial now.
5. PS Kotwali, District Mandsaur, FIR No. 97/2022, dated 12.02.2022, U/s 302, 120B
IPC.
In this case, the accused entered the house committed murder, and stole
the jewellery. On the information of the police control room district Mandsaur, an FP
expert visited the crime scene. During close examination of the crime scene, the FP expert
developed two (02) footprints on the floor of the house. The footprints were compared
with the suspect’s specimen footprints which were received from the police station, one
(01) footprint was found identical. The accused was arrested and charge-sheeted. The
case is under trial now.
6. PS Cantt, District Sagar, FIR No. 775/2022, dated 28.08.2022, U/s 302 IPC.
From 27th August till 31st August 2022, in district Sagar under the police station
Cantt, Civil Line, and Motinagar, incidents of murders occurred continuously by an
unknown serial killer. The persons targeted were those who slept alone in the night. At
the midnight on 27-28 August, unknown accused killed a garage watchman hitting by
hammer on his head. On the information of police control room district Sagar, FP expert
visited the scene of crime on 28th August 2022. During the close examination of the crime
scene, two (02) chance prints were found from an ACP plastic sheet with black powder.
The chance prints were compared with the specimen prints received from the police
station of the suspect, and two (02) chance prints were found identical to a suspect
fingerprint. The accused was arrested and charge-sheeted. The case is under trial now.
7. PS Semariya, District Rewa, FIR No. 404/2022, dated 23.09.2022, U/s 302, 201,
449 IPC.
This is a murder case. In this case, a deaf woman was brutally murdered by
an unknown accused by strangulation, the dead body was buried in straw. The jewellery
and cash kept in the house were stolen. On the information of police control room district
Rewa, an FP expert visited the crime scene on 23rd September 2022. During close
examination of the crime scene, an FP expert developed two (02) chance prints on the
torch and glass with black powder. The chance prints were compared with the specimen
prints received from the police station of the suspect, one (01) chance print was found
identical with a suspect fingerprint. The accused was arrested and charge-sheeted. The
case is under trial now.
8. PS Pichhor, District Shivpuri, FIR No. 427/2022, dated 22.07.2022, U/s 302, IPC.
In this case, the father of the complainant was shot dead by an unknown
accused on the third floor of the house located in Nagariya Colony, Pichor. On the
information of Police Control Room District Shivpuri, an FP expert visited the crime scene
on 22nd July 2022. During close examination of the crime scene, a total no. of three (03)
chance prints were developed from a metal bed and painted metal door with black
powder. These chance prints were compared to the specimen prints provided by the
police station, resulting in a match with one (01) of the chance prints to the suspect’s
finger print. The case is under trial.
9. PS Gaisabad, District Damoh, FIR No. 151/2022, Dated 17.09.2022, U/s 457, 380 IPC.
In this case, unidentified individuals forcibly entered a temple by breaking the lock
and stole around 04 kg of jewellery and cash from a donation box of about Rs. 21,000/-
(Twenty One Thousand). The overall value of the stolen property amounted to Rs.
2,21,000/- (Two Lakh Twenty-One Thousand). Upon receiving information from police
control room in district Damoh, an FP expert visited the crime scene on 17th September
2022. During the close examination of the crime scene, an FP expert developed three (03)
chance prints on the donation box, lock, and entry gate (glass) with black powder. Upon
comparing these chance prints to NAFIS, one (01) chance print was matched with the
accused. Subsequently the accused was arrested, and entire stolen property was
recovered. The accused has been charge-sheeted, and the case is under trial now.
Maharashtra
1. PS Malshiras, District, Solapur Rural, FIR No. 267/2022, dated 29.04.2022, U/s
454, 380 IPC.
This is an House Break-in and Theft case involving a bungalow owned by a political
leader. The bungalow was unoccupied at the time of the incident, and the culprit manage
to enter and steal Rs. 4,67,000/- (Four Lakh Sixty Seven Thousand). Upon receiving a call
from the control room, fingerprint experts visited the crime scene. After a thorough
examination, the FP expert developed three (03) chance prints on the mirror of a steel
cupboard, plastic pouch, and car bonnet by using grey powder. The developed chance
prints were checked on the MAHA AMBIS system, which found them identical to the
accused person’s print. The team then arrested the accused person, who later confessed
to having committed 23 crimes. He revealed that he was part of a gang comprising 15-16
individuals involved in this series of crimes. They all were arrested solely based on
fingerprint report from the Bureau. After arresting the remaining individuals, the ten print
slips were also uploaded to AMBIS for searching and, in Reverse Verification Queue (RVQ)
many more identical results were found and Rs.15,61,600/- (Fifteen Lakh Sixty One
Thousand Six Hundred) was recovered from the accused arrested.
2. PS Bidkin, District: Aurangabad Rural, FIR No. 562/2022, dated 18/12/2022, U/S
302, 460 IPC.
This is a double murder case that took place in MIDC area under Bidkin
police station. The accused murdered an elderly couple by choking them with a wire.
Upon receiving a telephonic message from police control room, fingerprint experts visited
the crime scene. They conducted a meticulous examination and developed four (04)
chance prints, with three (03) on the left side door of steel cupboard and one (01) on steel
pot of mixer. The developed chance prints were promptly searched in portable AMBIS
local database, which revealed that one (01) chance print was identical to the accused
person. The accused had a previous arrest history in Vadodh bazaar police station in
Aurangabad, and one (01) another chance print was also found identical to the left-hand
thumb fingerprint on the specimen slip of an accompanied person and he was arrested
after interrogation. Further investigation uncovered the motive behind the murder, as it
was revealed that the accused didn’t want to return something to the victim. The charge
sheet was filed in the court.
3. PS Shahpur, District Kolhapur, FIR No. 335/2022, dated 14.11.2022, U/s 454, 457,
380 IPC.
This is a daylight House Break-in and Theft case in which property worth
Rs. 7,89,500/- (Seven Lakh Eighty-Nine Thousand Five Hundred) in cash and ornaments
was stolen. Upon receiving a telephonic message, a fingerprint expert visited the crime
scene. Careful examination of the location led to the development of eight (08) chance
prints on various articles within the house. These developed chance prints were uploaded
and searched in the MAHA AMBIS system, resulting in identification of six (06) chance
prints that matched with those of a habitual criminal. During interrogation, the accused
person confessed to his involvement in five (05) additional cases that were still unsolved.
An amount of Rs. 5,75,000/- (Five Lakh Seventy-Five Thousand) was recovered from the
accused person, and a charge sheet was filed against him. The case is currently under trial.
4. PS Duggipar, District Gondia, FIR No.66/2022, dated 04.04.2022, U/s 395, 457,
380, 427 IPC.
This is a theft case involving a loss of property amounting to Rs.
7,07,000/- (Seven Lakh Seven Thousand). Upon receiving a telephonic message from the
IO, a team of fingerprint experts visited the crime scene on the same day and successfully
developed six (06) chance prints on various articles within the house. Subsequently, all
the chance prints were meticulously searched in both the AMBIS and NAFIS systems.
Through the NAFIS system, one (01) chance print was identified as matching with the
accused, who was an interstate criminal from the MP State. The accused was promptly
arrested, and during interrogation, he confessed to the crime. Property worth Rs.
3,97,700/- (Three Lakh Ninety-Seven Thousand Seven Hundred) was also recovered within
two days. Owing to collaboration between FP experts and NAFIS team, this robbery was
swiftly detected. The case is currently under trial.
Meghalaya
1. PS Nongpoh, District Ri-Bhoi, FIR No. 47(03)/2022, dated 21.03.2022, U/s 302
IPC.
This is a murder case that took place on 21st March 2022, where
unidentified culprits committed the murder of a woman in her rented house. In
connection with this murder case, a fingerprint expert visited the crime scene on 22 nd
March 2022. During the search, four (04) chance prints were developed from a 200 ml
phenyl bottle (Suraksha phenyl) labeled as Q1, Q2, Q3 and Q4. Upon comparison, it was
revealed that the ten-digit specimen fingerprint slip from the right middle finger of the
suspected person was identical to the chance print marked as Q1.
Mizoram
1. PS Saitual, District Saitual, FIR No. 13/2022, Dated 21.03.2022, U/s 454, 380 IPC.
On 21st March 2022, a criminal case was reported at Saitual Police Station,
in between 18-20 March 2022, an unknown perpetrator gained unauthorized access to an
EE, PWD Office by breaking the ventilation window, and removing the window panes. The
steel almirah in the account room was forcibly opened and ransacked, resulting in a theft
of approximately Rs. 1,20,000/-. In response to the police requisition, a team of forensic
experts visited the scene. After a thorough search and examination, they photographed
and developed sixteen (16) chance prints using black powder, which were found on the
window pane, steel almirah and drawer. During the examination, one (01) chance print
was identified, matching the left middle impression on the specimen print of a suspect.
Odisha
1. PS Bolangir Town, District Bolangir, FIR No. 27/2022, Dated 15.01.2022, U/s 457,
380 IPC.
Some unknown culprits entered a mobile store and stole several smart
phones, cash and DVR of CCTV. On 15.01.2022 Fingerprint experts visited the crime scene.
They examined the disturbed articles and successfully developed ten (10) chance prints
on glass entrance door, glass rack and transparent polythene cover. Subsequently, the
chance prints were compared with the suspect prints received from the IO. This
comparison led to the discovery that two (02) chance print were identical to the right
index and left ring fingerprints of the individual accused of involvement in the crime.

