TERMS OF REFERENCE TO PRODUCE DOCUMENTARY ON THE iSAVE INCLUSIVE

ECONOMIC EMPOWERMENT PROGRAMME IN OYAM AND BUIKWE DISTRICT

1.0. Introduction
NUDIPU is a national umbrella organization of Persons with Disabilities in
Uganda founded in 1987. It brings together all categories of persons with
Disabilities. NUDIPU envisions, a just and fair society where persons with
disabilities live a prosperous and dignified life and exists to advocate for the
rights of persons with disabilities in a unified voice for improved livelihoods.
NUDIPU membership is comprised of 16 National Organization of Persons with
Disabilities (NOPDs) and over 140 District Unions of Persons with Disabilities (DUs).

2.0. Background of the Project


The iSAVE Inclusive Economic Empowerment Programme (iSAVE) is an
integrated approach designed to address the four mechanisms that lead to
the exclusion of the more vulnerable from accessing formal or informal
financial services - Exclusion because of low self-esteem, Exclusion by other
members in society, Exclusion by service providers or livelihood programmes
and Exclusion by design. By removing these barriers, persons with disabilities
can be mainstreamed into livelihood programmes as well as informal and
formal financial services hence establish and nurture small-scale businesses.
The iSAVE programme therefore pays attention to equal access and benefits
of its activities for all persons with disabilities by ensuring that in all programme
activities specific attention is paid to reach out to persons with disabilities with
different categories of impairments, women and youth.

The programme vision is contributing to a society where male and female


persons with disabilities are economically independent, socially recognized
and participate in efforts to bring about sustainable change.

The programme mission is to:


• Facilitate multi stakeholder involvement in disability inclusive economic
development.
• Mobilize persons with disabilities to establish sustainable inclusive village-
based saving groups, with a focus on participation of women and youth
with disabilities.
• Enhance entrepreneurship skills of the group members and support them in
the development of small and medium sized enterprises.
• Link the inclusive saving groups and individual entrepreneurs with
disabilities to formal financial services in line with their needs.
• Sensitize MFIs and banks, duty bearers, mainstream actors and service
providers on disability and inclusion, ensuring that their services become
more inclusive of the needs of persons with disabilities.
iSAVE programme started as pilot project in 2009 in eastern Uganda in the
District of Soroti and Sironko. The programme has evolved over time, coverage
and content, implemented in phases and systematically in terms of coverage
and components. Since 2009, 32 districts have been covered - majority found
in eastern and Northern Uganda. Other organizations including CBM adapted
the model and implement in other districts in Uganda and beyond including
Mityana, Kyotera and Mbarara/Ibanda, NUDOR in Rwanda and FEDOMA in
Malawi

Currently iSAVE Inclusive Economic Empowerment Programme (iSAVE) has


entered into phase four, implementing a long-term plan of 2020 – 2024 and
targets to achieve the following:

Impact/Goal: Persons with disabilities are economically independent.

Expected outcomes/Objectives:

1). Women and men with disabilities have access to financial services,

2). Women and men with disabilities have increased income and

3). Women and men with disabilities have access to social protection.

The programme components include; Inclusive Savings led initiative Groups,


Linkage to formal finance, Entrepreneurship skilling, Financial Literacy,
Vocational training and Access to social protection, implemented in all the
districts.

Against the above background, NUDIPU wants to document the key


milestones of the Isave programme over the years with particular focus on
the achievements made under the current four-years phase. This will be done
through production of a documentary that will sample only two districts
namely, Oyam and Buikwe.

3.0. Background to the activity

NUDIPU has planned to do a 15 – 20-minute documentary to capture what the


programme has achieved in four years of implementation. The documentation
shall capture the changes in the social situation of the beneficiaries, social
security programme access, enterprise establishment, vocational skilling
progress, and income generating activities among others. Stories shall be
captured from the local government leaders, financial institutions, persons with
disabilities, and their leaders and community members. These stories shall be
captured in the two districts of Oyam and Buikwe representing north and
central regions where the programme is being implemented.

A successful firm meeting the criterion shall be contracted to do the


documentation, edit, and produce a 15–20-minute documentary.

4.0. Specific objectives


• To document how far the programme has gone in achieving its
objectives, and the impact the programme has created to the
beneficiaries in Oyam and Buikwe districts.
• Interview people in the communities where the programme was
implemented.
• Get feedback on what people think about the programme.

5.0. Scope of Assignment

The consultant will travel to the selected sub-counties in the two districts of
Oyam and Buikwe. The commencement date to go the field is planned to be
the 14th of July, end 20th July 2024, and among the people to be interviewed
with be the local leaders both at the sub-county and district level who
interacted with the coordinators of the programme, the programme
beneficiaries, management, and the programme coordinators of the
programme.
The target beneficiaries will be some selected programme participants who
have been part of the saving groups, those trained in in the components of
the programme i.e financial linkage, vocational skilling, business establishment,
social security, and gender mainstreaming.

6.0. Methodology
NUDIPU will guide the service provider on who to capture especially the
programme beneficiaries and stakeholders in both Oyam and Buikwe, then
the service provider shall do the editing and produce a draft.

7.0. Reporting

The service provider will be reporting to the communications assistant in


consultation with the program officer.

8.0 Timeframe
It is anticipated the assignment will be covered in 15 working days.

▪ The first draft will be shared by 26th July 2024.


▪ Feedback by NUDIPU shall be sent to the service provider immediately
to work on the different changes.
▪ The final assignment of the video will be on 31st July 2024.
9.0. Roles of the Service Provider

▪ To develop a script that will guide the documentation process.


▪ To develop, film, and edit the video footage/ structure.
▪ Develop and share the draft 15 -20 minutes documentary.
▪ Share the final product in soft copy

10.0 Professional qualification and experience

The required service provider shall possess the following qualifications and
experience:
• Demonstrable wealth of experience in filming documentaries and
production sound synchronizing, editing, and good graphical skills.
• Familiar with / knowledgeable about disability issues.
• Good communication, verbal, and interviewing skills
