PACKET MICROWAVE RADIO EQUIPMENT


1.0 SCOPE
This document contains the generic requirements for the Point-to-Point High Capacity Packet
Microwave radio relay system, including radio equipment & antenna, in 15GHz, 18GHz and
23GHz frequency bands for the Indian Telecommunication network. The system shall work
in multi hop configuration and will be used for intra city/inter-city Point-to-Point carrier
applications. The Radio equipment shall be used to install a transmission link with a
maximum capacity of 230 Mbps with single carrier of 28MHz in (1+0) configuration. Also it
shall be possible to achieve 460 Mbps capacity with co-channel dual polarization (CCDP)
and cross polar interference canceller (XPIC) using single carrier of 28MHz or with two
carriers, contiguous or non- contiguous, of each 28 MHz. The system shall be able to support
TDM PWE3 (Pseudo wire emulation edge-to-edge) and Ethernet PWE3 (Pseudo wire
emulation edge-to-edge) services through MPLS-TP or equivalent connection oriented
technology as per ITU standards. The equipment can be implemented in full-outdoor
configuration. In case of full outdoor configuration all clauses relating to TDM interface will
not be applicable.

2.0 TECHNICAL REQUIRMENTS OF PACKET MICROWAVE


RADIO RELAY SYSTEM
2.1 PERFORMANCE REQUIREMENTS:
The equipment shall be tested for error performance as follows:
a. Laboratory: BER performance over simulated hop shall be tested for no
errors on each channel at reference receive level (nominal level) for 24-hour
duration at 25° C at TDM.
b. Field: BER performance on each channel shall be established for
conformance to ITU-T Recommendations G.826. The test shall be
conducted for 24 hours duration on TDM interface (2.048Mbps).
c. LAB/Field FER (Frame Error Ratio): FER performance on each channel
shall be established for Ethernet Interfaces as per ETSI EN 302 217-2-1
standard.
2.2 SPECIFIC REQUIREMENTS:
2.2.1 The operation of the system shall be in M/W frequency band of 15GHz, 18GHz
and 23 GHz.
2.2.2 The system shall operate with adjacent channel spacing of 7.0 MHz, 14.0 MHz,
and 28.0 MHz and TX - RX separation as specified in national frequency plan.
However, all specifications in this document are defined as per 28MHz
separation.
2.2.3 The system shall support any of the following configurations as per requirements.
a. Type I : (1+0) non-redundant
b. Type II : (1+1) hot standby protected
c. Type III : Space diversity
d. Type IV : 2+0
e. Type V: XPIC (Cross Polarization interference canceller)
f. Type VI : 2 X (1+0)
Note: The purchaser shall indicate the type of configuration.
2.2.4 It shall be possible to monitor the system remotely using Local Craft Terminal
(LCT) and element management system (EMS).
2.2.5 The RF unit (outdoor unit) shall be in a weatherproof casing designed for all
weather operation and shall be installed behind the antenna with minimum
separation, If needed, The indoor installation shall generally consist of modem,
power supply, and supervisory and built-in test equipment. Interconnection
between the RF unit (outdoor) and the modem unit shall be through suitable cable.
2.2.6 For the management of IDUs, there shall be suitable mechanism in the microwave
system to provide the inter-connections between the IDUs at the same site

location. This may be provided by the daisy chain for the management of the
inter-connected System IDUs remotely or through Element management system.
2.2.7 The connection between in-door unit and the out-door unit shall be by means of
suitable cable. The Interconnection cable shall carry IF signals, power supply and
alarms from in-door unit to out-door unit and vice versa. The Interconnection
cable shall conform to the following requirements or equivalent:
a. Nominal characteristics Impedance : 50 Ohm
b. Return loss : 20 dB (minimum)
c. End Connectors : To be furnished
d. Any of the following three types of Interconnection cables shall be
supported i.e. 5D cable, 1/2-inch cable, and RG-8U cable.
i) If the distance between the IDU and the ODU is less than 120
meters, use the 5D cable. One end of the 5D cable needs to be
terminated with a type-N connector for connecting to the IF
interface of the ODU. The other end of the 5D cable needs to be
terminated with a TNC connector for connecting to the IF interface
of the IDU.
ii) If the distance between the IDU and the ODU is within 120 meters
to 180 meters, use the RG-8U cable. Both ends of the RG-8U cable
need to be terminated with the type-N connectors for connecting to
the IF interface of the ODU and the IF jumper of the IDU,
respectively.
iii) If the distance between the IDU and the ODU is within 180 meters
to 300 meters, use the 1/2-inch cable. Both ends of the 1/2-inch
cable need to be terminated with the type-N connectors for
connecting to the IF interface of the ODU and the IF jumper of the
IDU, respectively.
2.2.7.1 In case Modem is integrated in ODU, CAT-5E (double shielded) or better cable
will be used.
2.2.7.2 If design supports Optical Fiber Cable can also be provided.
2.2.8 The supplier must supply both direct mount and indirect mount coupler and
required installation accessories for required frequency band.

