Our organisation
Joint Force Command Brunssum (JFCBS) provides a Joint Headquarters (HQ) to plan,
prepare and conduct operations to support NATO’s core tasks, at the Joint Operational
level, as directed by Supreme Allied Commander Europe (SACEUR).
The Finance Directorate (J8) is responsible for all financial operations and correct
application of all funds approved for use by JFCBS.
The Finance & Accounting Branch is responsible for the full spectrum of compliant
financial and accounting related to international and multi-national approved credits.
The Reconciliation Control Analysis Section provides guidance on financial matters
to internal and external audience in compliance with ACO directives & agreements.
The incumbent is the primary disbursing assistant within the Financial Division.

The main duties of Staff Assistant (Finance and Accounting) are:


 Supports the Finance and Accounting Branch in the execution of disbursing
activities and provides data support to the Branch Head. Acts as primary cash
custodian.
 Executes financial analysis and generates statistics and budget execution data
related to the HQ and operational budgets including complying agency and supplier
execution data.
 Supports the Branch Head in HQ control functions during the management of the
allocations of the military budget and the disbursing function.
 Compiles financial data analyses resulting from requirements submitted in
preparation of the production of JFCBS Financial Statements and the year-end
procedure.
 Supports the process that leads to the proper use of allocated international funds
in accordance with the guidance and rules and regulations from NATO financial
bodies.
 Supports the execution and monitors the payment of invoices related to
international or multi-national budgets.
 Monitors the administration and control of HQ bank accounts and other cash
holdings.
 Executes the requisition, receiving and safeguarding of funds required for the
operation of the internationally and multi-nationally financed command activities.
 Monitors and executes payments and receipts as directed to support achievement
of Headquarters assigned tasks, objectives, and responsibilities and to ensure that
suppliers are paid in a timely and correct manner thus maintaining the reputation
of NATO.
 Prepares maintenance of accounts and statistics as required by the Branch Head,
Finance Director/J8 - Financial Controller, and HQ Chief of Staff.
 Guides deployed disbursing staff towards achievement of assigned tasks and
responsibilities, which includes the assignment of priorities. This role includes
reviewing outputs and assessing performance of deployed disbursing staff and
ensuring a coherent and productive output in support of deployed operations.
 Where necessary the incumbent will be responsible for adapting work processes
and procedures to support an efficient and effective organisation.
 Supports deployed elements in the development of financial statistical analyses
and the preparation of reports to higher headquarters.
 Acts as alternate Accounts Payable clerk to support the work of the Section when
required.
 Acts as alternate Asset clerk to maintain a comprehensive accounting records of
all assets in FinS and conduct regular inventory check to ensure accuracy and
completeness of asset records.
 Proactively participates in defining, mitigating and managing the risks within the
functional area of responsibility in the Finance Directorate/J8 and actively
contributes to implement and maintain the internal control framework of the
Finance Directorate/J8.

The work is normally performed in a normal NATO office-working environment.


Normal Working Conditions apply.

The employee may be required to perform a similar range of duties elsewhere within
the organisation at the same grade without there being any change to the contract
The incumbent may be required to undertake deployments in support of military
operations and exercises, and/or TDY assignments, both within and without NATO
boundaries. Such operational deployment may exceed 30 days duration up to 183
days in any period of 547 days, and may be on short notice. For NATO International
Civilian Staff, acceptance of an employment contract linked to this post constitutes
agreement to deploy in excess of 30 days if required.

The Required Qualifications are:


 English – good – NATO Standard Language Proficiency 3322
(Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement
(STANAG) 6001
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted
mainly in English.
 Higher Secondary education and intermediate vocational training in finance,
accounting, business administration, economics, public administration or related
field / discipline OR Secondary education and completed advanced vocational
training in that field / discipline leading to a professional qualification or
professional accreditation.
 Proven knowledge in government or commercial accounting.
 Minimum 3 years’ professional experience in the review, validation, and payment
of invoices and preparation of financial reports.
 Minimum 2 years’ professional experience in cash management including
handling, recording and reconciling financial transactions.
 Minimum 4 years’ of professional experience with an Enterprise Resource Planning
tool.

The Desirable Qualifications are:


 Experience with the NATO Financial System (FinS) and/or Oracle Financials.
 Experience in analysing financial data and disbursing functions for military
missions.
 Experience in applying NATO Financial Regulations, and related financial policies.

The successful selected candidate needs to complete a NATO medical examination


and have a NATO security clearance before an employment offer will be released.
The medical examination will take place with our medical consultant, is required to
determine if the recommended candidate is fit to perform the duties, and is deployable
to NATO's areas of operation.
