Question 1

(a) Discuss ANY FIVE (5) financial reporting regulatory frameworks and procedures for the public
sector. (10 marks)

(b) Discuss the concept of ‘separation of power’ that is applied for the Malaysian Federal Government.

(a) Compare and contrast between the current financial reporting format and requirements for a
Government Business Enterprise and those of the Malaysian Federal Government. (13 marks)

(b) Discuss the three categories of Consolidated Trust Account of the Federal Government Financial

Question 3

(a) Discuss the budget components of the Malaysian Federal Government. (15 marks)

(b) In October 2021, the Malaysian government unveiled the Twelfth Malaysia Plan, which covers
three themes, “Resetting the economy; Strengthening security, well-being and inclusivity; and
Advancing sustainability”.

Discuss ANY FIVE (5) actions needed to achieve the above themes and one KPI for each of the
actions. (10 marks)

(a) Discuss ANY FOUR (4) reasons that drive the Malaysian government to introduce the accruals
basis of accounting for public sector financial reporting and ANY FOUR (4) challenges to its

governance of the country. (10 marks)