2.3 SYSTEM SPECIFICATIONS


2.3.1 Frequency range : 15GHz, 18GHz and 23GHz; Refer Annex I.
2.3.2 Interface Requirement: The microwave equipment must provide each of the
following configurations (only ports that can be used
exclusively for traffic are counted):

2.3.3 TDM Interface:


2.3.3.1 Impedance : E1 (2.048 Mbps) shall be 120 ohms
balanced (As per ITU-T
Recommendation G.703)

2.3.3.2 Jitter:

a. Output jitter : As per Table3-G.921 and related
(in the absence of input jitter) paragraphs of ITU-T Recommendations
G.921 (1988) & G.823(2000)
b. Input jitter tolerance : As per table 16/ G.823 and related
paragraphs of ITU-T Recommendation

c. Jitter transfer. : As per related paragraphs of ITU-T
recommendation G.823 (1993) and
G.921 (1988). The jitter transfer gain
should not exceed 1 dB.
2.3.3.2.2 For STM-1 interface,

2.3.3.3 Bit rate tolerance : As per ITU -T Recommendation.


Alarm shall be provided if the bit rate
exceeds tolerable limits of the equipment.

2.3.4 ETHERNET INTERFACE


2.3.4.1 FE electrical comply with IEEE 802.3.
2.3.4.2 GE electrical comply with IEEE 802.3ab. The GE (e) port shall be
configurable as FE. The GE electrical port shall support 10M full-duplex,
100M full-duplex, 1000M full-duplex, and auto-negotiation.
2.3.4.3 GE optical interface shall support SFP (compliance with 802.3)
2.3.5 At least MAC Learning capacity of 8000 addresses.
2.3.6 System shall support the traffic interface loop backs and IF loop backs
including the loopbacks on Ethernet interfaces. Specify all the supported loop
backs.
2.3.7 Modulation method : Modulation at IF
a. The system shall support the Adaptive Modulation. The Adaptive
Modulation shall support the modulations from QPSK, 16QAM,
32QAM, 64QAM, 128 QAM, 256 QAM and 512QAM. Modulation
scheme for 1024 QAM will be optional. With the Adaptive
Modulation enabled by software, the system shall automatically changes
the Modulation scheme according to the actual environment/external
conditions. It shall be possible to enable or disable the Adaptive
modulation feature according to the requirement. All the aforesaid 8
modulation states shall be supported by the Single modem of the
Packet Microwave Radios. The Radio spectrum mask shall comply to
ETSI EN 302 217-2-2 standard.

b. Adaptive modulation must be supported for all modulation states. It must


be possible to switch hitless between all modulation states. The lowest and
highest modulation states must be configurable as per the user
requirement.

c. The supplier must explain its implementation of the adaptive modulation


feature, i.e., which criteria are used to switch to a lower modulation state
and back to higher modulation scheme. These criteria should be
configurable.

2.3.8 The microwave radio shall support all modulation schemes by one ODU only.
The supplier shall provide a table stating all supported Ethernet throughput
against each modulation scheme combinations together with the total supported
bit rate per combination. The typical throughput shall be as per the following
table for 28MHz RF bandwidth:

3.0 QUALITY REQUIREMENTS


3.1 The manufacturer shall furnish the MTBF value. Minimum value of MTBF shall
be 10,000 hours. The calculations shall be based on the guidelines given in either
BSNL QA document No. QM-115 {January 1997} "Reliability Methods and
Predictions" or any other international standard.
3.2 The equipment shall be manufactured in accordance with international quality
management system ISO 9001:2008 for which the manufacturer should be duly
accredited. A quality plan describing the quality assurance system followed by
the manufacturer would be required to be submitted.

The equipment shall meet the latest BSNL QA Guidelines indicated in Manuals

3.3 The equipment shall conform to the requirements for Environment specified in
TEC QA standards QM-333 {Issue- March, 2010} "Standard for Environmental
testing of Telecommunication Equipments‖" for operation, transportation and
storage. The applicable tests shall be for environmental category ―B2‖ for indoor
unit and category ―D‖ for outdoor unit including vibration and corrosion (salt
mist).

4.0 GENERAL ELECTROMAGNETIC COMPATIBILITY (EMC)


REQUIREMENTS: -
The equipment shall conform to the EMC requirements as per the following
standards and limits indicated therein. A test certificate and test report from
accredited test lab shall be furnished from a test agency.
a) Conducted and radiated emission (applicable to telecom equipment):

5.0 SAFETY REQUIREMENTS:
5.1 The operating personnel should be protected against shock hazards as per IS 8437
{1993} ―Guide on the effects of current passing through the human body‖
[equivalent to IEC publication 60479-1 {1984}].

