Challenges for
Nearshore Wind Projects
in Vietnam
Incumbent in nearshore industry - PowerChina

Currently being the most

experienced EPC in Vietnam

Resulting in lack of competitors

with experiences and local know-
how

Not many choices around if

not PowerChina
Weather & tidal conditions

Weather
Monsoon season: from October to March

Tidal conditions
• Southern Vietnam: semi-diurnal tide
(2 times/day)
• Nothern Vietnam: diurnal tide
(1 time/day)

Pre-assembly & port selection

Port selection
 Location: convenient for transshipment
 Port infrastructure:
 Jetty capacity: draft, dimension, permissible load, size of
vessels to be moored
 Ground load capacity at storage and pre-assembly yard,
its condition, available space
 Security issue
 Electricity and water supply sources
 Port expenses: liner/shore crane/stock yard fees

Pre-assembly
 Customs clearance for equipment:
 Port of discharge should be international main port
 Cargo destination should be project site (applying tax at
project site)
 Equipment availability and plan for additional equipment
Domestic transportation
• Local tugs/barges under VN-SB class, not allowed to
sail at wind speed > level 5
• Crew compliance with safety minimum manning issue
• Required documents: heavy cargo permit, hot work
permit, etc
Procedures • Complete procedures with local authorities and border
guards at both sides

• Self-propelled barges: lack of single cargo hull barge,

can not carry long sections.
• Tugs/barges: currently being used the most. In the
Vehicles future, there will be limitation of suitable barges for
longer blade models.
Assembly challenges

Weather EPC coordination

Suitable equipment Skilled laborers

Long-term maintenance issues

Fishing/local boats Bad weather Equipment availability

• Causing possible • Cannot mobilize • Don't have spare parts

damages to workers to do ready in-stock for
transmission cables maintenance in bad replacement or
by dropping anchor weather conditions specialized equipment
• Boat collision with for big maintenance

Grid connection & EVN relationship management

§ The limited grid capacity is in need of upgradation, and this

has stifled the renewable energy sector.

§ FIT policy: Issues around curtailment risks, currency

risks, and the limited period covered by the auction
tariff.
§ Wind energy ratio in the latest Draft PDPVIII (July, 2022)

Customs, port authority & border guards

Increasing logistics
costs for equipment
imported to form
fixed assets
• Oversized equipment cannot be transported directly to project site
• Must be transported to transshipment port for customs clearance/
pre-assembly purposes (borrow Port code to clear customs)
 Increase logistics costs

Tax issues for goods

temporarily
imported for re-
export
• In the first 2 years, taxes were counted based on the actual value of goods
• Later, it is counted based on the value of leasing fee
Specialized
inspection required
for special
equipment
• Differences in technical requirements in Vietnam and export country.
• Inspection for mobilized equipment (e.g. crawler cranes) placed on pontoon
barges
• Periodical application of documents for special equipment: special working
permits to be applied each 3 months
Customs, port authority & border guards

• Required documents: special working

permits, heavy cargo permits, etc.
Port Authority • Ship logbooks: environmental logbooks
(garbage disposal, slug oil), deck/
engine/ slug oil/ ballast logbooks
• Supervise construction safety at
project site

• Documents for foreign experts: working

visa, labor permit, passport, sea
boundary entering permit, boarding pass,
etc.
Border Guard
• Alongside permits
• Invoices, documents of cargo delivered
onboard, vehicles at project site
