SECTION-A
GENERAL REQUIREMENT
1. INTRODUCTION:
Four ships of Projects SVL for the Indian Navy will be constructed by Garden Reach Shipbuilders & Engineers
Limited (GSRE), Kolkata.
This SOTR is prepared based on “DME 463-Specification for Manually Operated Ship’s System Valves for
Low Pressure Fluids”. Venders are requested to refer DME 463 for Line valves.
2. APPLICATION:
(a) The specification relates to design, manufacture, supply, Inspection, Testing, Preservation, Packaging, Forwarding
& satisfactory operation on board the ship of Line Valves for LP fluid systems to be used in Naval Vessels. Scope of
supply will cover Design, Manufacture for all the valves listed in this specification.
(b) The specification defines naval duties & details pertaining to evaluation & testing of the equipment. This document
is prepared as a guidance document for the Vendor to ensure that their products meet the standards of Installation
on Naval Ships.
3. SUPPLIER’S OFFER:
(a) The offer should be strictly conforming to the details indicated in this specification and in the relevant specifications /
drawings / documents (All Latest Issues are to be followed).
(b) The offer should be complete with all relevant details such as Detailed Technical Specification, Material
Specification, Overall Dimensions, Foundation / Installation / Bolting, Storage/ Preservation Details etc.
(c) Any clarification required regarding Technical Specification / Requisition should be sought before submission of the
offer (No deviation for specification will be accepted post submission of offer).
(d) No omission in the Specifications shall relieve the supplier of his responsibility to ascertain these requirements to
perform work & furnish material in accordance with codes specified.
(e) Any incorrect/incomplete submission/non confirmation to any requirement may lead to non-acceptance of offer.
(f) Vendor has to ensure complete awareness of the relevant International / Indian /NES standards. Suppliers to note
that no kind of correspondence as regards to non-awareness/ignorance on its part will be entertained, post order.
Deviation, if awarded in earlier naval projects orders shall not be considered. Vendor to adhere strictly to all
requirements mentioned in this specification.
(g) The Vendor’s offer shall contain minimum of the following documents/information;
(i) Valve drawing with part list,
(ii) Certificate of conformity duly filled, signed & stamped
(iii) Deviation form dully filled
(iv) Weight of valve in weight control data sheet duly filled.
(v) Clause wise conformation to all points (Compliance Matrix)
(vi) Details of past supply of valve with same design to Indian Navy with purchase order copies.
(vii) Valve Type Approval certificate/proof of design of valve
(viii) Rubber liner installation procedure.
(ix) Draft/Approved QAP of valve (as per guideline provided in this specification).

4. DEVIATIONS:
(a) In case the items offered are NOT conforming to the details given in the Specification, the offer should clearly
indicate a comparative statement of the requirement indicated in the Specification and the relevant
Specifications vis-à-vis the items offered, for INDIAN NAVY / GRSE Ltd. Consideration. Please refer
ANNEXURE-15 for Format. Deviations listed other than those in deviation form shall be considered null & void.
(b) NO deviations shall be granted after the placement of Purchase order.
5. CERTIFICATE OF CONFORMITY:
The offer should be complete with CERTIFICATE OF CONFORMITY as per format detailed at
ANNEXURE-14
6. COMPLIANCE MATRIX:
Para-wise compliance matrix, including paras which are not applicable, as per the technical specifications (contained
in this document) shall be submitted by the valve supplier along with the technical offer, in the following format
(preferably in excel sheet):-
7. IMPORTANT NOTES:
(a) Drawings indicated in this specification are for clear understanding & reference purpose only.
(b) Vendor has to design & offer the valves meeting the technical requirements indicated in the specification.
(c) The offer received without the “compliance matrix” and “certificate of conformity” duly filled in and signed will not be
considered.
8. DOCUMENTATION:
(a) Four sets (one set for GRSE and three Sets for Indian Navy) of the drawings (hard copies) in addition to soft copies
in Auto cad 2010 showing General arrangement, cross section & exploded view of the assembly, detail part list
and bill of material are to be submitted to GRSE for approval. Manufacture of the item is to be undertaken only after
the approval of drawings & QAP.
(b) The manufacture of all the items is to be strictly as per the specifications and the requirements stated in this
SOTR. Any deviation, however minor, must meet the prior approval of ordering authority.[GRSE]
(c) Net weight of assembly is to be recorded in the presence of Inspecting Officer on the Weight certificate attached at
ANNEXURE-13 & is to be submitted along with supplies. Also the Weight Control Sheet is to be issued in the
format as detailed at ANNEXURE-12 along with offer.
(d) Vendor to submit Type Approval Certificates, along with the offer. Type Approval shall conform to requirements as
specified in ANNEXURE-10. The offer received without Type Approval Certificates will be liable for rejection.
(e) The documentation is to include Certificate of Compliance of items. The Compliance certificate to include a
statement that the material complies with all the requirements of code and to be endorsed by an authorized
inspection representative.