5.2 The equipment shall conform to IS 13252 {2003} ―Safety of information


technology equipment including electrical business equipment‖ [equivalent to IEC
publication 60950 {2001}] and IS 10437 {1986}. ―Safety requirements of radio
transmitting equipments.‖ [Equivalent to IEC 60215].

6.0 GENERAL REQUIREMENT OF PACKET MICROWAVE


RADIO RELAY SYSTEM
6.1 ENGINEERING REQUIREMENTS

6.1.1 The equipment shall adopt state of the art technology.

6.1.2 The indoor unit shall use the 1U rack space for 1+0, 2+0, 2(1+0), and 1+1 HSB
and (1+0) XPIC configuration. The actual dimensions and weight of the
equipment shall be furnished by the manufacturer.

6.1.3 All connectors shall be reliable and of standard type to ensure failure free
operation over 500 matings for connectors and 500 on-off operations for switches.
This shall be under environmental conditions specified in this GR.

6.1.4 All connectors and the cables used shall be of low loss type and suitably shielded
as per requirement.

6.1.5 The equipment shall preferably work on natural cooling however; the use of in
built DC operated fans is also permitted. The MTBF of the fan shall be 100,000
hours.

6.1.6 The plug-in units shall be hot swappable to allow their removal/insertion while
the equipment is in energized condition.

6.1.7 Each sub-assembly shall be clearly marked with schematic reference to show its
function, so that it is identifiable from the layout diagram in the handbook.

6.1.8 All controls, switches, indicators etc. shall be clearly marked to show their circuit
designation and functions.

6.2 OPERATIONAL REQUIREMENTS

6.2.1 The manufacturer shall guarantee the satisfactory performance of the equipment
without any degradation at an altitude upto 3,000 meters.

6.2.2 The equipment should be able to work without any degradation in saline
atmosphere near coastal areas and should be protected against corrosion.

6.2.3 Visual indication to show power ON/OFF status shall be provided.

6.2.4 Wherever the visual indications are provided, green colour for healthy and red
colour for unhealthy conditions should be provided. Some other colour may be
used for non urgent alarms.

6.3 MAINTENANCE REQUIREMENTS:


Maintenance philosophy is to replace faulty units/subsystems after quick on-line
analysis through alarm indications and lap top/ Personal Computer. The actual
repair will be undertaken at centralized repair centers. The corrective measures at
site shall involve replacement of faulty units/sub-systems.

6.3.1 The equipment shall have easy front access for servicing and maintenance of the
system.

6.3.2 Suitable alarms shall be provided for identification of faults in the system and
faulty units.

6.3.3 Suitable potential free contact points shall be provided for extension of summary
alarms.

6.3.4 The NMS /EMS shall be compliant with latest EMS TMF 814 standard and as per
TEC Standard No. SD/NMS-02/01 FEB. 05, as applicable for Radio Transmission
equipment (based on TMN architecture as per ITU-T Recommendation M.3010),
including the following features:

a. It shall communicate with NEs over standard protocols like SNMP V2/V3
or XML on text mode or use proprietary protocols for providing full
FCAPS feature.
b. It shall communicate over standard interface of TMF 814 (latest release)
for complete FCAPS functionality. However if all FCAPS functionality
are not supported by this interface, then the same functionality shall be
supported using XML interface.
c. It shall be the access point for maintenance personnel to access the
network.
d. It shall support open web interfaces for maintenance personnel to log into
the NMS/EMS and do the management activities as per the authorization.
e. The manufacture shall provide the MIBs/GDMO and open APIs for XML
/ SNMP on NMS/ EMS.
f. The EMS should be capable of trouble shooting, capacity programming,
software download, O/P power adjustment, E1 utilization status on
LCT/PC monitor etc.
g. LCT tolerance accuracy value to be furnished by the vendor.

6.3.5 Ratings and types of fuses used are to be indicated by the supplier.

6.4 POWER SUPPLY:


The power supply to the equipment shall be fed from the station power plant. The
equipment shall meet the following requirements in respect of the power supply.
6.4.1 Nominal power supply is -48 volts DC, with a variation over the range -44V to -
57V. The equipment should operate over this range without any degradation in
performance.
6.4.2 The equipment shall be protected in case of voltage variation beyond the above-
specified range and also against input reverse polarity. The manufacturer shall
furnish the value of guaranteed input voltage up to which no irreversible damage
to the equipment will occur.

