 MSDG Appstore - Revamping and National
Rollout

‘MSDG Appstore/ mSeva Appstore’, an initiative launched by Ministry of Electronics

and IT (MeitY), is India's indigenous Appstore developed under 'AatmaNirbhar
Bharat Mission'. This initiative, which is aimed at mainstreaming the mobile app
industry in the country, provides a nation-wide platform with trusted & authentic
mobile app collection governed by the Government of India.

The ‘mSeva AppStore’ platform (https://apps.mgov.gov.in) is available for both govt.

departments and private sector for hosting of citizen-centric mobile apps in various
domains viz. health, education, agriculture, financial, online payments, electoral
services, social welfare, food, transport, energy, etc.

Uploading apps is convenient and free of cost. Only verified and signed
APK/APKS/AAB files can be uploaded on the AppStore.

Objective
The objective of this project is to enhance and strengthen the indigenous mSeva
AppStore and to integrate the safety and supporting tools that facilitates and helps
departments in efficient on-boarding of their mobile application on the app store
platform.

Project Specifics
• Duration – 3 Years (Project initiated in March 2021)
• Implementing Agency – CDAC Mumbai
• Project Outlay – Rs. 18.73 Crore
• Funds released – Rs. 6.28 Crore

Project Targets
• To scale up the capacity and bandwidth of existing mSeva AppStore
Infrastructure;
• To enhance AppStore with new Features;
• To integrate 'Single Sign On - Multiple device authentication' in the AppStore;
• To integrate with Payment Gateway;
• To set-up mobile app test lab and devices;
• To make it accessible for differently-abled persons

Status and achievements

• Enhancements to the test lab has been completed.

• Security analysis enhancements of app have been carried out; dashboard for
transaction monitoring has been developed; master app has been developed
and hosted.
• Around 1,611 apps are onboarded on indigenous mSeva AppStore with over
9.06 crore downloads.

Guidelines on Information Security

6.2. Mobile Application Security:

6.2.1. Organizations should ensure that their mobile applications address the Open
Web Application Security Project (OWASP) Mobile Top 10 vulnerabilities.
6.2.2. The mobile application must implement SSL Pinning to prevent man-in-the-
middle attacks.
6.2.3. No secret keys used by the application should be stored unencrypted in the
application storage.
6.2.4. User data should not be stored in unencrypted/plain-text form on the
device.
6.2.5. The final build of the application must not contain any test code and all
debug logs must be disabled. Obfuscation of the code by packers, encryptors
and related tools could be considered for preventing reversing the applications.
