Chaos is the status quo.

Still suffering from the aftereffects of the master Invictus, the Cleveland Metropolitan Police Department finds
its headquarters and other stations firebombed. A haemokinetic with an out-of-control power wipes out nearly
an entire PRT squad. The Borgata, the most stable villain organization in town, has their leader die in the latest
Behemoth attack. Capes from Columbus and elsewhere in Ohio, villain and hero, arrive in town, looking for
revenge, profit, to pick a fight. Now, the city teetering on the brink of an HOSV designation, the PRT’s public
image looking worse than ever, a crack team of Protectorate elite, formed specifically for crisis response, make
their way to the city to salvage the situation...

Bit-rate villains flock to the vulnerable city, hoping to pick their share of flesh off the carcass, while the
Protectorate struggles to maintain control. Cleveland is uneasy, wounded, and a wounded animal is liable to
lash out.