(f) Material/Test/Inspection Certificates are to carry a reference number or any other details so as to co-relate the
certificates with the relevant material.

(k) Vendor to supply the entire final as made drawings & documents (all certificates) including its index on CD-ROM
along with the material/equipment supply.
(l) Documentation is to be forwarded to the consignee in a separate enclosure, along with supplies.
(m) The documentation is to include Certificate of Compliance of items. The Compliance certificate to include a
statement that the material complies with all the requirements of code and to be endorsed by an authorized
inspection representative.
(n) Material/Test/Inspection Certificate is to carry a reference number or any other details so as to relate the
certificates with the relevant material.
(o) The documentation of Supplied Items Comprehensive Parts List (CPL) & Parts Identification List (PIL) shall be
provided in INCAT (INDIAN NAVAL CATALOGUE of INVENTORY) databank compatible format in electronic media
for Integrated Logistic Management System (ILMS) / Ship’s Logistics Management system (SLMS) of Indian Navy,
for the management of Spares as detailed at Annexure-18.
(b) Binding Drawings are to be prepared as per the guidelines given in ANNEXURE-16.

10. DRAWINGS:
The drawings shall contain minimum of following things:
(a) Principal dimensions of valve, flange details, detail of each part, tally plate etc;
(b) Details of gear boxes, actuators with part details
(c) Part identification list showing parts & material specifications
(d) Design & Testing details as per NES 375.
(e) Weight of the valve including all internal fittings (± 5%)
(f) Torque required for operation.
(g) Coefficient of flow & pressure drop.
(h) Valve body Markings
(i) Project/order No
(j) Reference of Type test details, if applicable.
(b) Details of test equipment test methods, preliminary qualification tests, Type Approval/ Testing Certificates etc.
are to be indicated in the Quality Assurance Plan submitted.
(c) Valves for all sizes will be inspected by IACS recognized TPIA.

(d) Approval of proposed Quality Inspection & Control Plan will be done post order by GRSE.
(e) All valves shall be inspected as per Approved Quality Assurance Plan.
(f) Manufacture of the valves to commence only after approval of QAP.
(a) The Vendor has to submit the draft QAP and draft manufacturing drawings to GRSE(QA), within four weeks of
receipt of PO.
(b) If the Vendor has already approved QAP with him for the similar equipment, the same can be submitted after
duly incorporating the changes required due to approved binding data, if any, by the supplier in the submitted
QAP and informed GRSE(QA), within two weeks of receipt of approved binding data.
(c) Comments on QAP, if any will be forwarded by GRSE(QA) to vendor. Vendor will resubmit the revised QAP duly
incorporating GRSE(QA) comments for final approval.
12. INSPECTION:
(a) Vendor shall have a system to ensure that all inspection, measuring & test equipment used to produce the product
ordered are calibrated & fit for use.
(b) Vendor shall do all that is necessary to comply with purchase order with regard to Inspection/Quality Control
requirements, submission of reports, certificates etc.; & provide every assistance for inspection/witnessing of
tests by INDIAN NAVY purchasers’ representative or by a third party appointed by Garden Reach Shipbuilders &
Engineers Ltd.
(c) Vendor shall make available to the inspector all drawings, codes & Specification for his reference during inspection,
free of cost.
(d) Vendor shall provide all sorts of assistance as regards requirements of tools & Instruments, manpower required
during Inspection, free of cost.
(e) Vendor shall make available to the inspector all material test certificates, Type Test Certificates etc. for review.
(f) The items supplied will be inspected by the agencies as indicated below and inspection certificate should
accompany the supplies.