3. PS Deogarh, District Deogarh, FIR No. 24/2022, Dated 15.01.2022,U/s 392, 324,
307 IPC.
Three unidentified individuals rented a car in Sambalpur with the intention
of traveling to Deogarh. During the journey, they assaulted the driver with knife and
forcibly seized the car. On 16th January 2022, a fingerprint expert visited the crime scene
and skillfully developed three (03) chance prints on glass bottles. The fingerprint experts
compared the chance prints which they had developed with the suspect prints provided
by the IO. This analysis revealed that one (01) of the chance prints was identical to the left
thumbprint of one of the suspects involved in the incident.
Puducherry
1. PS Kalapet, District Puducherry, FIR No. 45/2022, dated 26.06.2022, U/s 454, 380
IPC.
On 20th June 2022, between 08:45 hrs to 17:00 hrs, an unknown culprit
forcibly entered the complainant’s residence at Palla Theru, Periya Kalapet, Puducherry,
by breaking through the back door. During this unlawful entry, they carried out a theft,
stealing 45 sovereign gold jewels valued at approximately Rs. 10 lakhs. In response to this
incident, a fingerprint expert visited the crime scene, conducting an exhaustive and
meticulous search for fingerprint evidence. Through their keen examination, they
successfully developed a single (01) chance print of the suspected individual from the back
door of the aforementioned house. This developed chance print, labelled as “M1” was
carefully photographed. Subsequent analysis revealed that the chance print “M1”
obtained from the crime scene was an exact match to the suspect’s fingerprint. Notably,
this suspect had previously been involved in and arrested for theft cases in the other cases
within the jurisdiction of Kalapet Police Station, East Sub-Division, Puducherry. As a result,
the accused person was arrested, and a portion of stolen property, consisting of 25
sovereign gold jewels, was successfully recovered. The expert opinion of the Finger Print
Sikkim
1. PS Sadar, District Gangtok, FIR No. 27/2022, dated 16.02.2022, U/s 457, 427 IPC
r/w 180, 511, 3 of PDPP Act.
On 16th February 2022, a requisition was received from Sadar Police
Station, prompting the visit of a FP expert to the crime scene. Following a meticulous
examination of the crime scene, the expert successfully developed four (04) chance prints.
These prints were obtained from the holder of a CCTV camera and an ATM monitor
located at the State Cooperative Bank. The development process involved the application
of black powder and was conducted in the presence of two independent witnesses.
Among the four (04) chance prints that were developed, three (03) chance prints of them
were discovered to be identical to the suspect’s specimen left thumb and the left index
finger of the suspect. This crucial fingerprint evidence greatly contributed to the
investigation of the case.
Tamil Nadu
1. PS E1-Mylapore, District Maylapore, FIR No. 201/2022, dated 07.05.2022, U/s
363, 365, 457, 380, 302, 120(B), 363, 365, 457, 380 & 201 IPC.
This is a case of intentional kidnapping and theft that took place on 07 th
May 2022. The perpetrators kidnapped an individual and stole 1,140 sovereign gold jewels
and 55 kg of silver ornaments. Upon receiving a call from the IO, an FP Expert promptly
visited the crime scene on the same day. Using a combination of white and black powders,
the experts successfully developed three (03) chance prints. Subsequently, the chance
prints were compared with the fingerprints of the accused persons, and they were found
to be identical to those of the offenders. The IO then proceeded to arrest the offenders
and successfully recovered the stolen 1,140 sovereign gold jewels and 55 kgs of silver
ornaments. In this case, fingerprint identification played a crucial role in leading to the
apprehension of the offenders.
2. PS Melur, District Madurai, FIR No. 544/2022, dated 19.09.2022, U/s 457, 380
IPC.
This is a housebreaking case that occurred on 19th September 2022. The
offender gained entry into the house by breaking a window at the back of the house and
committed theft. Inside the house, the offender also broke into an almirah and made off
with a substantial haul, including 132 ½ sovereign gold jewels, forty five (45) kgs of silver
articles, with a total estimated worth of Rs. 54,35,000/- (Fifty Four Lakh Thirty Five
Thousand). In response to the IO’s request, the FP Expert promptly visited the crime scene.
Through meticulous examination, the expert successfully developed one (01) chance print
on the steel almirah door, by using white powder. Upon comparing the chance print with
the fingerprints of the accused person, it was determined to be identical. Subsequently,
the IO arrested the offender. In this case, fingerprint identification played a pivotal role in
leading to apprehension of the offender.
4. PS B4 - Sevapet, District Avadi COP, FIR No. 603/2022, dated 13.05.2022, U/s 454,
380 IPC.
This is a housebreaking case that occurred on 13th May 2022. Under the
cover of night, an intruder forcibly entered the house by breaking door and commit theft,
making away with 41 sovereign gold and cash amounting to Rs. 6,00,000/- (Six Lakh). Upon
the request of the IO, a FP Expert promptly visited the crime scene on the same night. The
expert conducted a meticulous examination of the scene and successfully developed one
(01) chance print on the glass door, by using white powder for the process. This fit chance
print was then compared with the fingerprint records maintained by the fingerprint
Bureau, leading identical match with an individual previously arrested. As a result of this
fingerprint identification, the IO was able to apprehend the offender swiftly.
5. PS Tiruppur North, District Tiruppur City, FIR No. 641/2022, dated 12.06.2022,
U/s 342, 452, 392 IPC.
This is a robbery case that took place on 12th June 2022. Four unidentified
culprits forcibly entered a house and brandished knives to intimidate the family members
of the victim. They subsequently absconded with a sum of Rs. 15,10,000/- (Fifteen Lakh
Ten Thousand) in cash. On the same day, upon the request of IO, a fingerprint team
promptly visited the crime scene. They conducted a thorough examination and
successfully developed five (05) chance prints on a jewel box, utilizing black powder for
the process. The fit chance prints were then compared with the accused person, revealing
an exact match. In response to this fingerprint identification, the IO promptly
apprehended the accused and managed to recover an amount of Rs. 6,99,500/- (Six Lakhs
Ninety-Nine Thousand Five Hundred). Thus, the offender was apprehended thanks to the
crucial assistance of fingerprint identification.

