Annexure (I)

Eligibility Creteria
1. Applicant should be Indian citizen .

2. The service conditions of the apprentices so selected would be governed by The Apprentice Act 1961 as
amended from time to time.

3. Reservation for SC/ST/OBC and physically challenged (in identified trades) will be applicable .

4. Educational qualifications:
4.1. For Graduate Apprentices: Person shall be eligible for being engaged as a graduate apprentice if he satisfies
one of the minimum educational qualifications specified below.

a) A degree in engineering or technology granted by a statutory university in (Electronics & communication


engineering)

b) A degree in engineering or technology granted by an institution empowered to grant such degree by an Act of
Parliament in (Electronics & communication engineering)

c) Graduate examination of professional bodies recognized by the Central Government as equivalent to a degree
in (Electronics & communication engineering)

d) A sandwich course student who is studying in approved Govt. Institution and who is undergoing training in
order that he may hold a degree in engineering or technology as mentioned at (a) and (b) above.

4.2. For Technician Apprentice: person shall be eligible for being engaged as a technician apprentice if he satisfies
one of the minimum educational qualifications specified below.

a) A diploma in engineering or technology granted by a State Council or Board of Technical education


established by a State Government in (Electronics & communication engineering ) .

b) A diploma in Engg. or technology granted by a University in (Electronics & communication engineering)

c) A diploma in engineering or technology granted by an Institute recognized by the State Government or Central
Government as equivalent to (a) and (b) above in Electronics and Communications

d) A Sandwich Course student who is studying in approved Govt. Institution and who is undergoing training in
order that he may hold a

e) Diploma mentioned in (a), (b) and (c) above in (Electronics & Telecommunication engineering)

4.3. For Trade apprentice: person shall be eligible for being engaged as a trade apprentice if he passed out from ITI
courses in trades respectively from approved Govt. Institutions in trades of Fitter, Turner, and mechinist .

4.4. Apprentice for Students of sandwich Diploma in Chemical Engineering who are studying in approved Govt.
Institution. They should complete all subjects of previous semisters/years without any back logs.

4.5 . The qualification prescribed shall be from a recognized University/Institute only


4.6. Candidates possessing higher qualifications than mentioned above at 4.1 against each category shall
NOT be considered. Suppression of information regarding possession or pursuing higher qualification shall render a
candidate ineligible for consideration at any stage of selection & termination at any time during engagement, if
engaged.

5. Self attested Photostat copies of following Documents to be attached along with application form:

(i) Aadhaar Card

(ii) Consolidated Mark sheet/ last mark sheet of essential qualification obtained. If the Institute / University
assigns grades, conversion certificate if any, from respective University/College for calculating percentage of
marks.
(iii) D.O.B document – 10th Standard certificate or Birth Certificate issued by the Municipality or such appropriate
authority.

(iv) Passport size photograph

(v) Caste certificate in the prescribed format in support of the claim of belonging to SC/ST/OBC duly issued by
competent authority (if applicable)

(vi) Certificate of Physical Challenge (if applicable)

6. Conditions of Eligibility:
6.1.. The candidate must have an active email ID and Mobile Number and Adhaar card

6.2 The candidates could get himself/herself enrolled/registered with the BOAT/NATS/NCVT within a specified
period of three years after passing qualifying examination and the candidates are advised to enroll under
BOAT/NATS/RDAT/NCVT portal if they are not registered yet.

6.3 No Engineering Graduate or Diploma holder who has training or job experience for a period of one year or
more after the attainment of any of these qualifications mentioned at Para. No.4.1 shall be eligible for being
engaged as an apprentice under the Act.

6.4 No sandwich course student shall be eligible for being engaged as an apprentice under the Act after passing the
final examination of the technical institution where in such student is undergoing the course, unless so approved
by the Regional Central Apprenticeship Adviser.

6.5. A person who has been a Graduate, Technician apprentice under the Act and in whose case the contract of
apprenticeship was terminated for any reason whatsoever shall not be eligible for being engaged as an apprentice
again under the Act without the prior approval of the Apprenticeship Adviser.

