This office letter of even No. dtd. 12.07.2028, 12.01.2024 & 29.04.2024 Vide letter under reference number O1, Railway Board has advised that due precaution should be taken while transporting pollution intensive commodities. ‘Tarpaulin sheet for covering should be securely tied before transportation to comply the directive of State Pollution Control Board. It is also mentioned that for covering of wagons with Tarpaulin during loading of loose/bulk commodities, additional free time of one hour is permitted by Railway administration. Vide letters under reference number 02, instructions has been issued to all concerned to cover the wagons before transportation to comply the directive of NGT. However, it is seen that wagons loaded with loose/bulk commodities are NOT being covered by ‘Tarpaulin before transportation, which is violation of NGT/Railway Board's directives. It is being reiterated that all loading parties (Sidings, PFT, GCT, goodshed) are responsible for the strict compliance of all rules, regulations and standing orders made by the Railway Administration. There is contractual obligation in this regard as per agreement. Hence, you are once again directed to ensure covering of wagons with Tarpaulin otherwise release of rakes will not be accepted and Demurrage will be charged.
