The new definition starts to encompass what is meant by a zone across the model codes and standards. This PC
deletes the text, 'where the static pressure difference between levels is only a function of the elevation difference."
as it could change what is interpreted as a zone.

It may be helpful to users to extract from NFPA 14, Figures A.7.1 (a)-(d) to illustrate the definition of a zone.

(3) Other water supplies having a water quality that meets the pump manufacturer’s specifications.

A.4.6.2.1.1 Fire pumps with mechanical seals should be restricted to those applications where only clean
water is pumped. Debris and particles may adversely affect the performance of mechanical seals and cause
the seal to fail its intended function. Water supplies should not be from a source that allows for particles,
such as sand and debris, to enter the water such as open tanks and open bodies of water, e.g., retention
ponds, lakes or rivers. Also, the pump should operate with positive pressure conditions at the pump inlet at
all times.

Some fire pumps are being fitted with mechanical seals to prevent leakage from the pump shaft. The performance
of these mechanical seals can be adversely impacted by debris, sand and other particles in the water supply. Only
clean sources of water shall be used in applications where mechanical seals are utilized in fire pumps.

Except as permitted in 4.20.6.2, the relief valve discharge pipe shall be of a size not less than that given in
Section 4.28.

The discharge pipe shall be permitted to be sized hydraulically to discharge sufficient water to prevent the

Relief valve discharge piping returning water back to the supply source, such as an aboveground storage

Isolation of the test header piping from the pressure relief valve discharge shall be possible.

Public input number 28 was resolved. The technical reason for rejecting this public input was “Language is existing
and doesn’t need to be relocated. The existing text is adequate.” While I agree the language is existing and is
adequate, its location is not correct. Clearly, this language needs to be relocated. If a designer provides a hydraulic
calculation, why would the designer need to increase the pipe size because of more than one elbow? Clkearly, that
requirement is for following the table only.

The common flow measuring device shall be capable of providing accurate flow measurements when
testing a single fire pump and when simultaneously testing all fire pumps required to operate
simultaneously.

A control valve shall be installed on each fire pump test connection upstream of the manifold.

Where water usage or discharge is not permitted for the duration of the test specified in Chapter 14, the

5.6.1 Water Supply Tanks for Very Tall Buildings.

zone shall be supplied by a minimum of two tanks.

A water tank shall be permitted to be divided into compartments such that the compartments function as
individual tanks.

used for pressure maintenance duty, would not prevent system from starting operation automatically, neither would
it not reduce total capacity. Thus in case the pressure maintenance duty alternation between two or more pumps
was the reason to minimize the risk of failure of main pump, then the use of redundant pump shall meet the
intended risk mitigation.

current 50% limitation or the limit could be totally dismissed when the first pressure level is used with a timer to
start pump unit operation and the pumping unit reaction times are tested and verified on site.

Alternative proposal:
8.5.7.3 When in the pressure maintenance mode, water mist positive displacement pumping units used for
pressure maintenance, shall not prevent start of automatic activation/operation within 60 seconds after the smallest
system nozzle is discharged when the standby pressure is applied at the smallest nozzle.

Relocate First Revision No. 18 to a new 9.3.4.1. Paragraph 9.3.5 already exists in the 2019 Edition. As new 9.3.4.1
it more logically follows existing 9.3.4 in the 2019 edition.
The NEMA Public Comment to revised FR 29 adds the following to 9.2.3.4.1:
9.2.3.4.1(7) An instantaneous trip circuit breaker shall be permitted.

Therefore, any reference to 9.2.3.4.1 allows the use of an instantaneous-trip circuit breaker. FR 96 is to add this
requirement to 10.8.2.1.3.2 which is under Arrangement I transfer switches (Listed Combination Fire Pump
Controller and Power Transfer Switch). Chapter 9 is the more appropriate location for this requirement, since
Chapter 9 covers requirements for the alternate source.
FR 18 allows the use of a single disconnecting means and overcurrent protection in the alternate source, so by
expanding the reference to include 9.2.3.4.1, FR 96 can be deleted.

This change would align the fuel tank sizing requirements of NFPA 20 with the requirements of FM Global Property
Loss Prevention Data Sheet 3-7 section 2.8.4.6. It will allow for fuel tanks sized more reasonably based on the
improved fuel efficiency of some newer engines.

This also would relate to the comment on First Revision No. 41-NFPA 20-2019 [ Section No. 11.6.4.1 ] by
committee member Jason Williams which reads " Agree with explanation - While I agree with the TC statement,
supplying a larger than needed fuel tank is an issue. Stale fuel has been a problem that NFPA 25 has been
addressing. Real world data is showing fuel quality to be a concern. Language needs to be submitted to
acknowledge this concern and direction provided to keep fuel tank size reasonable. Modern fuel efficient engines
will cause this issue to grow".

Picking two random example of Clarke engines:


1. a DP6H-UFAA50 rated 265HP @ 1760RPM would require a fuel tank to be sized for at least 292 gal. On the
data sheet for this engine the fuel consumption rate is 14 gal/hr. Therefore with a full fuel tank the supply would be
good for 20.8 hours.
2. a JU4H-UF42 rated 106HP @ 2600RPM would require a fuel tank to be sized for at least 117 gal. On the data
sheet for this engine the fuel consumption rate is 3.7 gal/hr. Therefore with a full fuel tank the supply would be
good for 31.6 hours.