6.6 A person with Previous job experience of one or more years after passing minimum qualifying examination
shall not be eligible unless approved by Apprentice Advisor of BOAT.

7. Age Limits:
He/she should have attained an age of 14 years and for the trades apprentice should have attained 18 years as on
1st June 2018 . No upper age limit.
8. Standard of physical fitness for training:

A person shall be eligible for being engaged as an apprentice if he satisfies the minimum standards of specified
physical fitness . The candidate has to produce the prescribed fitness certificate to that effect from local civil
asst surgeon.

Note: A person shall be eligible for being engaged as an apprentice if he satisfies the minimum standards of
physical fitness specified provided that a person who has undergone institutional training in a school or other
institution recognized by or affiliated to the National Council or the All-India Council or a statutory University or a
State Board of Technical Education and has passed the examination or tests conducted by these bodies, or is
undergoing institutional training in a school or institution so recognized or affiliated in order that he may acquire a
degree or diploma in engineering or technology or certificate in vocational course or equivalent qualification shall,
if he has already undergone medical examination in accordance with the rules for the admission to the school or
institution, be deemed to have complied with the provisions of this rule. The candidate has to produce
certificate from the Institution to that effect .

Note: Provided further that the standards of fitness specified for item relating to “EARS” and item relating to
“SPEECH” of Schedule II shall not apply in the case of a person who is deaf or dumb or deaf and dumb . The
candidate has to produce certificate from local civil asst surgeon to that effect.

Note: Without prejudice to the generality of the foregoing provision where a physically handicapped person
registered at any Employment Exchange is declared, by either the medical Board attached to Special Employment
Exchanges for the physically handicapped or the local Civil Asst Surgeon (where such Medical Board has not been
constituted) to be physically fit for being engaged as an apprentice in any of the designated trades under the
Apprentices Act, 1961, he may be engaged as an apprentice in that trade. The candidate has to produce
certificate to that effect.

9. The selected candidates after joining the trainees apprenticeship training will be referred as Apprentice
trainees . The Apprentice trainees should attend the apprenticeship training regularly as per Training schedule

10. The trainees are required to meet the security and instructions and other instructions as applicable to
apprentice training as published in the website or admission brochure handed over to trainees during their
admission process.

11. Trainees are required to follow the working timings and holidays of NSTL during the period of training.
Disciplinary Procedures will be initiated for unsatisfactory conduct, behavior or not meeting the
requirements of training during the entire period of training and termination or cancellation or notation
of training will be at the sole discretion of Director , NSTL

12. Every graduate, technician & technician (vocational) apprentice and Apprentice Training under Sandwich
Diploma undergoing apprenticeship training shall have the following obligations, namely:

a) To attend the practical training regularly consciously and diligently at his place of training;

b) To carry out all lawful orders of his employer and superiors in the establishment;

c) To carry out his obligations under the contract of apprenticeship which shall include the maintenance of such
records of his work as may be prescribed.

d) The continuance of payment of stipend to an apprentice shall be subject to the work and Conduct of the
apprentice being satisfactory.
e) Where the work and conduct of the apprentice is not satisfactory, the employer shall report the matter to the
apprenticeship adviser and with his consent may stop continuance of payment of stipend to the apprentice.

f) Hours of training and admissibility of leaves -the weekly and daily hours of work of an apprentice while
undergoing practical training in a workshop shall be such as may be prescribed. An apprentice shall be entitled
to such leave as may be prescribed and to such holidays as are observed in the establishment in which he is
undergoing training.

g) Conduct and discipline- In all matters of conduct and discipline, the apprentice shall be governed by the rules
and regulations applicable to employees of the corresponding category in the establishment in which the
apprentice is undergoing training. Apprentices are trainees and not workers:

13. The process of training will be purely practical training as per the training modules against each
subject/Discipline/trade with evaluation and feedback at the end of quarter.