response to this fingerprint identification, the IO arrested the accused person and manage
to recover the entire stash of stolen jewels, totaling 46.50 sovereign gold jewels worth Rs.
8,00,000/- (Eight Lakh). Thus, the identification of the accused person through fingerprints
played a pivotal role in both apprehension of offender and recovery of stolen jewellery.
7. PS Varanjaram, District Kallakurichi, FIR No. 83/2022, dated 08.08.2022, U/S 457,
380 IPC.
This is a housebreaking case that took place on 08th August 2022. During
the night, unidentified culprits forcibly entered a jewellery shop by breaking through the
door. Once inside, they broke a steel almirah within the shop that contained substantial
quantity of jewellery items. The thieves made off with a haul amounting to 2,085 gms of
gold Jewels, 22 kg silver ornaments, and cash totaling Rs. 45,850/- (Forty Five Thousand
Eight hundred Fifty). The total value of the stolen property was estimated at Rs.
57,50,000/- (Fifty Seven Lakh Fifty Thousand). In response to a request from the IO, a FP
Expert promptly visited the crime scene on the same night. Conducting a thorough
examination, the expert successfully developed a total of two hundred seventy-four (274)
chance prints from various surfaces, including the steel almirah and other articles. Both
black and white powders were utilized in this process. The fit chance prints were
subsequently compared with fingerprint records, resulting in identification of three (03)
chance prints that matched records of individual previously arrested in an unrelated case.
With the aid of this fingerprint identification, the IO swiftly arrested the culprits and
successfully recovered the entire cache of stolen ornaments, including the cash.
Consequently, the fingerprint identification of the offenders played a pivotal role in
apprehension of these individuals involved in the crime.
8. PS Tamil University, District, Tanjore, FIR No. 789/2022, Dated 10.11.2022, U/s
454, 380 IPC.
This is a housebreaking case that occurred on 10th November 2022. During
the night, an intruder entered a residence by breaking through a door and committed
theft including 158.430 gms of gold and cash amounting to Rs. 8,000/- (Eight Thousand).
In response to a request from the IO, a FP Expert promptly visited the crime scene on the
same night. Conducting a thorough examination, the expert successfully developed two
(02) chance prints from surfaces, including a plywood door and a cupboard, by using white
powder. Both of these fit chance prints were then compared with the records of the
individual, ultimately yielding identical matches with the accused person. Leveraging this
crucial fingerprint identification, the IO swiftly apprehended the offender and successfully
recovered the entire stolen property
Telangana
1. PS Sulthanabad, District Peddapalli, FIR No. 94/2022, dated. 24.04.2022, U/s 454,
380 IPC.
This is a house burglary case that took place on 24th April 2022. Unknown
offenders gained access to the house by breaking in. An FP Expert promptly visited the
crime scene on 25th April 2022 and successfully developed two (02) chance prints on a
steel box using white powder. These chance prints were then meticulously compared with
the suspect’s finger impression records. During the comparison process, one (01) chance
print was identified as identical to the specimen finger impression of the accused. As a
result of this crucial fingerprint identification, property worth Rs. 1,95,000/- (One Lakh
Ninety-Five Thousand) was successfully recovered. Subsequently, the accused was
arrested and the case is under trial.
upon returning home from school, noticed that the main door lock of their house had
been broken. The complainant promptly rushed home and found that various cupboards,
and bedroom lockers had also been forced open. A total of Rs. 80,000/- in cash, along with
jewellery including a nallapusala chain weighing 23 grams, a small chain weighing 9 grams,
two pairs of earrings weighing 10 grams, and two pairs of hand rings weighing 6 grams
were missing from the cupboards. The total worth of the lost property amounted to Rs.
1,25,000/- (One Lakh Twenty Five Thousand). Upon receiving this information, the
fingerprint team from the Shamshabad unit visited the crime scene. They meticulously
searched the crime scene, examined the disturbed articles, and successfully developed six
(06) chance fingerprints. Among these, one chance print was developed on a tab and
marked as “A”, one chance print was developed on a plastic box and marked as “B”, while
remaining four (04) chance prints were developed on cup-board and marked as “C”, “D”,
“E” & “P1”. The chance prints marked as “B” & “C” were eliminated as they belonged to
the occupants of the house. The chance print “D” & “P1” were verified, but the result did
not yield any identification. However, the chance print marked as “A”, and “E” were
compared and verified against the criminal fingerprint database, revealing that they were
identical to the right ring & right middle finger of the accused. Consequently, the case is
currently under trial.
Uttar Pradesh
1. PS Sahibabad, District Ghaziabad, FIR No. 51/22, dated 16.03.2022, U/s 302 IPC,
3(2) V SC/ST Act.
On 01st January 2022, during a routine night patrolling duty, a beat constable was
found in a severely injured condition in Shayam Enclave, Ghaziabad. He was promptly
taken to the hospital for treatment, but unfortunately the doctor declared him brought
dead. Following this tragic incident, the district field unit was dispatched to visit the crime
scene. During their investigation, they managed to develop ten (10) chance prints at the
crime scene. These chance prints, along with suspected specimen ten-digit fingerprint
slips, were sent to UP FPB Lucknow for analysis. Upon thorough examination, it was
determined that one (01) chance print found at crime scene was identical to the specimen
fingerprint of the suspected individual. As a result, the case is currently under trial.
2. PS Safdarganj, District Barabanki, FIR No. 332/21, dated 26.11.2021, U/s 419,
420, 467, 468, 471, 504, 506, 34 IPC, 3 (1) द, ध व 3(2) V SC/ST Act.
This is a forgery case involving a land deed. In this case, the accused created a
forged land registry document. The Bureau received a dossier containing the forged
documents along with suspected specimen fingerprints. Upon careful examination and
comparison, it was determined that all eighteen (18) fingerprints found on the forged
documents were identical to the suspected specimen fingerprints. As a result, the case is
currently under trial.
West Bengal
1. PS Manikchak, District Malda, FIR No. 72/2022, dated 20.02.2022, U/s 302 IPC.
This is a murder case that took place on 20th February 2022 in the Manikcak
PS area of Malda district. Upon receiving a requisition from SP Malda, a fingerprint team
visited the crime scene. Upon careful examination, three (03) chance prints were
discovered inside the wall of the room and were developed using black powder.
Subsequently, it was determined that these developed chance prints were identical to the
specimen left thumb impression of the accused person. Using fingerprint identification,
the murder case was successfully solved, and the accused person was charged. The case
is currently under trial.
2. PS Patrasayer, District Bankura, FIR No. 60/2022, dated 02.05.2022, U/s 498A,
302 IPC.
This is a dowry death case that occurred on 02nd May 2022 in the Patrasayer
PS area of Bankura district. Upon receiving a requisition from the IO, a fingerprint team
visited the crime scene. After a thorough examination, two (02) chance prints were
discovered on a dark-colored glass bottle with a yellow cap. These chance prints were
developed using lightening grey powder. Subsequently, it was determined that these
developed chance prints were identical to the right-hand palm print of the accused. As a
result, the case was charge-sheeted, and it is currently under trial.

A Finger Print Cell is functional at Andaman & Nicobar Island headed by SI/Finger Print Expert
under the supervision of SP (CID) since 2003, located at Ground Floor, CID Building, Aberdeen
Bazaar, Port Blair. The fingerprint Cell of Andaman & Nicobar Island has maintained a total
of 490* record slips in the Bureau as on 31.12.2022

2. ANDHRA PRADESH
The State Finger Print Bureau was established at Hyderabad on 06th February,1959. United
AP State was bifurcated into two separate States with 18 Police districts to residual AP and
12 Police districts to Telangana State. Andhra FPB had shifted to Mangalagiri in 2016 and 18
Remote Query Workstations of the FPB are functional throughout the State. At present,
Papillon AFIS is operational at the FPB. It is functioning under the administrative control of
the ADGP, CID, Mangalagiri, Andhra Pradesh. The Bureau is headed by a Director of the rank
of Deputy Superintendent of Police (Dy. SP). The Bureau has 1,31,264 number of ten-digit
fingerprint slips of convicted persons in their records as on 31.12.2022.

3. ARUNACHAL PRADESH
In the year 1990, a Finger Print Cell was started to attend the basic Finger Print activities in the
State. Later, the State Finger Print Bureau, Arunachal Pradesh was established at PTC
Banderdewa (AP) on 1st May 2009 vide letter Number PTC/FPB/9/2007 dated 13 th December
2007. It is headed by the Director I/c in the rank of Deputy Inspector General of Police
Banderdewa (AP) and it is presently functioning under the control of Principal cum Director I/C
(FSL/SFPB) PTC Banderdewa AP. AFIS software M/s Secure Mantra Pvt. Ltd. has been installed
in the FPB. The FPB has 37 number of ten-digit fingerprint slips of convicted persons in its
records as on 31st December 2022.

4. ASSAM
The Assam Finger Print Bureau was established in the year 1912 at Shillong and later shifted to
Guwahati on 1stJanuary 1979.The Director of Assam FPB, is an officer of the rank of Deputy
Superintendent of Police (Dy SP). The FPB works under the control of the SP, CID, Assam. AFIS
(FACTS 5.0) was installed at the FPB, C.I.D, Assam Police Head Quarters. Currently AFIS / FACTS
is not functional. The FPB has 10,496 Ten-digit fingerprint slips of convicted persons in their

5. BIHAR
The Finger Print Bureau, Bihar was established at Ranchi in 1912 after separation from Kolkata.
In 1915, the Bureau was shifted to Patna. The State FPB is headed by a Chief Examiner cum-
Director of the rank of Superintendent of Police (SP). The supervising authority of the Bureau
is Deputy Inspector General of Police (DIG), CID and it is under the control of Additional Director
General of Police (ADG), CID, Bihar. It has no other branches or district units. It also maintains
slips received from Interpol. AFIS has not been procured yet. The FPB has 5,453 Ten-digit
fingerprint slips of convicted persons in their records as on 31 st December 2022.

