WHEREAS, Section 116 of RA 7160 also provides for the organization of the province, city and
municipal peace and order councils and DILG Memorandum Circular No. 2008 – 114 issued on July 17,
2008 Strengthens and Operationalizes the Peace and Order Councils reiterating its, composition, duties
and functions;
WHEREAS, the Barangay Local Government Unit of San Pedro, believes that the reorganization
will be a great help in the maintenance of peace and order in the locality.
NOW THEREFORE, premises considered and by virtue of the powers vested in me by the law,
I, ROMEO G. BULAN, Punong Barangay of San Pedro, Bagabag, Nueva Vizcaya hereby order that:
Section 1. Further Reorganization of the Barangay Peace and Order Council (BPOC). The
Barangay Peace and Order Council of San Pedro is hereby further being reorganized and the same shall
be composed of the following:
MEMBERS:
Section 2. Functions and Duties of the BPOC. The BPOC shall have the following duties and
functions:
1. Formulate plans and recommend such measures as will improve or enhance peace and order
and public safety in their respective area of responsibility;
2. To monitor the implementation of peace and order projects at the Barangay level and the
operation of the Civilian Volunteer Self-Defense Organizations and such other counter
insurgency programs and activities;
3. Make periodic assessment of the prevailing peace and order situation in their area of
responsibility and submit a report thereon with recommendations to the Chairman of the
National Peace and Order Committee.
4. To receive complaints against government personnel, civilian or military and endorse the
same to the agency concerned and demand/compel such agency to submit reports of action
taken thereon.
Section 3. Special Action Committee. To make decision and to take action in case of emergency.
Section 4. Functions of the Special Action Committee. The Special Action Committee shall perform
the following powers and functions:
1. Ensure that the decision of the council is faithfully carried out and implemented;
3. Formulate policies, plans and programs based on the general principles laid down by the
council; and
Section 5. BPOC Technical Working Group. The TWG shall be composed of the following to wit;
Section 7. BPOC Secretariat. There shall be a Peace and Order Council Secretariat which shall handle
the administrative, operational and technical activities of the MPOC, undertake liaising and coordination
of activities with appropriate agencies of the government. The DepEd Representative shall be the
secretariat- consultant to provide a forum for interdisciplinary dialogue and deliberation of major issues
and problems affecting peace and order. At the Barangay level, the Secretariat shall be headed by the
Barangay Local Government Operations Officer. The secretariat shall be assisted by the Council and
Barangay Secretary and the BPOC Chairperson.
Section 8. Meetings. The council shall meet quarterly or as often as necessary, which shall be presided
over by the Chairman, and his absence the Vice- Chairman. In the absence of the Chairman and the Vice-
Chairman, the members present constituting a quorum shall elect among themselves who may preside for
such meeting only. But in cases where the presences of the Chairman and the Vice- Chairman is required
by the law or by the rules and regulations of the council, the meeting must only be presided by the
Chairman and the Vice Chairman.
The affirmative vote for a majority of a members present in a meeting shall be necessary to approve an
action of the council. The presiding officer shall not join in voting except to break a tie.
