PART 2 – INTRODUCTION, PROJECT TEAM AND STRUCTURE

Introduction

This proposal by Goodson Capital Partners is submitted in response to the Request for Proposals
(RFP) issued by the African Development Bank (Afdb) with regard to the appointment of qualified
consultants with the expertise, capacity and capability to assist in consultancy services (firm) for
floating solar project at the kariba dam

This proposal is based on the requirements specified in the Terms of Reference.

The team we have assembled has the relevant depth and breadth of experience to be able to
deliver such an innovative solution and to be able to generate, model and implement ideas around
the preliminary assessments to African Development Bank (Afdb)such as feasibility studies, resource
mobilization, financial analysis and development planning to achieve the appropriate level of
objectives and deliver within the stipulated time frames.

Our proposed team members have been involved in various levels of municipality, district and
provincial and national economic and financial consultancy for public and private sectors locally
and internationally.

Introducing the Company

Goodson Capital Partners is a privately owned and pan-african private and public sector

The Goodson founding directors have been strong supporters of the development of Africa, and
have interest in economic development and transformation in South Africa and Africa at large ,and
has assisted entities such as National government entities, Provincial, District and Local
Municipalities in structuring their capital expenditure, financial planning and structuring, strategic
planning, cost and budget control, project study, implementation and management and alternative
energy production mechanisms. Using this same methodology, these directors set out to establish a
truly empowered business in the consulting and advisory environment.

assessment advisory capability and are conversant in the structuring and delivery of successful

2.4.2 Project Team & Reporting Structure

The consultancy team members will be working in a two way coordinating system with
continuous liaison with the respective authorities within the Entity, African Development
Bank (Afdb) and other stakeholders including but not limited to the listed entities in the RFP .
A weekly evaluation meetings is therefore proposed with the African Development Bank
(Afdb) for the first 2 months, and a monthly update meeting thereafter.

We would recommend that the African Development Bank (Afdb) should form an internal
project steering committee (specifically for this project) to coordinate and liaise with the
appointed project consultants on a bi-weekly basis. In that case, the consultants will share
challenges which might require Afdb's prompt intervention. African Development Bank (Afdb)
will also be informed on the progress efficiently and will ensure the objective of the project
is followed throughout the implementation process.

In addition, this will provide a quicker solution to any possible problems encountered in the
process, as well as a direct participation of the client.

We shall provide monthly progress reports over and above the bi weekly progress and
evaluation meetings.

We shall strategically implement our workplan systematically from Stage 1 i.e. Preliminary
assessment, needs assessment, specific needs, development of a programme strategy, vision,
value assessment, evaluation and recommendation and action plans in this order;

TERMS AND CONDITIONS

This proposal has been prepared and submitted on the basis of the following terms and
conditions:-

African Development Bank (AFDB) shall provide all the necessary information required for
the successful completion of the project.

African Development Bank (AFDB) shall at its cost when required arrange and provide all
meeting facilities;

African Development Bank (AFDB) shall ensure that all internal authorizations on the part of
African Development Bank (AFDB) which may be required to complete the project within the
time periods contemplated in the proposal are obtained timeously;

Where any decisions or consents are required African Development Bank (AFDB), relating to
this project, such decision shall be taken or consent given with due regard to the fact that
time is of essence;

Disbursement have been calculated on the basis that the project will be completed in
accordance with the proposed time frames. should the project extend beyond the
contemplated date, fees and disbursements will be charged on a pro-rata basis.