6. CHANDIGARH
The FP Branch is headed by an Incharge of the rank of Assistance Sub-Inspector of Police (ASI),
under the overall supervision of Senior Superintendent of Police (SSP), Chandigarh. Earlier the
fingerprint slips (Record & Search) of Chandigarh were sent to FPB, Phillaur, Punjab, which was
not separately categorised and shown in previous years ASR’s by FPB, Phillaur, Punjab. The FP
branch has 38,356 Ten-digit fingerprint slips of convicted persons in their records as on 31 st
December 2022.
Note: mobile forensic team under the supervision of Dy. SP crime visits the SOC and submit the
chance print to the FP unit Chandigarh, as the FP unit staff does not visit the SOC.

7. CHHATTISGARH
The Finger Print Bureau was established at Raipur in the year 2000 after the formation of
Chhattisgarh as a separate State. The FPB is headed by a Director of the rank of Deputy
Superintendent of Police and functions under the overall supervision of Inspector General of
Police, CID, Chhattisgarh. The AFIS Version 2.0 of M/s Secure Mantra was installed in the
Bureau at Police Headquarters, Raipur on 16th August 2005. The FPB has 45,172 Ten-digit

8. DELHI
The Finger Print Bureau of Delhi was established on 02nd July 1987 and is headed by the Director
in the rank of Assistant Commissioner of Police (ACP) under the control of Special CP / Crime.
Nine district mobile teams are available with Delhi FPB to attend the scene of crime.
Automated Finger & Palm print Identification System (AFPIS) PS-1000 of M/s IBIOS Ltd. was
procured and implemented in 2010. The Bureau has 1,19,661 Ten-digit fingerprint slips of
convicted persons in their records as on 31st December 2022.

9. GOA
The Finger Print Bureau was established at Porvorim on 18th December 2001. It is headed by
an officer of the rank of Director and functions under FSL Verna, Goa. The Bureau has been
shifted from Porvorim to Verna in South Goa on 04th April 2011. FACTS 4.0 was installed in
February 2002 and was not functioning from 2006 to April 2013. The present version of AFIS in
Goa, FACTS version 7.0, was installed on 26th April 2013. The Bureau has 3,074 Ten-digit
fingerprint slips of convicted persons in their records as on 31 st December 2022.

10. GUJARAT
The Finger Print Bureau of the Gujarat State was established at Ahmedabad in 1960 and it was
functioning under the control of ADGP, SCRB till July 2002. The Govt. of Gujarat has placed the
Bureau under the Administrative Control of the Directorate of Forensic Science (DFS) from 01st
August 2002. FACTS 5.0 was installed in April 2004. Since 2010, FACTS version 7.0 is operational
and all the districts of the State are having AFIS units and have the ability for online connectivity
with the central system at the DFS, Gandhinagar (H.Q.). From April 2010, all the Police stations
of Ahmedabad city and from Aug-2016 all the PS of State are equipped with live scanners and
webcam for enrolling fingerprints and online transmission to the central system at DFS,
Gandhinagar. The Bureau has 2,25,657 Ten-digit fingerprint slips of convicted persons in their
records as on 31st December 2022.

The Haryana FPB started its independent functioning w.e.f. October 01, 1974 at Rohtak. The
HQ of the FPB was shifted to Madhuban on 14.11.1976 and presently working in State Crime
Records Bureau (SCRB) Panchkula, Haryana since 01.07.2022. The Bureau is headed by an In-
charge of the rank of Inspector of Police. It is functioning under the supervision of ADGP SCRB

The Finger Print Bureau of Himachal Pradesh was established in September 2006 under the
control of CID, Himachal Pradesh Police. The provisions of Finger Print Bureau Manual of Punjab
State (revised and updated edition 1995) apply to the Finger Print Bureau, Himachal Pradesh
also. To make the FPB operational, the Finger Print records pertaining to the State of Himachal
Pradesh were brought from FPB, Phillaur to FPB, Himachal Pradesh at Shimla in March 2009. The
Superintendent of Police and Deputy Superintendent of Police, CID (Crime Branch) are the ex-
officio Director and Assistant Director of the FPB, Himachal Pradesh respectively. The Bureau is
running under the control of Directorate of forensic services Junga Hills, Shimla and it is headed
by the Director FPB, in the overall supervision of Addl. Chief. Secretary (Home & Vigilance),
Shimla, Himachal Pradesh. Gradually the FPB is becoming operational in all the fields of
fingerprint works. AFIS is not installed yet at the FPB and has 7,115 Ten-digit fingerprint slips of
convicted persons in their records as on 31st December 2022.

The proposal for the establishment of a full-fledged State Finger Print Bureau is under the
consideration with the Govt. of J&K. Presently, the Finger Print Section is functioning at the
SCRB, PHQ Complex, Gulshan Ground, Gandhi Nagar, Jammu. The fingerprint section of the
State is recording FP slips (Record & Search) only, whereas document cases, chance prints are
sent to FSL, Jammu & Kashmir and staff of the FSL are attending the SOC as well. The FP Section
is headed by the Deputy Superintendent of Police, and it is functioning under the control of
Special Director General of Police (Crime). The FP section has 9,408 Ten-digit fingerprint slips
of convicted persons in their records as on 31 st December 2022.

14. JHARKHAND
The State of Jharkhand came into existence on 15 th November 2000 by bifurcation of Bihar.
The FPB, Jharkhand was established at Ranchi on 10th July 2006. The FPB is functioning under
the control of DG, CID Ranchi, Jharkhand, and is headed by the State Examiner of Finger Prints

15. KARNATAKA
FPB, Karnataka is one of the oldest Bureau of the country, officially established before the
State’s re-organization in 1960. The Fingerprint Bureau is a specialized technical unit of
Karnataka Police. It serves as an important aid in scientific methods of crime investigation and
detection of cases by means of fingerprint identification of criminals. The Fingerprint Bureau
with its Headquarters in Bangalore is headed by an officer of the rank of Superintendent of
Police. The ADGP is the overall controlling & supervising authority of the Fingerprint Bureau,
Bangalore. During the year 2003, the State FPB & FP unit was equipped with the “AFIS”. Since
2005, the FPB is functioning in its own complex. The Bureau has 28,874 Ten-digit fingerprint
slips of convicted persons in their records as on 31st December 2022.

16. KERALA
The Finger Print Bureau was started in the erstwhile State of Travancore in 1900. The finger print
records of the neighboring State of Cochin were amalgamated to Travancore Bureau and came to
known as Travancore- Cochin Bureau from 30th June 1950. Kerala State was formed on 01st November
1956, the Kerala State Finger Print Bureau started functioning by infusing the records of Malabar District
and Kanyakumari District along with the Travancore- Cochin Bureau at Thiruvananthapuram. The
Bureau is headed by the Director and it functions under the control of the Additional Director General
of Police, State Crime Records Bureau (SCRB). In addition, the Single Digit fingerprint Bureaus are
functioning in all police districts headed by the Tester/Inspector and attached to the District Crime
Records Bureau.AFIS software of NEC-AFIS is operational at SFPB, Kerala. The Bureau has 1,07,399 Ten-
digit fingerprint slips of convicted persons in their records as on 31 st December 2022.

18. MAHARASHTRA
The Maharashtra FPB was established at Mumbai in June 1898 and the Head office of the
Bureau was established at Pune in June 1905. The Director FPB is of the rank of Superintendent
of Police (fingerprint). It is under the control of the Spl. I.G.P., S.C.R.B (Admin) Pune, under the
Supervision of Addl. Director General of Police, State CID. At present, there are four FPBs
functioning in the State of Maharashtra, namely Pune, Mumbai, Nagpur, and Aurangabad. The
State FPB has procured Automated Multimodal Biometric Identification System (AMBIS) of
Morpho and it is operational (ready for cases) in the State. The FPB had 3,48,952 Ten-digit
fingerprint slips of convicted persons in their records as on 31 st December 2022.

20. MEGHALAYA
The Finger Print Bureau of undivided Assam State was established at Shillong. The State of
Assam was divided into four States (Assam, Meghalaya, Mizoram, and Nagaland) but the FPBx
remained common for all the States at Shillong. The Finger Print Bureau of Meghalaya was re-
established at Shillong on 2nd January 1979 as a Single Digit Bureau. Later on, it became a full-
fledged State Finger Print Bureau on 16th July 1980. The FPB is headed by an officer of the rank
of SP (CID) and functioning under the control of IGP (CID), The FPB has 3,700 number of ten-
digit fingerprint slips of convicted persons in their records as on 31st December 2022.

21. MIZORAM
The State Finger Print Bureau is functioning from the year 2002 and is headed by the Director.
It is under the Administrative Control of the Director, Forensic Science Laboratory. As the
Bureau is under the FSL, it is termed as Finger Print Division, which is one of the 07 divisions of
FSL, Mizoram. AFIS version 2.1 of M/s Secure Mantra Technologies Pvt. Ltd. was installed on
15th March 2007 which was later upgraded to Secure Mantra (5.4) in November 2015.The FPB
has 3,510 number often-digit fingerprint slips of convicted persons in their records as on 31 st
December 2022.

