2. BACKGROUND:
General Headquarters (GHQ) has published a letter directive about the
‘One BDU Concept that prescribed one BDU pattern for the Philippine Army (PA),
Philippine Air Force (PAF) and Philippine Navy in the Armed Forces of the
Philippines (AFP) as the General BDU regardless of Branch of Service and/or
Special Units. The BDU will be wor as the official uniforms in cases of heighten
alert conditions or as prescribed or where it is not practical to wear the service office
uniform or General Office Uniforms (GOUs).
When the BDU is prescribed as the working uniform, military personnel
may wear it to and from their domicile, unless otherwise prohibited by the
Commander. Commanders may authorize the wearing of the BDU utility uniform for
brief and appropriate stops off base during duty hours or while commuting. In no
case will be the BDU be treated or regarded as a leave or liberty uniform except
when prescribed by the Commanders to meet special (normally
overseasideployed/etc.) requirements to include certain emergency leave situations.

The PA personnel assigned in specialized units such as Scout Rangers
and Special Forces are allowed to wear their specialized uniform but if ever these
personnel will be assigned in the GHQ, Area Commands, Major Service
Headquarters, United Nations (UN) Peacekeeping Operations Center (PKOC), etc.,
they shall wear the prescribed one BDU PHILARPAT design. Reservists and Citizen
Armed Force Geographical Unit (CAFGU) will utilize the old BDU design and will be
part of the Individual Clothing Allowance (ICA) of Candidate Soldiers for one (1)
year.
a PURPOSE:
This directive prescribes the policies and procedures in the utilization
and manner of wearing the BDU (PHILARPAT).
4. BATTLE DRESS UNIFORM:
a. Specification - QM SPEC NR IC-21PAPBDU dated 19 April
2017.
b. Composition — composed of digital camouflage coat, digital
camouflage trousers, and digital camouflage cap.
c. Material:
1) The fabric is a blend of 85% + 5% cotton and 15% + 5%
polyester in a four (4) — color digital camouflage pattern;
2) Coat, Camouflage Pattern — a single breasted coat with
convertible type, sports and mandarin (stand-up) collar, with two (2) breast pockets
with flaps, and an additional pocket with Olive Drab (OD) nylon zipper at the front of
the breast pockets. A Velcro tape on top of left breast pocket flaps for Major Service
Name Cloth, An OD Velcro tape (loop) is positioned in the center facings of the coat
for placement of the rank patch. Two (2) sleeve pocket sets with flap were sewed in
upright position provided with OD Velcro tape for the AFP Seal (right) and Major
Service Seal (left) patches. A pencil pocket is sewed in the left arm sleeve. The coat
has back straps with OD Velcro tape (hook) for quick and easy adjustment.
3) Trousers, Camouflage Pattern - The trouser contains
standard type pockets with flap enclosed with Velcro tape, the side pockets and
lower pockets located on both sides of the trouser, and a hip pocket in the right
trouser. An adjustable strap with double-bar toungeless buckle made with brass is
also provided. The trouser also has adjustable backstraps with OD tape (hook and
loop) for quick and easy adjustments; and
4) Cap — the PA personnel to include those in the Technical
and Administrative Services (TAS) shall use the PHILARPAT ball cap. This cap
shall be made of the same basic material used for the coat and trouser and shall be
creased and peaked for a sharper look. The Army Seal shall be placed at the center
front of the cap.
d. Standard Undershirt - Only OD, cotton fabric, round-neck
shaped undershirt is authorized.
e. Footwear — The tropical combat boots with black upper canvass
shall be worn. Combat Boots are prescribed in the individual combat clothing issues.
Standard all black-leather and canvass is the authorized Combat Boots for the BDU.

