signatories on the following page)
Have compiled this HSE Prevention Plan following a joint prior inspection of the site,
concerning the operation of Electrical Repairs – Replacement of faulty lights at the car wash and
station, which will take place from 10th Dec 2022 until 20th Dec 2022.
Should the operation extend beyond this date, a new HSE Prevention Plan must be produced.
The aim of this agreement is to fix, prior to starting the works, the prevention measures adapted
to the risks identified for health, safety and the environment in the retained dangerous activity
phases. This analysis is as comprehensive as possible for the different work phases and the
ensuing risk situations.
The User Company Manager has an obligation to ensure that the representatives and worksite
managers of all Contractors take part and to invite every person involved in the drafting of the HSE
Prevention Plan to supply any relevant information and to ensure the general coordination of
works.
Each Contractor Manager undertakes to supply any relevant information and to transmit all the
information contained in this HSE Prevention Plan to their sub-contracting companies and to each
of their own employees called to take part in the worksite and to remain responsible for applying
the prevention measures necessary for the protection of their personnel.
This HSE Prevention Plan must be updated or completed based on:
changes to works and risks,
the intervention of new Contractors.
Any Contractor that could not take part in the joint prior inspection and the HSE Prevention Plan
coordination meeting can be included in the HSE Prevention Plan as long as the HSE Prevention
Plan is updated with:
a prior meeting between the User Company and the Contractor,
analysis of the possible interference and risks generated by the Contractor,
distribution of the updated HSE Prevention Plan to all the Contractors working on the site
(with acknowledgement of receipt from all contractors who signed the previous version of
the HSE Prevention Plan).
This HSE Prevention Plan supplements the general safety instructions and any legal obligations
resulting from any texts in force in the country of the entity of which each Contractor must
inform its employees.

An organisation chart including the name, role and hierarchical link between all workers must be
attached for each company, whether a contractor or a sub-contractor.
The Contractor is responsible for informing the operator or the instructing party as quickly as
possible of any new sub-contractor employed, that was not foreseen in this HSE Prevention Plan.
General
The site where you are going to work, excluding closed sites, is classified as high-risk due to the
dangerous nature of the petroleum products stored and handled there. The prevention of
major accidents as defined in our policy is our leading priority. Within this framework, we
have strict prevention measures described in the Safety Management System (SMS) to which
you adhere more especially by ensuring:
the knowledge and control of risks related to works in our systems,
observance of jointly defined safety measures,
control over interference between works.
The 12 TotalEnergies Golden Rules are intended to avoid accidents at the workstation and
protect life by:
sharing the basic rules that everyone must know and apply,
reinforcing prevention by encouraging everyone to intervene as soon as a deviation is
observed,
stopping the work if the risk is not managed,
reporting anomalies.
The site manager undertakes to inform his or her personnel and ensure
that safety instructions are observed.
A qualified representative of the EC aware of the instructions and with
suitable authority must be present on the site throughout the duration of
the works.
Personnel not knowing the language of the country must be permanently

Protective equipment
the worksite manager makes available to their personnel the appropriate
collective and personal protection, compliant with the current standards,
and ensures they are correctly used
due to the dangers caused by certain synthetic fibres (static electricity,
melting in heat, etc.), it is compulsory to wear clothing and underclothing
made of natural fibres (100% cotton or compliant with current standards)
any clothing impregnated with a petroleum product must be changed
immediately, with standard precautions being taken
General health and safety rules
It is prohibited
to use fire or flames in any form whatsoever, unless it is for the
completion of works covered by a fire permit
to use a mobile phone, MP3 speakers or other similar devices (leave
in the changing rooms), except for closed worksites
to bring an outside person onto the worksite, or an animal or a child
onto the site
to be in an unauthorised location or route
to eat meals in the worksite zone
to take unauthorised photos
to run on the site
to participate in dangerous games, quarrels or initiation ceremonies
to operate equipment or valves (except entity personnel)
to bring in or take out equipment or products without authorisation
to borrow entity equipment or tooling without authorisation
to use fire-fighting terminals without authorisation
to drive a forklift truck without a driving authorisation
Worksite installations
Important
The worksite manager:
- ensures that the worksite is tidy and clean
- ensures that personnel do not leave any objects, tools or
equipment in pipework or tanks
Certified extinguishers suitable for the risks involved are made
available to the Contractor close to hot workstations
Personnel must be trained in how to use them
Anyone noticing the start of a fire must raise the alarm and use the
extinguishing equipment.
The User Company and the Contractor must each provide 2
extinguishers suitable for the works involved.