22. NAGALAND
The Finger Print Bureau was established at Dimapur on 26th February 1982 and it is functioning
as a FP division under the control of Forensic Science Laboratory, Nagaland. The FPD is headed
by the Joint Director, in the supervision of an officer of the rank of Dy. SP (FP Expert), under

23. ODISHA
The State Fingerprint Bureau was established on 1st April 1936 at Cuttack with the formation
of a separate State of Odisha. Later on, it was shifted to Bhubaneswar in 1970. At present, the
FPB is functioning from State Crime Records Bureau building at Bhubaneswar, Odisha with
Fingerprint Unit in 32 Districts since 2002. The FPB is headed by the Director I/c of the rank of
Inspector of Police, functioning under the supervision and Administrative Control of the
Director, SCRB of the rank of ADGP. The AFIS 2.0 of M/s Secure Mantra was installed on 04 th
April 2008 AFIS is functional in the State FPB with 04 workstations & AFIS RQTs in 34 police
districts. The FPB has 51,708 number often-digit fingerprint slips of convicted persons in their
records as on 31st December 2022.

25. PUNJAB
The Finger Print Bureau, Phillaur is the 2nd oldest Bureau in India, established in the year 1897
at Police Training School (PTS), Phillaur under the charge of Mr. J.M. Bishop, Principal of PTC,
Phillaur. This FPB has preserved so many historical assets in their record. It has hundreds of
measurement card records of criminal under Anthropometry system from the year 1894 to
1897. This Bureau has proudly preserved fingerprint record slips of our freedom fighter Dr.
Saifuddin Kitchlew and Shaheed Udham Singh. The FPB is headed by the Director of the rank
of Inspector of Police and it is functioning under the control of Director (ADGP), Bureau of
Investigation, Punjab and Chandigarh. The FPB has 3,13,589 number of ten-digit fingerprint

26. RAJASTHAN
The Rajasthan Finger Print Bureau was established at Mount Abu, Sirohi in 1902. In the year
1931, the office was shifted to Ajmer, under the control of Inspector General of Police, Ajmer.
The FPB is currently working in the capital city of Jaipur since 1956. It is headed by the Director
of the rank of Dy. SP., under the supervision of the SP, SCRB and functioning under the control
of ADGP, Telecommunication (Technical & SCRB). The FPB has total 81,678 Ten-digit fingerprint

27. SIKKIM
The State Finger Print Bureau, Sikkim was established at Gangtok in the year 1987. The FPB was
notified as full-fledged Bureau vide notification dated 24th July 1987. The FPB remained inactive
till 2005, due to non-enforcement of Identification of Prisoners Act 1920. The IPA-1920 was
enforced in the State in December 2004. The Bureau is headed by the Deputy Inspector
General/CB CID and functioning under the control of Inspector General of Police, Police HQrs,
Gangtok. The FPB has total 139 ten-digit fingerprint slips of convicted persons in their records

The State Finger Print Bureau, Tamil Nadu is the oldest institution in the country of its kind. The
FPB was established at Madras on 22nd August 1895. It was moved from Madras to Vellore in
April 1942 and later it was shifted back to Madras (now Chennai) on 01 st May 1973. The FPB,
Tamil Nadu is headed by a Director of the rank of Superintendent of Police (FP) and functioning
under the administrative control of ADGP, State Crime Records Bureau (SCRB). There are 36
single-digit Finger Print units in Districts and Commissionerates. There are also two special
Finger Print Units in V&AC and CCIW, Chennai. FACTS was installed in the year 1998, developed
by CS. Presently, the FACTS 7.0 is functional in the Bureau. The FPB has 1, 83,089 Ten-digit
fingerprint slips of convicted persons in their records as on 31 st December 2022.

The State Finger Print Bureau was established at DGP office complex, Hyderabad on 06 th
February 1959. After the division of Andhra Pradesh into two States, Telangana State Finger
Print Bureau started functioning from 02nd June, 2014 headed by the Director of the rank of
Superintendent of Police (SP) under the control of ADGP, CID, Telangana. FACTS was installed
in the year 1999 by CMC. Presently, the Papillion AFIS is functional at SFPB, Telangana. The FPB

The Finger Print Cell is located at Agartala. It is functioning under the Criminal Investigation
Department, Tripura. Superintendent of Police (CID) heads the Finger Print Cell. AFIS of M/s

August 2010 and it was upgraded to Version 2.1 on 08.04.2011 but is not functional at present.

31. UTTARAKHAND
The State is yet to have a permanent Finger Print Bureau of its own. Formation of Finger Print
Bureau is under process. At the moment, a fingerprint unit is functioning from the SCRB,
Uttarakhand. The FPB is headed by the Superintendent of Police, SCRB. The DIG, SCRB is
supervising the work of the Finger Print Bureau. As on 31st December 2022, the FPB has 13,531
ten-digit fingerprint slips.

The Finger Print System was introduced in place of the Anthropometric System in Uttar Pradesh
in 1899, which led to the establishment of the present State Finger Print Bureau located at
Lucknow. It is headed by the Director of the rank of Addl. Superintendent of Police (Addl. SP),
in the supervision of DIG/SP, SCRB. The FPB is under the administrative control of DGP, UP. The
FPB has 1,74,472 Ten-digit fingerprint slips of convicted persons in their records as on 31st
December 2022.

The State of West Bengal holds the distinction of having the first official Finger Print Bureau in
the world. It was established in Writers building at Kolkata on 12th June 1897. The FPB is headed
by Director. Now it is established at Bhabani Bhawan, Alipore, Kolkata. It is under the
supervision of SSP CID and under the Administrative Control of ADG & IGP CID, West Bengal.
The FPB has 44,535 ten-digit fingerprint slips of convicted persons in their records as on 31st

The number of persons arrested and convicted for other IPC crime offences is higher than those which are
involved in theft, burglary and robbery. In document related offences, more number of persons have been
arrested and convicted for forgery cases as compared to counterfeiting. As ‘other IPC’ crime head included the
rest of the IPC sections therefore it has documented a higher number of crimes as compared to rest of all the
combined crimes.

more the number of persons arrested and convicted, followed by Cr. PC /Preventive arrest and
Arms/Explosive Acts. Graph 11 &12 highlights the fact that the number of persons arrested for a certain crime
is always higher than those who get conviction from the court of law.

CHAPTER-V
The NAFIS software serves as the key application for Fingerprint experts/personnel for
performing crime and criminal investigation functions which is implemented and
managed by the Central Fingerprint Bureau (CFPB) at NCRB, New Delhi. It has been
conceptualized for establishing a central repository of criminal fingerprint data
generated in India and implemented on the principles of cloud computing model.
The Fingerprint slips obtained in the police stations and digital fingerprints enrolled in
the districts will be stored in dedicated virtual partitions allotted to each of the State/UT
in NAFIS server established at the NCRB Headquarters through the hardwares and
softwares provided by NCRB. Only the authorized users from States/UTs can
edit/modify/search the data stored in the exclusive space allotted and hence the
ownership of the data lies with the concerned State/UT only.
NAFIS provides facility to States/UTs for integration of their own NIST compliant
Automated Fingerprint Identification Systems (AFIS) and subsequently replication of
their data to the central server. NAFIS is also integrated with other applications like
CCTNS.
The NAFIS application facilitates both rolled and plain fingerprint (including palm print)
enrolment and provides search, matching and verification of fingerprint information.
Objectives:
To create a searchable national repository of criminal fingerprints and palm prints.
To enable national level searches from all NAFIS workstations installed across the
country.
To enable chance print searches from Districts/Police Commissionerate/Fingerprint
Units using national database.
To bring all the States/UTs in same platform for use of fingerprints/palm prints in tracing
criminals, solving crimes and mapping criminal history.
To minimize investigation delays caused by the logistical process of physically
transferring slips for manual verification (from State FPB to CFPB and vice versa) by
offering instantaneous real-time outcomes
2. Slip Capture

3. Database Maintenance
This application enables fetching of previous antecedents using NFN, State PIN
etc.

5. Other applications:
It also consists of Charting, Compare Records and Central Viewer tool which are being
used to prepare charts, compare two records and access reports.
A Document Management System which helps to store, access, manage, control and
track the electronic documents and electronic images of paper-based information that
has been captured through document scanning technology. This Document
Management System is similar to what one uses for personal use to store files by
organizing them in folders. Some well-known applications are: Drop box, Google Drive
etc.
Alfresco makes it easy to quickly locate the exact NAFIS document among
thousands of files in document management system.
Easily find, share and secure all-important files such as Digitized Slips, etc.
Files can be easily searched and downloaded for offline use.
Alfresco Share is a rich web-based environment for managing documents,
content etc.

