CONSTITUTION OF THE BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN (BCPC) OF


BARANGAY SAN PEDRO BAGABAG, NUEVA VIZCAYA

Pursuant to Child and Youth Welfare Code or Presidential Decree No. 603 DILG Memorandum Circular Nos. 90-04 and 91-07 the
Barangay Council for the Protection of Children (BCPC) of Barangay San Pedro, Bagabag, Nueva Vizcaya is hereby constituted as follows:

Section 1. Composition of the BCPC – The Barangay Council for the Protection of Children (BCPC) shall be composed of the following:

Mrs. Ednalyn M. Lumayas -Barangay Health Worker
Mrs. Susan A. Somera -Day Care Worker
Mrs. Sheree Ann T. Valdez -Day Care Worker
Mrs. Adela B. Mabunga -Barangay Sector Midwife
Mrs. Teresita M. Taboy -Principal, Bagabag National High School
Ms Kgd. Eden G. Castro -Chairwoman on Education
Mrs. Joy T. Salting -Principal, Bagabag Central School
Nestor P. Duleng -Barangay Chief Tanod
Annabelle P. Alcantara -PTCA Representative
Melchor G. Galzote -NGO Representative
Mrs. Queenie V. Ico -DSWDO Bagabag

The Punong Barangay may appoint other members of the Council depending on the need and circumstances.

Section 2. Functions of the BCPC – The BCPC shall have the authority and responsibility to perform the following:
1. To foster education of every child and young people in the barangay, assure that every child should have at least
finished secondary education;
2. To encourage proper performance of the duties of parent and provide learning opportunity on the adequate
rearing of children on positive parent-child relationships;
3. To report all cases of child abuse to proper authorities;
4. To protect and assist abandoned, maltreated and abuse and facilitate their cases filed against child abusers;
5. To prevent child labor in their area and to protect working children from abuse and exploitation;
6. To take step to prevent juvenile delinquency and to assist children with behavioral problem so they can get
expert advice.
7. To adopt measured to promote the health and nutrition of the children;
8. To promote the opening and maintenance playgrounds, reading and learning center, day care centers and other
services necessary for child and youth welfare;
9. To secure cooperation of organization devoted to the welfare of children and coordinate their activities;
10. To promote wholesome entertainment in the community;
11. To assist parent whenever necessary in securing expert guidance counselling from the proper government or
private welfare agencies;
12. To advocate for the passage of child-friendly Barangay Ordinances in response to child-related issues and
concerns;
13. To prepare the barangay plans action for children which address the needs of children in the community and
ensure their integration into the barangay Development Plan and implementation by the Barangay;
14. To submit quarterly barangay accomplishment reports on the Implementation of the plan to the C/MCPC.
15. Perform other related responsibilities as may be assigned by law competent authorities.

Section 7. Effectivity – this Order shall take effect immediately.