£ Socks ~ Black/OD socks will be the standard as issued and will
be worn with the utility camouflage uniform and whenever combat boots are wom.
g. _ Undercoat suspenders ~ suspenders for BDU may also be worn
to help maintain a flat and snug wearing of the uniform.
5. GUIDELINES:
The authorized standard camouflage uniform for the PA personnel with
the following appurtenances is:
a. The rank insignia is positioned in the center facings of the coat.
‘An OD Velcro (loop) 2.5 + 0.2 cm wide and 6.0 + 0.2 cm long, as provision for
placement of the rank patch. The current color of white in the rank insignia should be
replaced with a bronze color ; and
b. The coat shall be provided with OD hook and loop tape for
Name Cloth and Major Service Monogram patch. It shall be 2.5 + 0.2 cm wide and
13.5 + 0.2 cm long. It shall be placed directly on top of each breast pocket flap.
1) __ Name and service cloth will be worn on the battle dress
PHILARPAT uniforms. They will be of olive green cotton cloth, 2.5 + 0.2 cm wide,
with embroidered 1.9 cm or % inch black lettering. If necessary to accommodate
longer names, the lettering may be in condensed print, 1.3 cm or % inch high. Name
cloths will include only the individual's last name in upper case letters. Service tapes
or cloths will be inscribed with “ARMY” in upper case letters 1.90 cm high;
2) On the upper portion of the left pocket will be the Major
Service Name Cloth;
3) Name and service tapes or cloths for BDU utility coats will
be long enough to align with the edges of the pocket flaps when the ends of the
tapes are turned under and stitch down. Scarves shall not be worn as part of the
daily utility uniform, during parades, and whenever uniformity is prescribed, and
4) Major Service Monogram Patch — The coat shall be
provided with MAJOR SERVICE Monogram patch embroidered on a dark green
fabric having the same shade with the dark green color on the basic material using
black thread in Arial Font, Size 70. The patch shall be 2.5 + 0.2 cm wide and 13.5 +
0.2 em long and provided with Velcro tape (hook) having the same dimensions as
the patch for attachment on top of the left breast pocket flap.
c. The appurtenances will be embroidered cloth insignia in black
with OD backgrounds (subdued). Other appurtenances shall be, in the same
manner, embroidered with OD background.
d. BDU shall be worn anywhere in the country as prescribed for the
wearing of the same, Thus, subject BDU shall be the authorized camouflage BDU to
be used even while on authorized troop movements.
e. — Sleeves
1) Rolled sleeves ~ with proper guidance from the higher
authorities; and
2) Unrolled sleeves — Except when specified to roll same it
shall be worn during Fatigue duty/ parade drills, practices and exercises/ combat

Zone/guard duties/ during night time/ when the weather does not permit the rolling of
sleeves like during exposure to extreme heat of the sun or cold months and rainy
days.
BDU is the standard combat, tactical and practical training uniform
worn for maximum cover and concealment; field formation uniform for drills and
ceremonies and training exercises; disaster relief and rescue and
security/operations; guarding duties; red alert condition; and during weekends and
holidays; parades and ceremonies, or as prescribed.
f. Authorized items in BDU
1) Philippine flag patch — the wearing of the Philippine flag
must be in its true color. It must not be altered and worn as in adherence to Republic
Act no. 8491(Flag and Heraldic Code of the Philippines). As stated in the AFP
Uniform Code, The right sleeve shall be reserved for the patching of the national flag
when directed.
2) The national flag patch will be placed on the upper
right arm sleeve five (5) cm from the seam of the shoulder. The national flag patch
when worn on the right arm sleeve shall appear horizontally inverted such that the
triangle will be pointing to the rear.
b) The Philippine Flag measuring 5 cm by 7.50 cm,
embroidered flat and plain finish type, shall be placed when directed on the right arm
sleeve of the Battle Dress Uniform when deployed outside the country as part of a
coalition with other nations for combined operations or training exercises.
c) The national flag, however, will be placed on the
upper left arm sleeve in case of deployment with the United Nations.
2) AFP patch ~ in lieu of the Army patch in case of foreign
AFP patch shouid be placed on the right sleeve of the BDU.
3) Unit patches

Commands, Division to Battalion level will be place on the centered left pocket.
4) Name cloth tape as prescribed in para 5.b of this
directive.

5) Rank insignia/ chevron as prescribed in para §.a of this
directive.
6) _ AFOS/MOS (except for General Officer) patch - it will be
place on the left pocket flaps of the BDU PHILARPAT in lieu of personnel readiness
badge.
7) __ Specialization patch — specialization patches such as
Ranger and Special Forces should be placed at the right breast pocket as
appropriate.
8) PRB Badge ~ it should be placed on the right pocket flap
of the BDU.
9) Personnel who are assigned in the field can wear BDU
with minimal patches and badges especially during combat operations.
10) Technical and Administrative Staff (TAS) Officers who
were integrated in the Philippine Army shall also wear the BDU PHILARPAT with the
proper placement of badges and patches as cited in this directive. Their AFPOS
patch such as Dental Service, Nurse Corps, Medical Corps, Chaplain Service and
other TAS shall also be placed on the left pocket flaps. (see attached photo)
6. ADMINISTRATIVE PROCEDURES:
a. Approving Authority in Uniform Recommendations and Changes
The Chief of Staff, AFP (CSAFP) exercises jurisdiction on all
uniform matters and is the sole authority in any changes or alterations in the uniform
regulations as recommended by the Chairperson, AFP Uniform Board (AFPUB). The
AFPUB will continually review the uniform situation in the AFP. Significant changes
in styles, technical improvements in fabrics, problems reported by Field
Commanders, and wearer's views shall be considered in the review.
b. Major Service Commander's Responsibilities in Uniform Matters.
‘All Major Service Commanders, UC Commanders, and
Commanders of the different PA-Wide Support Service Units (PAWSSU) down to the
lowest units are held responsible for the implementation of rules and regulations
prescribed in this code. They shall exercise wide role through the Provost Martial as
supervised by the different Personnel Staff Officers in ensuring the widest
dissemination and understanding of this code.
ee RECISSION:
Directives, instructions and orders in conflict with these provisions are
hereby rescinded.
