HEADQUARTERS PHILIPPINE ARMY Fort Andres Bonifacio, Metro Manila OAGAD 12 APR 2023 LETTER DIREC’ NUMBER OF y SUBJECT: Deployment and Assignment of Female Personnel in the Philippine Army To All Concerned 1. References: a. Republic Act 7192 entitled “Women in Development and Nation Building Act"; b. Republic Act 9710 also known as the Magna Carta of Women; c. Personnel Directive Number 06, GHQ, AFP dated 23 September 2008 with the subject: Training, Classification, Assignment, Utilization, Career Pattern and Promotion of Female Military Personnel; d. Personnel Directive Number 03, GHQ, AFP dated 10 December 2018 with the subject: Alternate Deployment of Military Couples; e. Standard Operating Procedure Number 02-2020 with the subject: Guidelines in Reassigning Officers after their Command and General Staff Course dated 21 July 2020; and f Guidelines on the Awarding of AFPOS for New 2LTs dated 08 May 2020 2. General: The Philippine Army (PA) recognizes the role of women in nation- building, and it fully supports the full integration of females in the Army ranks following the principle of equal opportunity. Hence, to ensure impartiality and equal career opportunities, this directive highlights the deployment and assignment of female personnel in consonance with the PA vision of world-class, multi-mission ready, and cress-domain capable Army by 2040 3. Purpose This Letter Directive prescribes the policy, guidelines, and procedures in the deployment and assignment of female personnel in the PA HONOR. PATRIOTISM. DUTY. = @ ARMY 20 : WORLD CLASS. MULTI-MISSION READY. CROSS-DOMAIN CAPABLE. 4. Objectives: a. As mandated in the Philippine Constitution, to ensure the free exercise of maternal rights and protection of women from sexual harassment, gender- based violence, and all other forms of gender discrimination and their well-being without prejudice to their career development; b. To ensure equality in the sharing of rights and opportunities with men in accordance with existing laws and regulations; and c. To ensure the professionalization of the female members of the PA in order that they perform their duties in the best interest of the service and country. 5. Scope: This policy covers all PA female personnel who are in active-duty status rendering duty as line personnel similar to the male officer and enlisted personnel (EP) of the PA; and b. This will not cover the Special Enlist and Technical Services who are governed by their respective service regulations, as far as line duties are concerned. 6. _ Definition of Terms: a, Buddy System - a cooperative arrangement whereby individuals of the same sex are paired or teamed up and assume responsibility for one another's welfare and safety. b. Deployment - the deployment of troops or equipment to a place or position for military action. Synonym to placement and assignment. Female personnel - refers to both female officers and female EP in the PA, d. Line Duties — refer to assignments associated with field duty assignments in combat, combat support, combat service support, and other field- related duties. . _ Sensitive/Key positions - positions of Command such as but not limited to unit staff, squad leader, first sergeant, sergeant major, platoon leader, company/battalion commander, etc. f. Service — means the assignment and deployment of military personnel for military duties g. | MUP — means military and uniformed personnel to include all personnel who perform public service in the Armed Forces of the Philippines, HONOR. Philippine National Police, Philippine Coast Guard, Buréau of Jail Management and Penology, and Bureau of Fire Protection, 7. Policies: a. Deployment and Assignment 1) Consistent with the needs and demands of the military professions, women shall be accorded equal opportunities for deployment and assignment in accordance with the existing policies; 2) Female personnel shall be given equal opportunity to be deployed or assigned to administrative duties, in combat, in combat support, and other duties being performed by male personnel provided that they are qualified based on their training and other qualifications needed; 3) Designation of female personnel shall follow the prescribed career development/career ladder of their chosen field of specialization Armed Forces of the Philippines Occupational Specialty (AFPOS)/Military Occupational Specialty (MOS); 4) Pregnant female personnel shall be assigned to a secure environment/place where health services are accessible; 5) No female personnel shall be assigned alone in any PA units. The Buddy system must be strictly observed in deploying/assigning female personnel down to the lowest unit of any Philippine Army Major Unit; 6) Female personnel should not be deprived of the opportunity to be designated in a certain position by virtue of their sex. They should be treated equally and be given equal opportunity to occupy sensitive/key positions that they are qualified and capable of performing; 7) Female personnel who are married to MUP shall be red by the existing policy on alternate deployment of military couples; 8) Female personnel should not be forced to drink intoxicating liquor and beverages and be accorded utmost respect; and 9) Amy Personnel Management Center through the career advisers shall maintain a roster of military personnel indicating their respective AFPOS/MOS for reference in determining duty assignment. All units shall prepare the proper projection of the female personnel assigned to their units. They shall ensure that all provisions in this directive are properly observed and followed. co b. _ Billeting Facilities: 1) Female personnel should) be billeted in separate facilitiesiquarters from male personnel. If no available exclusive female quarters, exclusive comfort rooms for women should be dedicated for their use. There should be no instance that they will share the same comfort rooms with male personnel; 2) If incase there is only one billeting facility available for both female and male personnel, a partition must be put up in between to separate them and provide privacy among personnel; HONOR. CROSS-DOMAIN CAPABLE. 3) There should be a separate entrance/exit for female personnel and a separate entrance/exit for male billeting facilities; 4) If in case there are only two (2) comfort rooms in the unit, a partition must be placed between comfort rooms and dedicated one (1) for female use only and the other one for male personnel use only with corresponding clear and readable signages or labels; 5) Acommon and dedicated visitor area or facility should be established and provided by the unit for visitors and guests of the personnel; and 6) Provisions of Closed-circuit television (CCTV) cameras along camp perimeter areas including the billeting facade are highly encouraged. 8. Monitoring and Evaluation: a. The Inspector General, (PA); G1, PA, and Chief, OAGAD shall be in-charge in monitoring the proper implementation of the policies prescribed in this letter directive; and b. GAD Offices shall generate an annual report, apart from the sex disaggregated data, that details and narrates the status of the implementation of this letter directive in relation to their female personnel. Reports will be submitted to this Headquarters (Attn: Chief, OAGAD) for consolidation, review and evaluation 9. Rescission: This rescinded the policy on the utilization of female line personnel in the Philippine Army dated 15 August 2008. 10. Effectivity: This Letter directive takes effect upon publication.