With the implementation of the newly installed NAFIS application, the Bureau
started re-checking the contents of the old case files. The chance prints associated with
the unsolved cases were fed into the new system and searched against the national
database using NAFIS.
One of the chance prints was found identical with the record slip of accused
person. In this manner, the FPB expert not only assisted the local police in solving a
murder case but also provided them scientific & irrefutable evidence against the culprit.
Thus, the NAFIS application played a vital role in solving the crime which had been
pending for 06 years.
Case 3: NAFIS intervention resolved dacoity case with scientific and infallible evidence.
A dacoity case was reported on 08th October, 2022 under FIR 761/22, U/s 395,
397 IPC and 27 Arms Act in Karol Bagh Police Station of the Central District of Delhi.
The Fingerprint experts visited the crime scene on the same day and developed
seven (07) chance prints on tape wrapped on a thermocol box and the doorframe of the
cabin. The chance prints were searched in the national database using NAFIS. One of the
chance print was matched with an interstate criminal who belong to Uttar Pradesh.
Subsequently, following previous antecedents were also revealed:
i. FIR No. 460, U/s 379, 411 IPC, dated 29.12.2013 at Mansarovar Park Police Station,
Delhi.
ii. FIR No. 697/16, U/s 25, 54, 59 Arms Act, dated 14.07.2016 at Seema Puri Police
Station, Delhi.
iii. FIR No. 181/14, U/s 392, 411, 34 IPC, dated 01.04.2014 at Mansarovar Park Police
Station, Delhi.
In this way, the Fingerprint Bureau expert not only aided the local police in
resolving a dacoity case but also furnished them with scientific and incontrovertible
evidence against the culprit with the help of NAFIS.
NAFIS has enabled the tracing of interstate criminals by providing access to Fingerprint
records from all States/UTs across the country.
2. Madhya Pradesh
Case 1: Real-time identification of double blind murder case using NAFIS within two
hours.
An accident was reported on 14th December 2022 at around 07:00 pm near
Jagaria Village on Bhopal highway in which two passengers travelling on a bike were
crashed to death by a pick-up van. A team of Finger Print experts examined the pick-up
van and developed six (06) chance prints from the accident site at 07:30 pm on 14 th
December 2022. The chance prints were searched against the national database using
NAFIS at 09:30 p.m. on the same day and one of the chance prints successfully matched
within minutes with the fingerprint impressions of one of the accused person who was
earlier arrested in Crime No. 26/22, U/s 379 IPC at Cholamandir Police Station of Sagar
District, Bhopal. During investigation, it was revealed that this murder case was
committed by a thief who was attempting to escape after stealing the pick-up van
belonging to one of the deceased person’s father.
The case of theft/accident was then converted into murder and it was solved
within a span of two hours, primarily attributed to the effective utilization of NAFIS which
is accessible 24/7 for all law enforcement agencies of the country.
Thus, NAFIS helped in establishing the real identity of the accused along with his
previous criminal antecedents of 14 criminal cases in various police stations of Nashik,
Maharashtra. More enquiries about his criminal antecedents through ICJS revealed 40
cases against him. Police arrested the accused on 17 th November 2022 i.e., within ten
days of the crime through NAFIS.
Rao. The FSL and Fingerprint team of the district was informed for immediate inspection
of the incident site. The identity of the deceased could not be established. The Fingerprint
Expert prepared slip of unknown dead body, which was submitted for search in NAFIS
system. The identity of the deceased person was established.
After establishment of the identity of deceased, investigation revealed that on
19th April 2022, deceased along with two accused committed a theft of electricity power
wire worth Rs. 5,00,000/-. The accused persons murdered deceased over the dispute on
distribution of stolen goods in Nagpur. After committing the murder, both accused tied
the deceased with a rope and took him in a vehicle from Nagpur. The accused then
dumped the deceased in the dense forest of Seoni, Madhya Pradesh so that the
deceased’s identity could not be ascertained. However, owing to the identification of the
deceased through NAFIS, the case was accurately resolved.
Case 5: Gang of history sheeters put behind the bars with the help of NAFIS.
On 16th June 2022, an unknown accused broke the lock of the main gate lock of a
deserted house and took away a DVR as well as gold & silver jewelry. The case was
registered under the Crime No. 464/22, U/s 457, 380 IPC at Maharajpura police station,
Gwalior.
The Fingerprint Expert of the district visited the scene of crime and found five (05)
chance prints. Same were submitted into NAFIS and three (03) chance prints were traced
which found identical with three consecutive fingers of accused person.
On referring the criminal antecedents displayed in NAFIS, it was found that he
along with his gang members have committed theft in seven places under the jurisdiction
of Police Station Maharajpura. The Details of FIR registered in Police Station Maharajpura
are as under: -

3. Rajasthan
Case 1: NAFIS uncovered multitude of cases and assisted in arrest of a habitual
offender.
A driver was arrested in connection with a robbery registered under Crime No
652/2022, U/s 393 IPC of Bajaj Nagar police station of Jaipur (East) District. When his
fingerprint slip was uploaded in NAFIS and searched against the national database, it
matched with the record and revealing the fact that he was a habitual offender who has
been convicted and arrested for multiple crimes.
The NFN revealed multiple crimes committed by the accused:
i. FIR No. 27/2012, U/s 379, 411, 34 IPC at Adharsh Nagar Police Station, Delhi and was
convicted on 20.07.2012.
ii. Special case 34, 36, U/s 379, 411, 34 IPC at Mahendra Park Police station, Delhi and
was convicted on 29.06.2012.
iii. FIR No. 660/2014, U/s 379, 411, 34 IPC at Adharsh Nagar Police Station of Northwest
Delhi.
iv. FIR NO. 21/2012, U/s 379 IPC at Jahangirpuri police station of North West Delhi.
v. Fir NO 34/2012, U/s 379, 411, 34 IPC at Mahendra Park police station of North West
Delhi.
vi. FIR No. 200/2011, U/s 399, 402, 34 IPC and 25 Arms Act by Crime Branch, Delhi.
4. Andhra Pradesh
Case 1: NAFIS palm print tracking traced down interstate criminal, recovered the loot.
A house breaking, and theft case was reported on 19 th August 2021 at
Gurramkonda police station, Andhra Pradesh. The case involved theft of gold jewels and
cash worth Rs. 11,75,000/- from the house of complainant.
The Fingerprint experts visited the scene of crime on the same day and developed
ten (10) chance prints. Upon verification, one chance print was eliminated as it belonged
to an inmate and the remaining chance prints were searched against the fingerprint
database of State Fingerprint Bureau but found untraced. The chance prints were also
sent for comparison to the neighboring States Tamil Nadu and Karnataka but remained
untraced.
The same prints were uploaded into NAFIS database when it became available
nationwide and searched against the national database. Four (04) chance prints were
found identical with the fingerprint record of an interstate habitual criminal.
The accused has been arrested in following two cases of Haryana in the past:
i. FIR NO. 7/2018, U/s 399,402 IPC AND 25,54, 59 Arms act at Sector-55 Police Station,
Faridabad District
ii. FIR No. 917/2017, U/s 380 IPC at Sector-55 Police Station, Faridabad District
The Offender along with his associates were arrested and the total lost property was
recovered. The case is pending before the trial court.
During the period from 2009 to 2012 many sensational computer thefts took
place in almost all the Engineering colleges in Andhra Pradesh, Telangana, Tamil Nadu
and Karnataka. The offenders entered into the computer labs through windows and
removed all the CPUs for RAMs and Processors. The cases remained untraced due to the
lack of any evidence. In this particular case, the chance prints were available as the
evidence. Hence, the chance prints were compared with the available fingerprint records
of Tamil Nadu and Karnataka manually and also using through AFIS but remained
untraced.
After successful installation of NAFIS, resubmission of chance prints in the grave
cases were started. Four (04) chance prints were found identical with the fingerprint
record of a previously arrested person which was a resident of Tamil Nadu. Subsequently,
on comparison of the fingerprint slip of the above said person, it also matched with the
chance print concerned in Cr. No. 104/2010, U/Sec. 457 & 380 IPC of Puthalapattu police
station.
The Offender along with his associates were arrested and they confessed to be
involved in almost 32 similar cases which involved property worth crores of rupees. The
chance prints concerned with Crime No. 93/2011, U/s 457 & 380 IPC registered at
Gangavaram police station of Chittoer District was found identical with fingerprints of an
associate of the accused. This case involved loss of property worth Rs. 4,00,000/-.
All the accused involved in computer theft over last 10 years have been arrested
and large amount of property has been recovered. Thus, NAFIS not only aided in solving
the 10 years old unsolved cases, but also revealed multiple antecedents of the Criminal.