(g) All valves shall be thoroughly inspected before dispatch and therefore for ease of operation and ensure quality
assurance aspects, inspection is divided into following three stages:-
(i) Raw material Inspection. QA activity starts from raw material stage. Pouring witness of cast material
for valve bodies / components, stamping of test samples, witnessing of material testing (Chemical & Physical
Test) and cross checking of chemical composition at NABL / Defense laboratory.
(ii) In-Process Inspection. Post completion of raw material stage, visual and dimensional inspection of
each valve component is carried out prior valve assembly. Test Certificates / Reports of bought out items
procured from sub-vendors / OEMs will be verified. Radiography reports of valve castings will be verified.
(iii) FinalInspection.
(a) Post satisfactory completion of in-process stage inspection, firm would be permitted to assemble valve
components. Functionality checks of valve by Hydrostatic & Pneumatic testing, dimensional inspection,
weight checks is carried out by the firm and witnessed by QA agency.
(b) All valves are required to be blown through with LP air after final assembly for clearing the passage
and removal of any foreign particles.
(c) All valves are to be checked thoroughly, internally and externally, for any loose fitting or missing part
after final assembly for trials.
(d) All sub assemblies provided with valves are to be checked for their functions and standards.

(e) After satisfactory pre-dispatch inspection of assembled valves / Components, stamping will be carried
out. Finally inspection note is released and firm is allowed to dispatch the material.
14. WARRANTY:
(a) Valve along with associated auxiliaries/components shall be warranted by the valve supplier for the stipulated
performance for a period of forty-eight (48) months from the date of delivery of valve to GRSE or twelve (12)
months after planned delivery date (D) of the ship by GRSE to the Indian Navy, whichever is later.
(b) During the said period, the valve supplied shall be warranted against any malfunction, defects, material failure, and
non-compliance to ordered specifications, sub-optimal performance, design deficiency, poor workmanship and
quality. Any expenditure on account of valve malfunction, repair or supply of spares against warranty defects shall
be borne by the equipment supplier. If any defective part is required to be taken back to OEM’s factory/works (i.e.
importing and re-exporting from Country of origin) for the purpose of service, the entire liability including expenditure
towards the same shall be borne by the supplier. In that case firm to ensure returning of repaired item within 15
days.

16. RESPONSIBILITY:
Approval of Binding Data, QAP by approving authority and final testing & approval made by the owner’s
representative / inspector shall not relieve the manufacturer for his own responsibility & contractual obligations
including satisfactory working on board the Ship.

27. Diaphragm Valve:- These valve can be considered for isolation as well as regulation purpose, particularly where
throttling of fluid is required or in vacuum lines to obviate leakage through spindle glands.

