How to Import LPG Cylinders to Saudi Arabia

Background

In Saudi Arabia, the Saudi Standards, Metrology and Quality Organization (SASO) is a national
product quality governor. SASO is responsible for set up regulations for conformity assessment,
certification activities, etc., and formulate mandatory Saudi standards (Technical Regulations) and
conformity assessment procedures, in conjunction with relevant authorities.

In October 14th, 2016, SASO has released the Technical Regulation for Gas Appliances and their
Accessories. This Technical Regulation superficies SASO Quality Mark certification scheme for
gas appliances. For the products under HS code heading for 3606, 3917, 7019, 7311, 7321, 7419,
7613, 8416, 8419, 8481, 8484, 9032, 9405, the SASO Quality Mark is mandatory.

If the local importer wants to import LPG cylinder and valves to Saudi Arabia, prior to apply for
SABER CoC certificate, must let the supplier apply for SASO Quality Mark.

SASO Quality Mark Product Certification Scheme

The SASO Quality Mark makes the consumer satisfied about the product. The Quality Mark
contributes to increase sales. Establishing appropriate commercial rules to facilitate concluding
export agreements with foreign countries. Developing and improving the product continuously.
Qualifying the enterprises to obtain local and international quality awards.

1. How to apply for Quality Mark

The factory who want to apply for the SAOS Quality Mark (hereinafter referred to as SQM), must
submit application to the SASO directly. The process of SAQ application are as below:

1.1 Account registration and application submission

The oversea factories can apply for the SQN thru SASO’s Product Certification System
(hereinafter referred to as system). Thus, the applicant must register an account in SASO’s system,
during the system account registration, must nominate a local company as their local
representative. For the local representative, the valid KSA commercial license should be provide.

After the System account is activated. The below information muse be upload in the system:

- Application Form (QMS-10-01);

- Industry license of the factory;

- Quality Manual of the factory;

- Organization Chart of the factory;

- Product catalogue and drawing;

- Sketch location of the factory;

- Plant Layout；

- Test reports issued by ISO 17025 accredited laboratory;

- Quality Plan of the factory (Incoming Goods Inspection, In Process Checks,

Finished/Outgoing, Statistical Control Tests);

- Internal Control Results for the products during the previous 3 months

- Calibration Records, Preventive Maintenance Records, Internal Audit, Mgt Review, Supplier
Evaluation Records (new & existing), Non-conforming raw materials log, Non-conforming
products log, Corrective/Preventive action records etc.;

- Risk Assessment documents;

- Trade Mark;

1.2 Application Review

After all required information documents has been upload, the SASO officer will review all
documents, if the all documents are ok, will forward to notified body recognized by the SASO; if
the documents are not ok, the applicant have to amending related documents and re-uploaded, till
all documents meet the requirements.

And then, the factory should sign the contract with the SASO, and make the payment.

1.3 Factory Audit

Once the payment has been settled, the factory can contact with the SASO recognized notified
body (hereinafter referred to as NB). The auditor from designated NB will check all application
documents, and formulating a audit planning.

At the same time, the factory shall prepare factory audit, including quality management
documents, quality records, proofs to proving the factory meet the requirements of SQM, for
example product design, raw materials testing, in-process inspection, and final product inspection
and testing.

After everything are ready, the factory can coordinate with the NB, do on-site or remote online
factory audit, based on the circumstances.

When the auditor of NB considers the factory meet the requirements of the SQM product
certification, the auditing report will be released, and uploaded in the System.

Note: product testing should be performed by a ISO 17025 accredited laboratory, the product
testing can do prior to the factory audit.

1.4 Assessment and approval

After factory auditing report has been upload. The SASO officer will assessing the factory
auditing report and product testing reports. Only all reports show the products comply with the
requirements of the Technical Regulations and rules of the SQM product certification, the SASO
Quality Mark License will be approved.

After the SQM license approved, the factory should affix the SQM on the products.

1.5 Annual Surveillance

As per the provisions of the SASO, the Licensee shall apply for annual surveillance each year, the
annual surveillance is the same as the initial factory audit.

SABER COC

When the importer plans to import the LPG cylinder which with the SQM, they should apply for
SABER Certificate of Conformity thru the SABER system.

The SABER Certificate of Conformity is mandatory for import products. For the LPG cylinders,
the SASO Quality Mark License should be submitted. The SABER Certificate of Conformity will
released based on the SQM License.
