GCF report on Wetland User Committee
Introduction
Rubirizi District Local Government in partnership with UNDP received funding from GCF for
wetlands restoration in Rubirizi District. The other partners included Ministry of Water and
Environment, Ministry of Agriculture Animal Industry and Fisheries, Uganda National
Meteorological Authority among others.
The project works in selected wetland system under the 3 components of: Restoration and
Management of Wetland Hydrology and Associated Catchments under MWE; Improved
agricultural practices and alternative livelihood options under MAAIF; and Strengthening access
to climate and early warning information to farmers and other target communities to support
wetland management under UNMA.
Rubirizi District Local Government received funding for restoration and stakeholder
engagements activities in the FY 2023/24 including establishment and operationalization of
gender responsive wetland user committees for the restored sites.
Under project Activity 1.4.7: Establish and operationalize 24 gender responsive wetland
user committees for the restored sites, the Gender responsive wetland user committees were
formed in Rubirizi District during stakeholders engagement and sensitization meetings held at
different levels from District up to village/ Parish levels.

Justification
The Senior Environmental Officer (Project Focal Person) of Rubirizi District took lead of the
formation of Gender Responsive Wetland User Committees in 10 Parishes and 4 sub-counties of
Katanda, Katerera, Kyabakara and Katerera Town Council.
The committees were formed in each parish and sub-counties with restored sites respectively and
later time committees would be formed at the District. Formation of wetland user committees
were to increase community participation in the management of wetlands and project activities
thus contributing towards improved management, better spirit of local ownership and
sustainability of all achievements and outcomes of the project. The committees are obliged to
help in capturing and sharing lessons and finding local solutions to emerging challenges.
Specific objectives
i. To mobilize communities and other stakeholders and create awareness on the importance,
and roles and responsibilities of wetland user committees in the management of wetlands.
ii. To facilitate election of committee members at parish, Sub County and District levels
iii. To train/orient the selected committee members
iv. To monitor, guide, and supervise the operations of the committees formed.
Methodology

Formation of Gender Responsive Wetland user Committee at Parish and Sub-County
levels in Rubirizi District
The activity of formation of wetland user committees was carried out on different dates and
times as well as at different venues at which stakeholders engagement meetings took place upon
selection of committees. The community members from the restored sites or areas fully
participated in the selection of potential committee representatives.

The activity for the formation of Gender responsive wetland user committees started from 28th
September, 2023 to 12th October, 2023 for targeted parishes and 1 st October, 2023 to 6th October,
2023 for Sub-counties.
The committees were formed following schedule prepared by the Senior Environmental Officer
(Project Focal Person) for Rubirizi District LG as shown in the table below;

The selected committee members were seconded and elected by majority of community
members who were present for that stakeholders’ engagement meeting and the lists of committee
members is shown in the Subsequent tables.

Recommendations
There is need to budget for facilitation of Wetland User committees provided as a sign of
motivation to them.
Need for more trainings of committees formed.
In conclusion, all Gender responsive wetland user committees were successfully formed and
inducted on their respective roles in a bid to conserve wetlands and their catchment areas.