The results of the HAZOP risk analysis carried out in the project phase must be given in the table
below.
During the joint prior inspection, carried out on 8th Dec 2022, in the presence of the
representatives of the Contractors indicated on the first page, the following actions were carried
out:
identification:
of the risks linked to the activity of the site or its environment (in particular
overhead power lines, miscellaneous networks, water table, the neighbourhood,
etc.),
of the areas which may present the risk of interference with the activity of
Contractors,
definition of the work sector of the Contractors,
establishing of the zones in this sector which may present a danger to personnel and
signalling of occasional risks inside this zone,
location
of parking areas (heavy goods vehicles, private vehicles, machinery, etc.),
of workshops and equipment storage areas,
of the emergency exits,
of the meeting point in the event of an alert,
of the changing rooms, sanitary facilities, catering facilities and first aid equipment,
etc.
indication of the access paths and routes to be followed by the personnel, vehicles and
machinery to get to:
the worksite,
the equipment storage workshops,
the changing rooms, sanitary facilities, catering facilities,
the meeting point in the event of an emergency,
the location of the first aid equipment, etc.
communication of the safety instructions applicable to the operation with regard to the
employees of these companies when at their place of work or when travelling.
All this information relating to a work area is marked on the plans appended to this document, and
will be recalled during the drafting of the general authorisation to work and if necessary the
additional permits.
All of these points appear on the joint prior inspection/launch meeting for the worksite, which must
be attached to this HSE Prevention Plan.
The General Authorisation to Work and associated Specific Permits must be drawn up and signed
before starting the works involved.
It is prohibited to start work in any location whatsoever without this AUTHORISATION TO WORK -
unless it involves regular services or routine operations for which an operating procedure has been
written by the Contractor and validated by the User Company.
Fire Permit, in order to carry out hot work meeting one or more of the following criteria:
likely to produce naked flames,
giving off sparks,
generating a fire hazard because of work at high temperatures,
carried out in zones at risk of explosion with equipment that could cause self-
ignition.
Excavation Permit for work involving digging below the ground to a depth greater than
0.50 metres, earthwork or drilling the soil, installing stakes using mechanical or manual
means.
Cleaning/degassing permit, for cleaning/degassing any enclosed container and for the
preliminary lowering phase of legs at floating screen or roof level. A cleaning/degassing
certificate must be submitted to the operator or instructing party following this intervention.
Permit to work in confined spaces in order to carry out works other than cleaning-
degassing inside the following confined spaces, once the head is inserted, even if only
partially
enclosed containers, tanks, underground vessels,
access to floating roofs when lowered,
tankers (mobile tankers, tank cars, etc.),
pipes, pits, valve chambers, underground vessel manhole stacks,
sumps, drains, pipe paths,
trenches, uncovered ditches and bunds more than 1.5 metres deep
and when the depth exceeds the smallest horizontal dimension (length or width),
welding tents or spaces covered with a tarpaulin created provisionally, etc.
It is prohibited to enter a confined space without authorisation.
Permit to work at height, for any work exposing the worker to a risk of falling with height
difference of more than 2 metres, even above water, which may involve the use of specific
equipment (scaffolding, mobile elevating work platforms, ladders), but also refers to
situations which do not require such equipment (such as for example work on platforms,
roofs, etc.).
Lifting permit for all work lifting loads weighing 100 kg or more using bridge cranes,
cranes, warehousing carriers, winches and similar devices moved manually, installed
temporarily above a work area or an area of circulation.
Observe the working times scheduled on the General Authorisations to Work and the Additional
Permits. If these times are exceeded, ask the operator or instructing party to re-write them.
Complete the weekend work declaration if working outside of the usual working hours.

The personnel of Contractors and their Sub-contractors declare that they are aware of
the risks inherent in the site and the prevention and protection measures relating
thereto.
This information, contained in the HSE Prevention Plan, has been reported to them
by the manager of the Contractor for which they work.
They also acknowledge having followed a safety briefing given by the User Company.
