CVI activation is being done beforehand and generates business
partners before converting your system to SAP S/4HANA on premises
edition.
In addition, you have to set up the business partner data exchange
between SAP S/4HANA on premises edition and SAP CRM.

The time dependency functionality in Business Partner is not
supported in the header level (BUT000). At the header level of BUT000,
Time dependency has been disabled in SAP S/4HANA to ensure that

Though the functionality is available through SPRO, SAP strongly
recommends that the end user should NOT maintain the header level
data using Customizing.
