According to Alma-Ata conference held in 1978 defined it as primary health care is essential
health care made universally accessible to individuals and acceptable to them, through their full
participation and at a cost that the community and country can afford.
Primary Health Care, or PHC refers to "essential health care" that is based on scientifically sound
and socially acceptable methods and technology.
A WHO Expert Committee in 1984 defined the role of nurses in primary health care as follows:
A WHO Expert Committee (1984) recognized that five principles are embodied in the definition
of primary health care. They are as follows:
Equitable distribution: - health services should be accessible to all sections of the society,
with special attention to the needy, vulnerable groups.
Community development: - local community must participate in the planning,
implementation and maintenance of health services.
Appropriate technology: - reliance must be placed on scientifically sound materials and
methods which are socially acceptable.
Focus on prevention: - the emphasis is on prevention.
Multisectoral approach: - it requires the joint efforts of health-related sectors such as
agricultural, education, social welfare, etc.
Education of the people about prevailing health problems and methods of preventing and
controlling them.
Promotion of food supply and proper nutrition.
Adequate supply of safe water and basic sanitation.
Maternal and child health care and family planning.
Immunization against major infectious diseases.
Prevention and control of locally endemic diseases.
Appropriate treatment of common diseases and injuries.
Provision of essential drugs.