CAPACITY BUILDING
TRAINING AND CAPACITY BUILDING IN FINGERPRINT SCIENCE AT CFPB, NCRB, NEW DELHI
One of the prime objectives of Central Fingerprint Bureau (CFPB) is to provide training in
Fingerprint Science for capacity building of Police Forces in the country. Every year, CFPB
conducts various training programs for Indian Police Officers at CFPB Delhi and Kolkata
Branch. CFPB, Delhi conducted training on the Basic Course and refresher course on
Fingerprint Science, and also conducted ‘Training of Trainers’ which has increased
trainers/resources available to police/FPBx. These training programs have been attended by
officers of all ranks, including senior officers from States/Union Territories as well as from
Central Police Organizations/Central Armed Police Forces. Apart from training of Indian
Police Officers, CFPB, Kolkata imparted one-day training to government officials who would
be dealing with fingerprints. In 2022, CFPB conducted various training programs such as
“user operating” training for Fingerprint experts and “user enrollment” for police personnel
for the smooth functioning of NAFIS. As and when required by the States, CFPB fingerprint
experts have also been deputed from time to time to impart trainings to States/UTs staff for
smooth functioning of NAFIS.

There are records of fingerprints being taken from many centuries ago. Ancient
artefacts with carvings similar to friction ridge skin have been discovered in many places
throughout the world. The ancient Babylonians pressed the tips of their fingertips into
clay to record the business transactions. Also, in China, the thumbprints were used on
clay seals to “sign” the documents. A petroglyph located on a cliff face in Nova Scotia
depicts a hand with exaggerated ridges and finger whorls, presumably left by the
Mi'kmaq people.

LAWS RELATING TO FINGERPRINTS IN INDIA
This chapter contains all relevant legal information pertaining to
Finger Print Sciences in India.
Section 45 of the Indian Evidence Act, 1872, as amended by Act V of 1899, defines:
Any other person whose fingerprints are ordered to be maintained by the Govt. of India
from time to time, subject to the provisions of the Identification of Prisoners Act (India
Act XXXIII, 1920).
"When the Court has to form an opinion upon a point of foreign law, or of science or art,
or as to identity of handwriting or finger impressions, the opinions upon that point of
persons especially skilled in such foreign law, science or art, or in questions as to identify
of handwriting or finger impressions are relevant facts. Such persons are called Experts."
An Act to authorise for taking measurements of convicts and other persons for the
purposes of identification and investigation in criminal matters and to preserve records
and for matters connected therewith and incidental thereto.
BE it enacted by Parliament in the Seventy-third Year of the Republic of India as
follows:—
1. (1) This Act may be called the Criminal Procedure (Identification) Act, 2022.
(2) It shall come into force on such date as the Central Government may, by
being in force (except for an offence committed against a woman or a child or for any
offence punishable with imprisonment for a period not less than seven years) may not
be obliged to allow taking of his biological samples under the provisions of this section.
4. (1) The National Crime Records Bureau shall, in the interest of prevention, detection,
investigation and prosecution of any offence under any law for the time being in force,—
(a) collect the record of measurements from State Government or Union territory
Administration or any other law enforcement agencies;
(b) store, preserve and destroy the record of measurements at national level;
(c) process such record with relevant crime and criminal records; and
(d) share and disseminate such records with any law enforcement agency, in such
manner as may be prescribed.
(2) The record of measurements shall be retained in digital or electronic form for a
period of seventy-five years from the date of collection of such measurement:
Provided that where any person, who has not been previously convicted of an offence
punishable under any law with imprisonment for any term, has had his measurements
taken according to the provisions of this Act, is released without trial or discharged or
acquitted by the court, after exhausting all legal remedies, all records of measurements
so taken shall, unless the court or Magistrate, for reasons to be recorded in writing
otherwise directs, be destroyed from records.
(3) The State Government and Union territory Administration may notify an
appropriate agency to collect, preserve and share the measurements in their respective
jurisdictions.
5. Where the Magistrate is satisfied that, for the purpose of any investigation or
proceeding under the Code of Criminal Procedure, 1973 or any other law for the time
being in force, it is expedient to direct any person to give measurements under this Act,
the Magistrate may make an order to that effect and in that case, the person to whom
the order relates shall allow the measurements to be taken in conformity with such
directions.
6. (1) If any person who is required to allow the measurements to be taken under this
Act resists or refuses to allow taking of such measurements, it shall be lawful for the
police officer or prison officer to take such measurements in such manner as may be
prescribed.
(2) Resistance to or refusal to allow the taking of measurements under this Act shall
be deemed to be an offence under section 186 of the Indian Penal Code.
7. No suit or any other proceeding shall lie against any person for anything done, or
intended to be done in good faith under this Act or any rule made thereunder.
8. (1) The Central Government or the State Government may, by notification in the
Official Gazette, make rules for carrying out the purposes of this Act.
(2) In particular, and without prejudice to the generality of the foregoing provisions,
such rules may provide for all or any of the following matters, namely:—
(a) the manner of taking measurements under section 3;
(b) the manner of collection, storing, preservation of measurements and sharing,
dissemination, destruction and disposal of records under sub-section (1) of section 4;
(c) the manner of taking of measurements under sub-section (1) of section 6;
(d) any other matter which is to be prescribed, or in respect of which provision is to
be made.
(3) Every rule made by the Central Government under this Act shall be laid, as soon
as may be after it is made, before each House of Parliament, while it is in session, for a
total period of thirty days which may be comprised in one session or two or more
successive sessions, and if, before the expiry of the session immediately following the
session or the successive sessions aforesaid, both Houses agree in making any
modification in the rule or both Houses agree that the rule should not be made, the rule
shall thereafter have effect only in such modified form or be of no effect, as the case may
be; so, however, that any such modification or annulment shall be without prejudice to
the validity of anything previously done under that rule.
(4) Every rule made by the State Government under this Act shall be laid, as soon as
may be after it is made, before each House of the State Legislature where it consists of
two Houses, or where such Legislature consists of one House, before that House.
9. (1) If any difficulty arises in giving effect to the provisions of this Act, the Central
Government may, by order, published in the Official Gazette, make such provisions not
inconsistent with the provisions of this Act as appear to it to be necessary for removing
the difficulty:
Provided that no such order shall be made under this section after the expiry of three
years from the commencement of this Act.
(2) Every order made under this section shall be laid, as soon as may be after it is
made, before each House of Parliament.
10. (1) The Identification of Prisoners Act, 1920 is hereby repealed.
(2) Notwithstanding such repeal, anything done or any action taken or purported to
have done or taken including any rule, regulation, or any proceedings taken, any rule
made or any direction given or any proceedings taken or any penalty or fine imposed
under the repealed Act shall, in so far as it is not inconsistent with the provisions of this
Act, be deemed to have been done or taken under the corresponding provisions of this
Act.
(3) The mention of particular matters in sub-section (2) shall not be held to prejudice
or affect the general application of section 6 of the General Clauses Act, 1897 with regard
to the effect of repeal.
1. Short title and commencement.- (1) These rules may be called the Criminal
Procedure (Identification) Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
(2) Words and expressions used herein and not defined, but defined in the Act, shall have
the same meanings as assigned to them in the Act.
3. Taking of measurements.- (1) The authorised user or any person skilled in taking
the measurements or a registered medical practitioner or any other person so
authorised in this behalf may take the measurements of a person for the purposes of the
Act;
Provided further that the measurements of a person charged with violation of any
prohibitory order issued under section 144 or section 145 or arrested under section 151
of the Code of Criminal Procedure, 1973 (2 of 1974) shall not be taken unless such person
is charged or arrested in connection with any other offence punishable under any other
law for the time being in force:
Provided also that the measurements of a person shall not be taken on the initiation of
proceeding under section 107 or section 108 or section 109 or section 110 of the said
Code unless such person has been ordered to give security for his good behaviour or
maintaining peace under section 117 of the said Code for a proceeding under the said
sections.
(2) The Bureau shall issue the Standard Operating Procedures for taking the
measurements, which may include the following, namely:
(a) specifications of the equipments or devices to be used for taking measurements;
(b) specifications and the format, including digital or physical, of the measurements to
be taken;
(c) method of handling and storage of measurements in the database at the level of State
Government or Union territory Administration in a format compatible with the database
of the Bureau;
(d) information technology system to be used for taking of measurements:
Provided that the State Government or Union territory Administration using its own
information technology system shall provide compatible application programming
interfaces for sharing the measurements or record of measurements with the Bureau.
(3) An authorised user, for matching the record of measurements of a person, shall
forward the request to the Bureau through the device and the Bureau shall match the
record and provide report to the authorized user through secure network as soon as
possible.
(4) The procedure for destruction and disposal of records shall be specified in the
Standard Operating Procedures.
(5) (i) Any request for destruction of record of measurements shall be made to the Nodal
Officer to be nominated by the respective State Government or Union territory
Administration or Central Government, as the case may be, concerned with the criminal
case in which the measurements were taken.
(ii) The request for destruction of the record of measurements shall be recommended
by the Nodal Officer to the Bureau after verifying that such record of measurements is
not linked with any other criminal cases.
(6) Any act of unauthorised access, distribution or sharing of data collected under the
Act shall be punishable as per the provisions of the Indian Penal Code, 1860 and the
Information Technology Act, 2000.
6. Compliance with the Standard Operating Procedure issued by the Bureau.- The
State Government or Union territory Administration or the law enforcement agency of
the Central Government shall cause its authorised user to comply with the Standard
Operating Procedures.
Explanation:- For the purposes of this rule, “Standard Operating Procedures” means any
guidelines or standards or specifications issued by the Bureau for collection, storage,
processing, matching, destruction or disposal of the record of measurements from time
to time.
1. Supreme Court Ruling of 1961 : [State of Bombay Vs. Kathikalu Oghad AIR 1961
SC 1808]
A thumb impression of an accused taken by the police in course of investigation which
was later on produced at the trial did not amount to testimonial compulsion under
Article 20(3) and was not on that account inadmissible. It held that the application of
finger prints in the identification of persons does not violate the fundamental rights
under Article 20(3) of the constitution. It was further held that to be a witness in its wider
sense means giving an oral or written statement but does not amount to exposing a part
of the body for the purpose of identification.
3. Supreme Court Ruling of 1978 : [Mohan Lal Vs. Ajit Singh AIR July 1978 SC 1183]
The Hon’ble Supreme Court ruled that an opinion based on 08 identical ridge
characteristics was fully justified and conformed to the views expressed in scientific
books on the subject.
“Nothing substantial has been urged to challenge the opinion of the director of the
Finger Print Bureau and all that has been argued is that as there were only 8 points of
similarity, there was not enough basis for the expert’s opinion about the identity of finger
prints. Reference in this has been made to B.L Saxena’s ‘Identification of handwriting,
disputed documents, finger prints, foot prints and detection of forgeries’ (1968 edition,
page 247), Walter R. Scott’s ‘Finger print mechanics’(page 62) and M.K. Mehta’s ‘The
identification of thumb impression and the cross examination of finger print experts’
(second edition, page 28). We have gone through these books but they do not really
support the argument of the learned counsel for the respondent. While referring to the
old practice of looking for a minimum of 12 identical characteristic details, Saxena has
admitted that the modern view is that 6 points of similarity are sufficient to establish the
identity of finger prints. Walter Scott has stated that as a matter of practice most experts
who work with finger prints constantly satisfy themselves as to the identity with 8 or
even 6 points.” The larger surface of the fully rolled impression not only allows accurate
classification but it also gives more points for comparison. (For representative purpose

