Topic: Supporting and Protecting Refugees Globally

Introduction
The United Kingdom is deeply committed to addressing the global refugee crisis and
supporting the mission of the United Nations High Commissioner for Refugees (UNHCR).
Our nation has a long-standing history of aiding those fleeing conflict and persecution, and
we continue to play a vital role in international humanitarian efforts. This position paper
outlines the UK's current initiatives, challenges, and proposed actions to enhance the
protection and integration of refugees.

Current Situation
Globally, we face unprecedented levels of displacement, with over 117 million people
forcibly displaced by the end of 2023. The UK recognizes the urgent need for
comprehensive and coordinated efforts to address the root causes of displacement and
provide sustainable solutions for refugees.

UK’s Contributions and Initiatives

1. Advocacy and Legal Protection: The UK actively collaborates with UNHCR to advocate for
the rights of refugees and asylum seekers. Our London office is instrumental in influencing
policy and ensuring legal protection for those in need.

2. Humanitarian Relief and Support: Through UK for UNHCR, we raise significant funds to
support humanitarian efforts globally. These funds are essential for delivering life-saving
aid and long-term care, including education and healthcare, to displaced families.

3. Resettlement Programs: The UK operates several resettlement schemes, including the

Vulnerable Persons Resettlement Scheme (VPRS), which has successfully resettled over
20,000 Syrian refugees. Additionally, the Community Sponsorship Scheme empowers local
communities to directly support resettled refugees.
4. Economic and Social Integration: We focus on enhancing refugee self-reliance by
improving access to employment and economic opportunities. Initiatives like the refugee
entrepreneurship pilot programs and the 'Tapping Potential' guide for businesses are
pivotal in this regard.

5. Global Compact on Refugees: The UK is a strong advocate of the Global Compact on

Refugees, which aims to provide comprehensive responses to refugee situations. We are
committed to enhancing refugee self-reliance, expanding access to third-country solutions,
and supporting conditions for safe and dignified returns to countries of origin.

Challenges
Despite our efforts, significant challenges remain:

- Access to Employment: Refugees often face barriers in accessing employment, which

hinders their integration and self-reliance.

- Underfunded Areas: There are gaps in funding, particularly for long-term care and
integration programs.

- Global Coordination: Ensuring a coordinated international response to the refugee crisis

remains a complex challenge.

Proposed Actions
1. Enhancing Employment Opportunities:

- Partner with private sector organizations to create more job opportunities for refugees.

- Expand vocational training and language programs to improve employability.

2. Increasing Funding and Resources:

- Advocate for increased funding from international donors to fill gaps in underfunded
areas.

- Encourage private sector contributions and philanthropic partnerships to support long-

term care and integration efforts.

3. Strengthening Global Coordination:

- Collaborate with international partners to develop a more coordinated response to the

refugee crisis.

- Support initiatives that address the root causes of displacement, such as conflict resolution
and sustainable development in source countries.

Conclusion
The United Kingdom remains steadfast in its commitment to supporting and protecting
refugees. Through our advocacy, humanitarian aid, and resettlement programs, we aim to
provide a safe and dignified future for those fleeing conflict and persecution. We call on all
member states to join us in enhancing our collective efforts to address the global refugee
crisis and uphold the principles of humanity, compassion, and solidarity.
