2. IMPLEMENTATION PROGRESS

implementation of the funded activity, focusing on

A) Implementation achievements.

(i) Wetland users in the 11 villages neighboring Lemwa wetland


Mobilized and sensitized on the importance of wetland user
committees in the management of wetlands.
(ii) Awareness on the roles and responsibilities of the various wetland
user committees created.
(iii) Gender responsive wetland user committees elected in each
village, Parish and the Sub County.
(iv)The elected members of each wetland user committee trained on
their roles and responsibilities in Lemwa wetland management.

ROLES AND RESPONSIBILITIES OF WETLAND USER COMMITTEES

CULTIVATORS

a. Monitor fellow cultivators to ensure none encroaches into the


wetland buffer zone.
b. Identify and report to the parish committee any cultivator that
displaces or demolishes the planted wetland boundary pillar.
c. Identify and report to the parish committee any persons that
attempts to reclaim the wetland area for cultivation
d. Receive and refer any grievances to the village GRC

GRAZERS

a. Mobilise community members to open cattle routes to allow


access to watering points in the wetland.
b. Ensure cattle keepers do not allow animals to destroy crops
planted outside the wetland’s protected zone.
c. Receive and refer any grievances to the GRC
d. Ensure that cultivators do not plant crops beyond the wetland
boundary.

FISHERMEN AND WOMEN

a. Monitor and report persons using illegal fishing gears to the


Parish Committee.
b. Ensure protection of the wetland vegetation around Lemwa
lakeshores.

c. Identify and report persons that engage in burning of the
wetland vegetation.
d. Sensitize fellow fishermen and women to adopt the use of only
legal fishing gears.
e. Receive and refer any grievances to the GRC

PAPYRUS HARVESTORS

a. Regulate exploitation of papyrus and other wetland vegetation


b. Identify and report persons that engage in burning of the
wetland vegetation.
c. Receive and refer any grievances to the GRC

WATER USER COMMITTEE

a. Identify and report any activities likely to cause water pollution


in Lake Lemwa.
b. Receive and refer any grievances to the GRC

The formation of wetland user committees enhanced community


ownership of the Lemwa restoration activities. The elected members for
each category pledged to monitor the activities of their respective interest
groups so as to ensure sustainable utilization of the wetland services and
products.

3. PERFORMANCE AGAINST THE FOLLOWING


Provide a narrative report describing the progress on the funded activity’s
performance against the following.

3.1 Impact Potential (potential to achieve impact)

The establishment of the Wetland User Committees brings together the


different wetland users such as grazers, cultivators, papyrus harvesters,
fishermen and water users to jointly monitor and also find local solutions to
emerging challenges for sustainable management of Lemwa wetland.

3.2 Paradigm Shift Potential
a. Potential for scaling up and replication

Wetland user committees comprise of community members whose daily


activities are conducted within the wetland. These committees being closer
to the wetland are suitable for close monitoring of the post restoration
activities. This approach should be adopted and replicated in all other
wetland systems in the district.

b. Potential for knowledge sharing and learning

The leaders of each committee once trained also become trainers of other
wetland users this creates a great potential for sharing and learning.

c. Contribution to the creation of an enabling environment

The different user committees create enabling environment for sustenance of


the restoration efforts through information sharing.

d. Contribution to the regulatory framework and policies

The wetland committees shall continue to disseminate the policies regarding


wetland management to other wetland users as well as monitor the
implementation of the wetland policies.

e. Overall contribution to climate-resilient development


pathways consistent with relevant national climate change
adaptation strategies and plans.

Awareness creation on climate change adaptation and mitigation

3.3 Community ownership

The engagement caused ownership of the activities geared towards wetland


restoration and sustainable wetland use by the Sub County stakeholders.

3.4 Efficiency and Effectiveness (Give information on the delivery of


activities, gaps, what needs to be improved for better delivery, etc)

The elected committee members were inducted in their roles and


responsibilities. However, follow up to monitor, guide, and supervise the
operations of the committees should be undertaken.

5. GENDER MAINSTREAMING
