Subject: Record of Discussion of the 2nd meeting regarding formulation of the proposal titled
‘A Virtual-reality based Assistive System for Learning and Assessment of Persons
with Intellectual Disabilities’.

The 2nd meeting regarding formulation of the proposal tilted ‘A Virtual-reality-based


Assistive System for Learning and Assessment of Persons with Intellectual Disabilities’
was held on October 14, 2023 at 10:00 AM under the chairmanship of Dr. Santosh K
Pandey, Scientist ‘E’, MeitY through web VC. The list of key participants is placed as
Annexure-I.

2. The Chairman in his opening remarks mentioned that the meeting was being held to finalize
the functionalities of the proposed system/ DPR. Further, he stated that the Chief
Investigator of the project proposal in his presentation should clearly indicate project
objectives and its expected outcomes.

3. Prof. Abdul Wahid and his team touched upon the status of intellectual disability in India,
level of Intellectual Disability, scope and curriculum of the proposed project.

4. After detailed deliberations, following action items were decided:

(i) The duration of the proposal may be considered as 4 years.

(ii) A Robust framework with the following features is to be developed:

 The framework should be completely API-based and developed using an API-first


approach.

 The development of the framework should be done in the best possible way using
open-source technologies.

 The system should be easily integrated into the existing systems, if required.

 The framework would be both web-based and mobile application.

 The system should be scalable and handle the load of approximately 25 lakh users at a
time, as estimated by domain experts.

 Evaluation module for close monitoring of learners’ progress at regular intervals


should also be included.

 The system should support different Indian languages. In this regard, BHASHINI may
be explored.

(iii) Content evaluation on regular basis from feedbacks of the domain experts is necessary for
quality/ authentic content. Regular feedback workshops should be conducted throughout
the project duration for content validation.

(iv) The proposal may clearly mention that the learning resources would cover the entire
curriculum of intellectual disability, which will be around 6000 topics prescribed by
DEPwD.

(v) Three hackathons will be conducted to encourage possible solutions for various problem
statements from all parts of India.

(vi) Four launch events may be conducted during the project duration, one for each category of
disability (Mild, Moderate, Severe and Profound).

(vii) Master trainers will be selected from each State, and in turn, they will train other special
educators. 35 master trainer workshops will be conducted, and around 30-50 master trainers
will be trained in each workshop, depending upon the schools in each State/UT.

(viii) 100 workshops with special educators in both offline and online modes should be
conducted.

(ix) Six zone-wise workshops for parents and other stakeholders, through schools in the online
mode should also be conducted.

(x) Technical toll- free number/ 24*7 help desk must be provided for the framework.

(xi) CDAC Mumbai will perform the development (Coding), integration of LMS, web
application Development, Integration, and Testing, Application Launch and Usability
Validation. In the content development context, CDAC Mumbai will perform the coding of
the Augmented Reality (AR) and Virtual Reality (VR) content. The designing, modeling,
character sketching would be given by MANUU. The description of the development is as
below:

 Development of a Learning Management System as a Web Application.

 Development of a Mobile Application for the Learning Management System

 Perform Unit, Integration, load, stress testing


 Perform the penetration testing of the application

 Code to animate the characters and the interaction between characters and scenes while
developing AR and VR content for all the topics.

 Rework or perform any changes requested by MANUU after the validation of each
module and functionality in the web and mobile application.

The meeting ended with a vote of thanks to and from the Chair.
