1. Overview
- From 15/12/2021 to 14/08/2022, there were 7,488 traffic accidents, Fatalities 4,276
people, injuring 4,957 people (Source: baochinhphu.vn)
- The situation on road traffic accidents is serious in Vietnam. Almost fatalities are young
and in working ages. Root causes by quality of vehicles, infrastructures, driving after
alcohol drinking, consciousness traffic…

Gorvernment: Green energy transformation action program
Reduce government carbon and methane emissions
The period 2022 – 2030:
+ Promote production, assembly, import and conversion of road motorized vehicles
using electricity; using 100% E5 gasoline for road motor vehicles.
+ Develop charging infrastructure to meet the needs of people and businesses.
+ Encourage new and existing bus stations and rest stops to be converted to green
standards.
The period 2031 – 2050:
+ In 2040: To step by step limit and stop the production, assembly and import of cars,
motorcycles and mopeds using fossil fuels for domestic use.
+ In 2050: 100% of Motor vehicles and motorcycles will be converted to use electricity
and green energy. All bus stations and rest stops station meet green standards; converting
all machinery and equipment for loading and unloading using fossil fuels to using
electricity and green energy.
+ Completing charging infrastructure, providing green energy nationwide to meet the
needs of people and businesses.

As of 14/10/2022, 1067 charging stations (CCS2 standard) have been installed in 63 provinces and cities in Vietnam.

*Cat Linh - Ha Dong (HaNoi city) urban electric train has been operated since November 6, 2021

 3. CONCLUSION
Vehicle safety and Environmental Protection is the most important international target. This is
related to quality of vehicles and certification systems:
- The Government needs to have a comprehensive programme, including a system of solutions
to encourage and support users as well as manufacturers. Specifically, for manufacturers, those
are policies to encourage research, development, commercialisation, and supply chain
construction.
- The Government has set a roadmap to zero emissions in 2050.
- The vehicle certification system could ensure that new vehicles/components meet the
National mandatory regulations on safety and environmental protection.
- Invest to testing facilities, laboratories and manpowers. Continue to improve the Vehicle
Type approval system;
- Upgrade the infrastructure for Electric Vehicle, charging station, Autonomous Vehicle,
intelligent tranport …
- Development of regulations and national standards on battery, charging systems, vehicle
connectors, parts for EV, safety of vehicle…
- Actively participating in agreement EVFTA, UKVFTA, APMRA, 1958, 1997...