(ii) The extended spindle shall be single piece in construction only, extending the spindle by welding, clamping or
other means of attachments is not acceptable.
34. OPERATION:-
(a) The Ball/Butterfly valves may be operated by hand lever/ wrench/ gearbox / Actuators or Rod gearing (from remote
place.) All Rod Gearing Ball / Butterfly valves should be Gear operated where specified.
(b) All Ball, Butterfly, Gate, SDNR & SDSL, are to be operated by hand wheel or Rod gearing (from remote place.)
(c) Manually operated valves shall be clockwise closing type, unless otherwise specified.
(d) The design of the valve is to ensure an ease of operation so that single arms clear pull of not more than 140 N is
required by an operator or 70 N by each hand on the hand wheel/lever.
(e) Vendor to provide the actual torque(CERTIFIED) required for the valve operation of the offered valves.
(f) All Ball /Plug Valves/Butterfly valves up to 125 NB(Including) in size are to be Lever Operated & Valves above 150
NB(including) are to be Gear Operated.
(g) The gearboxes fitted on valves are to be considered as the integral part of the valve & designed to anti corrosion &
shock requirements of the valve itself. All gear boxes are to be water tight at 5 meter water column.
(h) Hand wheels/levers shall be marked to indicate the direction of opening & closing.
35. MATERIAL:-
(a) Materials used in manufacturing of valves shall be such that it is compatible with all low-pressure fluids in surface
ships.
(b) Material requirements with specification for various components of valves are given in ANNEXURE –1 to 9, as
applicable.
(c) All fasteners shall be forged type only. Fasteners to confirm NES 862 & shall have rolled threads. Machining of
fasteners from rolled bars is not acceptable.
(d) All NAB forgings or rolled bars shall have elongation minimum 17%
(e) Castings shall be of a radiograph quality without any defect when inspected visually.
(f) Forged & rolled materials shall be free from lap, cracks etc. Valve body seat & other stress parts are of radiograph
quality.
(g) All castings shall be class 02 quality.
(h) All raw material used for manufacturing shall be new virgin material only.
(i) Rubber Components shall contain not more than 8 ppm of Cu ion & shall include Copper inhibitors to prevent
Copper degradation of the rubber materials
(j) Rubber compounds shall be free of vegetable oil derivatives, animal fats & animal oils. Reclaimed/recycled rubber
shall not be used. Rubber compound shall contain not more than 1.5 parts of wax per 100 parts of rubber
hydrocarbon.
36. DIMENSIONS:-
The dimension of valves shall be strictly as per respective ANNEXURE- 1 to 9 as applicable. No deviation
is acceptable.
37. INSPECTION:-
(a) All valves shall be thoroughly inspected before dispatch for dimensions, fault, and irregularities & shall be clear of
scale or internal deposits, visual checks & then pressure tested.
(b) All valves shall be free from manufacturing & material defects.
(c) All valves will be inspect as per approved QAP.
(d) The flange faces, sealing surfaces, body seats & disc seats are clean. The bolting attached to the valve is to be
checked for loosening in transit & handling.

(e) Repeatability test: All valves complete assembly is to be operated for fully closed to fully open condition and reverse
under no flow condition at least 25 times prior to delivery.
38. TESTING:-
(a) All castings shall be radiography quality. Radiography shall be carried out as per approved standard quality control
procedure.
(b) The extent of radiography shall be as defined in ANSI B16.34.
(c) The procedure & acceptance criteria of radiography shall be as specified in ANSI B16.34 annexure “B”.
(d) All materials are to be tested as per respective material specifications.
(e) All valves are to be hydro tested as per BS 6755 part I rate “A”
(i) During shell (valve body) test there shall be no visually detectable leakage from the valve including the valve stem
seals.
(ii) The seat test acceptance level for all valves shall be leakage rate A (i.e. Tight shut)
(f) All ball / plug / butterfly (if necessary) valves shall be tested for electrical continuity across the discharge path
(Antistatic Testing) in accordance with BS 5146.
(g) Method of rubber bonding shall be tested in accordance with ASTM D429.

ANNEXURE-10
TYPE TESTING
The first of each type & each size of valve is to be type tested at the manufacturer’s premises. A type test has to
be carried out successfully & to be in accordance with the requirements of NES 375.
Type tests shall be carried out on valves as given below:
I: INSPECTION
a) Visual inspection of valve, including dimensional inspection to specified sizes as per drawing & material
suitability
b) Functional check
V: FINAL INSPECTION:-
a) Final Visual Inspection (Complete strip & DI)
b) Maintenance evaluation of disassembly & reassembly & vibration
1. The Manufacture shall furnish a certified statement that proof of design tests were carried out as described herein,
and all requirements were successfully met for each design of the valves.
2. One Valve of each size, type & class shall be hydrostatically tested with twice the rated pressure applied to one
side of the ball & zero pressure on the other side. The test is to be made in each direction across the ball & no
part of the valve shall be permanently deformed by the test.