6.4.3 The actual power consumption shall be furnished by the manufacturer.


6.4.4 The derived dc voltages in the equipment shall have protection against over-
voltage, short-circuit and overload.
6.4.5 The equipment requiring ac mains shall operate from ac power supply without
any degradation in the performance.
a. Nominal AC voltage for Single Phase shall be 230V with variation of -15%
to +10%, at 50 ± 2Hz.

6.5 ACCESSORIES
6.5.1 The supplier shall provide one complete set of:
a. All the necessary interfaces, connectors, connecting cables and accessories
required for satisfactory and convenient operation of the equipment. Types
of connectors, adopters to be used and the accessories of the approved
quality shall be clearly indicated in the operating manuals, which should
be in conformity with the detailed list in the GR.
b. Software and the arrangement to load the software at site. Additional sets
may be ordered optionally.

6.5.2 Special tools, extender boards, extender cables and accessories essential for
installation, operation and maintenance of the equipment shall be clearly indicated
and supplied along with the equipment.

6.5.3 Installation, Operation and Maintenance Manual

a. Safety measures to be observed in handling the equipment.

b. Precautions for installation, operation and maintenance.

6.6 PROTECTION REQUIREMENTS


6.6.1 The equipment shall have a terminal for grounding the rack.
6.6.2 Protection against short circuit/ open circuit in the accessible points shall be
provided.
6.6.3 All switches/controls on front panel shall have suitable safeguards against
accidental operation.
6.7 ANTENNA- GENERAL REQUIREMENTS
The Antenna used together with Packet Microwave Radio Equipment shall meet
the requirements as specified in relevant GR's of High performance antenna of
various frequency bands.

7.0 PACKET MICROWAVE TECHNICAL SPECIFICATIONS


7.1 SERVICE REQUIREMENTS

a. The Packet Microwave Radio shall support IEEE 802.3 and IEEE 802.1Q

i. IEEE 802.1ad (Q-in-Q)
ii. IEEE 802.1d
iii. ERPS V1 & V2 (Ethernet Ring Protection Switching) (ITU-T

a. The microwave platform, including all its Ethernet interfaces, must
support the Synchronous Ethernet standard (ITU-T G.8261 / G.8262).
b. The microwave platform, including all its Ethernet interfaces, must
support IEEE 1588v2 with the following 3 clock working modes
i) OC: Ordinary clock,
ii) BC: Boundary Clock
iii) TC: Transparent Clock
c. The equipment should extract synchronization signal from STM-1 signal.

d. The microwave platform must support synchronization via E1 interfaces


according to ITU-T G.823, G.825 and G.8251.

e. External synchronization input/output - 2048 kbit/s (compliant with ITU-


T G.703 §9), or 2048 kHz (compliant with ITU-T G.703 §13)

7.5 QoS (QUALITY OF SERVICE)


a. The platform must be able to map the different QoS classes to at least 8
different priority queues.
b. In order to put traffic in its appropriate priority queue, the microwave
platform must be able to classify traffic based on the following:
i. IEEE 802.1p
ii. MPLS EXP (also referred to as Traffic Class field)
iii. DiffServ Code Point (DSCP)
iv. VLAN ID (802.1Q/802.1ad standard)
v. Port-based

(WRR), in a flexible manner, to any of the available priority queues. It

e. Equipment should have congestion control mechanisms like :

7.6 ETHERNET PROTECTION

connect services among different directions and vendor shall specify the
full duplex cross connect capability of each switch matrix.

7.7 MPLS-TP REQUIREMENT

a) The System shall support an End-to-End Pseudo Wire Emulation for mobile
services, including TDM and Ethernet, according to RFC 4553 (SAToP) and RFC
5086 (CESoPSN) for TDM PWE3s and RFC 4448 for Ethernet over PWE3.
b) The system shall support TDM frame concatenation. Hence, several TDM frames
can be concatenated (without the idle 64kbps) into the PWE3 packet. The payload
size of the PWE3 packet is related to the packetization buffering time and number
of timeslots in a packet. The packetization buffering time must be configurable in
a flexible way on a per PWE3 basis.
c) The System shall support decapsulation of original TDM frames from the PWE3,
which can be delivered to an E1. The jitter compensation buffer must be
configurable to allow accommodation to the specific packet delay variation.
d) The supplier shall specify any bandwidth savings techniques that are supported
for TDM services using TDM PWE3 techniques.
e) The System shall support traffic classification for TDM services based on port or
timeslot. Hence, TDM traffic can be mapped to different PWE3s, based on the
incoming port, or an E1 timeslot.
f) The System shall support traffic classification for Ethernet services based on port
or VLAN ID. Hence, Ethernet traffic can be mapped to different PWE3s, based
on the incoming port, or a VLAN ID.