Approved double wall pipe is permitted in 11.4.4.6, Fuel Line Protection. The addition of listed double wall piping
systems in 11.4.4.2 will provide specific requirements and listing for specialty piping products manufactured
specifically for double containment. . Double wall piping systems provides enhanced protection against damage,
and prevent leakage of fuel, which is an important consideration where exposed piping occurs in fire pump rooms.
UL 1369 is a new document, first issued in 2018, ad is the appropriate standard for double wall fuel supply piping
as stated in the document:

The scope of UL 1369 states:

1 Scope

1.1 These requirements cover primary, secondary, and coaxial types of aboveground pipes intended for transfer
and containment of specific flammable and combustible liquids and fuels or fuel components (and vapors thereof)
identified in this Standard, at their manufacturing, processing and distribution facilities, commercial (public) or fleet
(private) motor vehicle fueling stations or similar fuel dispensing applications, and piping systems for fuel supply of
generators, burners or similar equipment.

UL 1369 also states:

1.4 Products covered by this Standard are intended to be installed and used in accordance with the applicable
Codes and Regulations as determined by the Authority Having Jurisdiction (AHJ), such as, but not limited to: (In
the United States):

a) Standard for the Installation of Stationary Pumps for Fire Protection, NFPA 20;
b) Flammable and Combustible Liquids Code, NFPA 30;
c) Code for Motor Fuel Dispensing Facilities and Garages, NFPA 30A;
d) Standard for the Installation of Oil-Burning Equipment, NFPA 31;
e) Standard for the Installation and Use of Stationary Combustion Engines and Gas Turbines, NFPA 37;
f) Standard for Aircraft Fuel Servicing, NFPA 407;
g) Uniform Fire Code, NFPA 1;
h) International Fire Code published by the International Fire Council; and/or
i) Other applicable federal and state regulations for piping.

UL 1369 will be included in the 2021 edition of NFPA 30 in paragraph 27.4.7.2 for all flammable liquids piping.

Metallic/nonmetallic composite piping is manufactured by Omega Flex, and other manufacturers. The Omega Flex
product is called DoubleTrac and is intended for critical flammable liquids piping where leakage to the environment
cannot be tolerated. The fittings include a threaded opening to the space between the inner stainless steel
corrugated tubing and the outer non-metallic jacket to allow monitoring to detect contained leakage from the
primary carrier piping.

DoubleTrac is used in many flammable liquids applications, including fuel lines for diesel generators serving
various buildings, including hospitals, gasoline and diesel fuel transfer lines in service stations, and marina fueling
stations.

DoubleTrac is flexible, and is available in lengths up to 1000 ft. All pump room fuel piping systems using
DoubleTrac to will only have fittings at each termination. By eliminating intermediate fittings the probability of
leakage is significantly reduced compared to piping systems field assembled from multiple individual lengths of
pipe or tubing.

The term “metallic/nonmetallic composite piping systems” is used because it will be included in the 2021 edition of
NFPA 30, Flammable and Combustible Liquids Code, which will be available later this year.

Statement of Problem and Substantiation for Public Comment


Public input number 37 was resolved by the technical committee. Since the 2003 edition, the current language of
the standard is: “The grade of fuel oil shall be indicated on the fuel tank by letters that are a minimum of 6-in. in
height and in contrasting color to the tank.” This language has been the same in all editions of the standard since it
was adopted in 2003. The public input was to reduce the letter minimum size required to 2 in.. The Statement of
Problem and Substantiation for Public Input was “6-in. letters are too large in real-world situations. Two-in. letters
are large enough to be seen in a typical fire pump room. The technical reason for rejecting this public input was:
“There was no technical justification provided to decrease the size of the lettering on diesel fuel tank.”

So, here is a little history. For the 2003 edition of the standard, Proposal 20-146 added this language: “8-4.7.2
Grade of fuel oil shall be indicated on the fuel tank by a minimum of 6 inch letters in contrasting color to tank.” The
proposal passed the ballot 28-0. No technical substation was provided with regard to the size of letters.

Time for a reality check. A 6-in. high letter is required for EXIT signs. Most other fire safety signs require 2-in.-high
letters. A quick search on the internet shows many industry sign sizing charts with the following guideline: “One
inch per 10 feet away from the sign to be easily readable.” Based on this guideline, an EXIT sign can be read at 60
ft. Using the same guideline, based on the current language in NFPA 20, the signage for the type of fuel required
for a fire pump diesel fuel tank can be read at 60 ft. What is more important: an EXIT or type of fuel sign? How
many fire pump rooms are larger than 20-ft wide or long? Do we really need to see the fuel type sign from far
away? Based on my years of experience, I have never seen a manufacturer of a Listed fire pump fuel tank provide
a sign complying with current language of the standard.

The technical committee needs to address this issue as most new installations are not complying.

Over-sized tanks would require a substantial amount of fuel to be stored indoors and would cause an issue for fire
protection as fuel tanks up to 1320 gal are excluded from the scope of NFPA 37. Tanks should only be required to
maintain a level of fuel that is necessary to run the diesel pump for the required duration based on the hazard.

Add Pump Trouble and System Trouble alarms to electric table to match the diesel table. System Trouble is now
required for electrics. Weekly test time setting is missing. Change last run from minutes and seconds to hours and
minutes to fully capture a long run.