3. The Manufacturer must demonstrate the adequacy of each basic type of valve offered to perform, under design
pressures, within the applicable rating of the valve & for a sufficient number of operations to simulate a full service
life. The adequacy is to be demonstrated by testing valves selected to represent each basic type of seat design in
each applicable size groups.
4. 10000 numbers of cycles are to be carried out for each type and each size of Valves
5. Every cycle shall consist of applying the rated differential pressure to the ball in the closed position then opening
the valve to the wide- open position, & then closing the disc.
6. On completion of the cycle test, the valve shall be drop tight (leak tight) in both directions under the rated
differential pressure.
7. After the hydro test corrosion resistance & bond integrity of the mating seat surface material & base metal
combination is to be checked.
8. The wear resistance of the seating surface material shall be checked after 10,000 opening & closing cycles
under full rated pressure of fluids without damage to the seat.
9. As a proof of design, Leak Tightness performance of the mating seat shall be demonstrated by conducting gas
leakage test for duration of 20 min at 1034 Kpa (gauge). Valves larger than 500 NB shall be tested for a minimum
duration of 10 minutes. Impregnation of mating seat surfaces is not permitted.

1. The equipment/items being supplied under this enquiry/order are required to pass through Quality Assurance
norms/inspections in accordance with the Guidelines for Quality Assurance for Engineering and Hull equipment for
Indian Naval Warships and the various Master Quality Assurance Plans for Naval Orders (uploaded at
http://www.dgqadefence.gov.in )
2. The vendor, at any point from receipt of RFP/TE, may seek clarifications on QA related aspects from the concerned
Quality Assurance Establishment (QAE) or the Inspecting Authority, if required.
3: The nominated inspection agency (QAE) will undertake inspection/tests in accordance with the Quality Assurance
Plan (QAP) approved and GRSE (QA), unique to the PO. Salient aspects covering QAP and inspection are
enumerated in succeeding paragraphs.
4. Quality assurance Plan for each PO will be drafted by the manufacturer. Following documents (uploaded at
http://www.dgqadefence.gov.in) may be referred for drafting the QAP (The documents under reference are to be taken
for guidance only and the various tests and other requirements of quality assurance will be governed by the Quality
Assurance Plan as approved by the Inspecting Authority based on SOTR/Purchase Technical Specification/TNC Minutes
and criticality of the equipment.):-
(a) Guidelines for Quality Assurance for Engineering and Hull equipment for Indian Naval Warships
(b) Various Master Quality Assurance Plans
(c) QAPs issued previously
5. The QAP should cover all components, sub assemblies and full assembly including motors control panels, consoles
etc. and the draft QAP is to be submitted to the local QAO for final approval by the Inspecting Authority. Each page of
the draft QAP is to be endorsed by the vendor prior submission to the local CQAO/QAO.
6 Since the QAP flows from the SOTR and drawings therein, draft QAP shall be submitted along with approved
drawings. The drawings are to be duly approved as per extant procedures prior submission of draft QAPs.
Requirements on Drawings
7. The drawings are to have all details as necessitated by the SOTR to enable drawing out a comprehensive and all
inclusive QAP to ensure the compliance of the requirements of the SOTR.
8. The drawings should be submitted as a complete set with GA drawing and Manufacturing drawings (sub
assembly/component drawings, Component Layout Drawing, Wiring chart, cable schedule, Connector details etc.) with
both mutually identified and duly linked with one another.
9. The drawing should include (may not be limited to) the following: -
(a) Dimensions and units
(b) Tolerances
(c) Main Assembly/ Sub Assembly details
(d) Bill of Materials/Part Identification List (PIL) along with Material Specifications including grade, condition and
specification number, "Make" in case of COTs items.

10 Drawings should also clearly indicate items/components/sub assemblies that are imported, brought out & COTS
along with full details thereon. This should include the source of procurement/import the model and the make of the
bought out/COTS items. In case of electronic modules fabricated/assembled indigenously with imported/brought out
components, requisite information to ensure quality and traceability is to be provided.
11. The drawings and QAP should clearly indicate the standards governing all tests and specifications as with respect to
material, test procedures etc.
Inspections
13. Further, all tests are to be undertaken at NABL accredited laboratory. Under intimation to the concerned QAO.
Inspecting Authority/QAO reserve the right to nominate a specific laboratory/ organisation to undertake the tests.
14. Imported items will be accepted against following import documents as per current directives:-
(a) Bill of Lading
(b) Country of Origin
(c) Shipping Bill
(d) Bill for entry to warehousing
(e) OEM's Test Certificate/Quality Assurance Guarantee Certificate
(f) PAC firm's Confirmation Certificate

