Sub : TamilNadu Medical Service - Nursing Establishment- COVID 19 pandemic –


disaster management–Establishment of isolation/ Treatment, Quarantine/
Observation Wards in dedicated Health facilities-Appointment of Nurses on
Adhoc basis against not joined Candidates for a period of six months on
consolidated pay of Rs.14000/-per month-Temporary Appointment and

ORDER:

In view of the Public Health emergency of international concern, it is utmost important to


combat the situation with adequate Health personnel. Moreover the World Health Organisation
have declared the Novel Corona Virus COVID-19 outbreak as a pandemic and also the
Government of India has declared COVID-19 a “Notified Disaster”. The Government of India
has instructed to make community surveillance, quarantine/isolation wards, adequate PPEs,
trained Manpower and rapid response teams for COVID-19, available in all states across the
country.

In order to tackle the present situation and the threat of COVID-19 pandemic is
increasing in the state of Tamilnadu and the projected persons requiring hospitalization and
management are on the rise and to meet the demand in the forthcoming period, it is ideal to
employ Nurses on adhoc basis for a limited period of 6 months.

Accordingly the Government in G.O 3rd cited, has permitted the Director of Medical and
Rural Health Services to appoint 2570 Nurses on Adhoc basis for a period of 6 Months in a
consolidated pay of Rs.14000 P.M from the National Health Mission Funds. Moreover the
Government also directed that the appointment should be purely temporary for Management of
COVID-19 cases and shall be terminated on completion of the said period. Also the
Government permitted to acquire allotment of these candidates from the eligible reserve list of
candidates who qualified in the examination held during 2019 from the Medical Services
Recruitment Board.

The Chairman, Medical Services Recruitment Board have been addressed to provide list
of eligible candidates and in the reference 4th cited, has allotted 2570 candidates in the order of
merit and communal roaster. Based on the merit list, necessary appointment posting orders for
2570 candidates have been issued vide this office order 5th cited and in which 1166 candidates
not joined as on date. Since the time limit to join duty is already lapsed and considering the
state emergency situation the Medical Services Recruitment Board has been addressed to
release further 1166 candidate against the vacancies of not joined candidates.

Based on the above, the Chairman, Medical Services Recruitment Board alotted the list of
eligible candidates of Staff Nurses and based on the list received in reference 6th cited, the
below mentioned candidate is hereby temporarily appointed as Nurse on adhoc basis
purely for the management of COVID-19 Cases for a period of 6 months from the date of
joining duty and posted to the place mentioned which has been sanctioned by the
Government in the G.O. in the reference 1st cited, against his/her name under terms and
conditions mentioned below. Consequent on posting the below mentioned candidate is
diverted to work at the place mentioned in column 6 .

TERMS AND CONDITIONS:

01. She / He should report for duty immediately within three days on receipt of this order. If
the individual fails to join duty within three days on receipt of this appointment order,
it will be presumed that the candidate is not interested in this offer and the
appointment will be cancelled without any further notice, and the arising vacancy will
be filled up from the reserve list of the Medical Services Recruitment Board. Failure
to join would result in his/ her name being removed from the approved list. No
representation regarding change of place of posting etc. will be entertained. No
extension of joining time will be given.

02. HE/She should submit a declaration to the effect that he/she agrees all the conditions
stipulated in the appointment orders and also about the adhoc appointment and the
period of the service is only for six months and will not claim any regular appointment in
future .

03 The service rolls of the above Nurse appointed on adhoc basis will be kept separately
though he/she had qualified the examination conducted and the list is in the order of the
rank secured based on merit and communal roaster.

04. The appointment of the above individual is purely on adhoc basis only.His/her service
cannot be regularized any cost in future. No representation to regularize the
service on this appointment cannot be entertained.

05. The Government represented by the Director of Medical and Rural Health Services
shall have the power to terminate the services of any of the staff nurses appointed,
on the grounds of unsatisfactory performance if reported by their immediate higher
authorities.
06. The candidate appointed as Nurse on consolidated pay shall be paid a fixed
consolidated pay of Rs.14,000/-p.m(Rupees Fourteen Thousand only).

07. The candidate shall work on a three-shift basis and carry out the nursing duties related
to the preventive measures of COVID 19 cases and any other work , as assigned by the
head of institution or his/her authorized nominee and they should wear the prescribed
uniform while on duty.

08. The individual should appear before the Dean of the concerned Medical Colleges and
The Superintendent ESI Hospital Ayanavaram Chennai and produce all the documents
in original for verification at the time of joining duty.

a) Certificate of Registration in TamilNadu Nursing and Midwife


council.
b) Certificate of registration for Midwifery.
c) Diploma or Degree Certificate in General Nursing and Midwifery/
Psychiatry from Government / Government recognized institution
d) +2 Mark Sheet.
e) S.S.L.C. Mark Sheet.
f) Community Certificate.
g) Disability Certificate in case of differentially abled persons.
h) Physical fitness Certificate
09. He/ She is informed that this current appointment does not confer any right for selection/
regular appointment/ seniority.

10. She / He cannot claim as a right for regular post in the time scale of pay in future.

Note: The Candidate should join duty in the diverted place only and not in the Original
Places.