14. Every graduate or technician apprentice or technician (vocational) apprentice and trade apprentice who
completes his apprenticeship training to the satisfaction of employer shall be granted a certificate of
satisfactory completion of apprentice training by the employer . However, the apprentice trainees are advised
to approach the BOAT /RDAT for certificate of proficiency in the respective training.

15. The contract of apprenticeship shall terminate on the expiry of the period of apprenticeship training.

16. Disciplinary procedure will be initiated by employer if the Apprentice is not showing interest in training. In
the event of premature termination of Contract of Apprenticeship for failure on the part of apprentice to carry out
the terms and condition of the contract , the surety at the request of apprentice hereby guarantees to employer
the payment of such amount towards the cost of training.

17. Apprentice trainees are eligible for Monthly stipend as per the rates given below. These rates are
variable as per Government stipulations from time to time. Approximate amount of monthly stipend is
shown below.

The stipend for a particular month shall be paid by the tenth day of the following month subject to satisfactory
completion of training as certified by training supervisor.

18. Leaves are applicable as per Apprentice act 1961 and its amendments .

19. It shall not be obligatory on the part of NSTL/DRDO to offer any employment to any apprentice who has
completed the period of his apprenticeship training in his establishment, nor shall it be obligatory on the part of
the apprentice to accept an employment under the employer.

20. Director , NSTL is the sole and ultimate authority with all discretionary powers and relaxations if any
for all decisions with regard to overall conduct of Apprentice Training. All representations if any should be
made only to Director , NSTL in all matters of conduct of Apprentice Training.

21. Period of apprenticeship training: The period of apprenticeship training, shall be one year from date of
agreement for all the apprentice trainees. However, the Sandwich Student apprentice trainees may opt for 6
year apprenticeship training with clear mention of which half of the one year is opted and the same is to
be specified in the application form. It is to be noted that, if sufficient number of Sandwich Student
apprentice trainees for one year apprentice training are not available, then those Sandwich Student
apprentice trainees who opted for 6 months apprenticeship training will be considered for left out places.

22. Only those candidates whose applications are shortlisted will be contacted. No communication will be done
with other applicants. Canvassing of any kind will be a disqualification. There are no trouts nor agents authorized.
General public are cautioned to beware of such persons and not to become prey of such persons.

23. Those short listed candidates will be required to appear for original certificate verification at their own
cost. No travelling allowance nor transport / accommodation will be provided for attending the certificate
verification. Candidates has to make their own arrangements for attending the certificate verification.
Further , candidates has to produce the prescribed physical fitness certificate from civil asst surgeon at
their own cost .

24. Selected candidates who found physically fit has to execute a contract of apprenticeship with the employer
If an apprentice is minor, an agreement has to be signed via his father or mother.

25. Selection letter will be issued to the candidates who signed the apprentice contract form. Date of
joining the apprentice training will be the date of signing the Apprentice contract form . Sandwich Student
apprentice trainees will be joining as per the Institute's academic schedule / calendar for Industrial training and
whose period of training will depend on the Academic calendar of Course and they must specify the date
of joining and period of training in the application form at the appropriate place as certified by the
Principal of the Institute. Accordingly the training module will be re-oriented for sandwich students based
on joining date and period of training .

26. Selected candidates has to report to the training on the date stipulated in the selection letter at their
own cost. No travelling allowance nor transport / accommodation will be provided for joining the training
and during the process of training. Candidates has to make their own arrangements for transport
accommodation and food during the period of training.

27. Use application format A for apprentice trainees other than sandwich apprentice student and application
format B for sandwich apprentice student trainees as given below. . All field are compulsory and no blank
should be left. Incomplete applications forms and application forms not in prescribed format and without
signatures and applications without prescribed enclosures will not be considered and no communication will
be done with such applicants.

28. Apprentice trainees are required to follow separate set of security instructions and other instructions if
any from time to time as promulgated by NSTL.