(g) Firm's Guarantee Certificate as per SOs. Functional tests may be undertaken, if required, in addition.
15. COTS items cover only those items/equipments which are available in the open market and are under the regular
production of the firm and can be procured off the shelf by main firm/vendor without having to give a specific
manufacturing order. The Suppliers Test Certificate (STC) is required to be submitted if specified in QAP.
16. COTS/Catalogue items may be accepted on the basis of Certificate of Conformity (CoC) with following conditions:-
(i) Certificate of Conformity (CoC) must indicate governing specifications and values to which the item has been tested.
The certificate must include copies of test reports.
(ii) In case of manufacturers certified under relevant quality standards (like ISO, Ojhas etc), the pre published data sheet
or company quality policy bringing out the details of test carried out on specific items may be accepted.
(iii) Indian Navy reserve the right to Test a sample out of that supplied, for conformity to desired specification. Failure o f
the test sample will make the supplier liable for rejection/return of the entire lot with penal implications. The test may be
undertaken by IN anytime during the guarantee period at an accredited lab.
17. Bought out items are those which are in the regular production range of the manufacturing firm / sub vendor and
manufactured on placement of specified order by main firm and production is covered by main firm’s quality control
programmer. The requirement to subject bought out item through inspection will be as per MQAP/approved QAP.
18. In case of equipment covered under dual inspections by Class, QA coverage according to approved QAP by
GRSE(QA) is mandatory.
19. Inspection note from QAO will be mandatory for equipment and will be issued post completion of all inspection
stages as per GRSE(QA) approved QAP.
20. The vendor may associate the Class whilst QAO is undertaking inspection for economy of efforts.
21. An approved QAP is valid only for the specific purchase order for which it is issued.
22. Whilst existing QAP for same/similar equipment/item supplied earlier can be taken for guidance, any changes
required in terms of addition/deletion of tests or modifications that has been necessitated view lessons learned and/or
technological advancements needs to be verified and confirmed from the inspecting authority prior undertaking any
manufacturing activity.
23. In case of equipment/spares which were earlier procured and inspected by QAP approved by third party (e.g. IRS
etc.), the QAP will be required to be reapproved as per current procedure.
24. Available QAP for the same/similar equipment/item approved earlier, can be used for the current order after
confirming its applicability from the Inspecting Authority. The inspecting Authority will confirm acceptance or otherwise
within seven working days of receipt of the request in writing.
Other Conditions
25. The vendor is to contact the inspecting agency within five working days of the receipt of purchase order to initiate
quality assurance plans. A copy of minutes of this meeting is to be forwarded to the Order Placing Agency, Inspecting
Authority and Inspection Agency clearly mentioning the timelines for submission of various documents to be submitted
by the vendor.

26. The First Contact Letter (FCL) from respective CQAE/QAE to vendor will be issued immediately on receipt of
purchase order from order placing authority. The vendor is to follow the requirements mentioned in FCL, and the vendor
may) seek all clarifications from the Inspecting Agency at the earliest
27. Manufacturing is to commence only after the QAP has been approved and issued by the Inspecting Authority.
28. Details of previous orders and available drawings/QAPs for same/similar equipment supplied by the firm earlier are
to be provided along with draft QAP. In case any changes are envisaged to the existing QAP, the same are to be clearly
indicated. This will facilitate easier and quicker approval of QAP.
29. All electrical equipments (eg for motor, starter etc.) are to be sourced only from the current Navy approved vendors &
promulgated by IHQ MoD (N)/DEE in compendium of vendors.
30. If sub-assemblies are ordered on sub vendors, it will call for separate drawing and QAP approval for inspection by
DQA units.
31. Spares will also be governed by their specific QAPs. However, spares supplied by OEM/PAC firms may be inspected
and cleared on the basis of sketches/drawings/description given in PIL approved by the professional directorate.