d. Verification occurs when a second qualified examiner does an independent
assessment of the latent print and known exemplar, utilizing the ACE process.
• ALGORITHM - Mathematical routine used in computer processing. In AFIS processing,
the matcher algorithm searches for relationships between the search print and ten-
print. 2: Mathematical routine used in computer processing, e.g., an AFIS matching
algorithm establishes the correlation of Level 2 Detail between fingerprints.
(SWGFAST). 3: A step-by-step computational procedure for solving a problem. The
system computer and other system components use algorithms to make decisions
required to process and handle information. (ANSI/IAI).
• ANSI/NIST STANDARD - Standard proposed by NIST and adopted by ANSI. For
example, the ANSI/NIST-ITL standard Data Format for the Interchange of Fingerprint,
Facial & Other Biometric Information is used by law enforcement, intelligence,
military, and homeland security organizations throughout the world. The first version
of this standard dates to 1986. Over the years, it has been updated and expanded to
cover more biometric modalities beyond the original record type of Finger Print
minutiae. (NIST).
• BACK GROUND DISTURBANCE / INTERFERENCE - A feature of the background (such
as the texture or pattern) of the substrate (surface) that the mark is left on, which
affects the appearance and resultant interpretation of the friction ridge flow or ridge
details.
• CADAVER - A deceased person.
• CHANCE PRINT OR SCENE OF CRIME PRINT- means any chance or accidental
impression left by friction ridges skin on a surface, regardless of whether it is visible
or invisible at the time of deposition.
• DISPATCH CHEQUE - The details in triplicate prepared by the State Bureaux containing
Name, Parentage of the convicts and Cheque No., Date and District of Origin of
Finger Prints in India-2022 Page 248

Fingerprint Record Slips for forwarding the Finger Print Record Slips to other Bureaux
are called Dispatch Cheques/Invoice.
• DATABASES - Collections of data and associated material designed to provide
information rather than for archive, which are stored systematically in hard copy or
electronic format and are, e.g. used for: providing information on the possible origin
of objects or substances found in casework; and/or providing statistical information.
• EDGEOSCOPY - Study of the contour or shape of the edges of friction ridges.
EXPERT (CFPB) - 'Expert' means an officer working in the CFPB having undergone
thorough training in classifying, recording & searching of F.P. Slips and examining of
latent and documentary prints either in any State Bureau or at the Central Finger Print
Bureau and having a Finger Print expert certificate by clearing the All India Board for
Examination of Finger Print Experts.
EXEMPLAR - An impression or image of friction ridge skin purposely collected with the
knowledge of the subject. 2: The prints of an individual associated with a known or
claimed identity deliberately recorded electronically, by ink, or by another medium
(also known as known prints). (SWGFAST 2011)
ELIMINATION FINGERPRINTS - Finger Print images taken from persons with legitimate
access to evidence under examination for latent fingerprint. 2: Exemplars of friction
ridge skin detail of persons known to have had legitimate access to an object or
location.
GRAY-SCALE IMAGE - An image using more than two radiometric values, i.e., 256
shades of gray in an 8-bit image. Not a strictly black/white image.
HENRY CLASSIFICATION - an alphanumeric system of Fingerprint classification named
after Sir Edward Richard Henry used for filing, searching, and retrieving ten-print
records.
FINGERPRINT SLIP FOR RECORD - The form containing 10-digit rolled impressions and
plain prints taken in proper sequence for record with particulars regarding name,
parentage, residence, conviction, etc. of a convict is called a Fingerprint Slip for
record.
FINGERPRINT SLIP FOR SEARCH - Similar form with 10 digit impressions when used
for search to trace previous conviction from the record of the Bureau is called Finger
Print slip for search.
INKED FINGERPRINT - the Intentional recording of the friction ridge skin. Using black
printer's ink and a Fingerprint roller, the ridge characteristics of a particular individual,
can be formally recorded on a standard Finger Print card.
INTERPOL - Originally the International Police Commission, established in 1923 with
the first headquarters in Vienna, Austria. With the General Secretariat now in Lyon,
France, Interpol focuses on international crimes that threaten public safety, especially
those involving terrorism, criminal organizations, drugs, finances and technology, and
trafficking in human beings, and provides fugitive investigative support.
LATENT (Chance print)/LATENT SEARCH - A search of a latent print against other
latent prints, which are usually stored in the Unsolved Latent File, and which has the
potential to link crimes committed by same person, even though that person is as yet
unidentified. Also referred to as a latent/unsolved latent search.
LIVE SCAN - “Live scan‟ is an electronic biometric platform for capturing, storing and
transmitting friction ridge detail.
MINUTIAE DATA - The data representing the relative position, orientation, and in
some cases, the relationship and/or types of the minutiae in a Fingerprint image.
NATIONAL AUTOMATED FINGERPRINT IDENTIFICATION SYSTEM (NAFIS) – NAFIS
serves as the key application, for Fingerprint experts/personnel for performing crime
and criminal investigation functions, implemented and managed by the Central Finger
Print Bureau (CFPB) at NCRB, New Delhi. It has been conceptualized for establishing a
central repository of criminal fingerprint data generated in India and is implemented
on the principles of cloud computing model.
NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY - Formerly known as the
National Bureau of Standards, this division of the U.S. Department of Commerce
ensures standardization in non-defense government agencies.
