WHEREAS, Barangay San Pedro Solid Waste Management Committee envisions the holistic formation of
our Barangay Constituent. It acknowledges the potential of the individual to be responsible citizens and enlightened
leader of the nation and this could possibly develop through child centered and value-formation through Solid Waste
Management Program.
WHEREAS, pursuant to the provision of Section 16 of RA 7160, otherwise known as the Local Government
Code of 1991, the Local Government Unit is mandated to promote health, safety and enhance the right of the people to
a balance ecology hence; it is committed to the protection, presentation and conversation of the ecosystem within its
jurisdiction.
WHEREAS, Solid Waste Management is everybody’s responsibility, everyone is accountable, it takes the
partnership and commitments of both the Local Government, Provincial Government, the Barangay Government and
the school to mobilize the success and the sustainability of the Solid Waste Management.
NOW THEREFORE, premises considered and by virtue of the powers vested in me by the law, I, ROMEO G.
BULAN, Punong Barangay of San Pedro, Bagabag, Nueva Vizcaya hereby order that:
Section 1. Further Reorganization of the Barangay Solid Waste Management Committee. The Barangay Solid
Waste Management Committee of San Pedro is hereby further being reorganized and the same shall be composed of
the following:
MEMBERS:
1. Formulate a community Solid Waste Management Program consistent with that of the
City/Municipality. Policies and Plans to implement the Program shall include strategies such as, but
not limited to the following: education, engineering, and entrepreneurial;
2. Be responsible for the segregation and collection of solid waste;
3. Established within the Barangay or cluster of barangays Material Recovery Facility (MRF)
4. Allocate barangay funds for the program
5. Organize a core of area/street coordinators through the conduct of training for barangay residents on
segregation, composting, recycling and livelihood opportunities and to monitor their implementation;
6. Integrate the BESWMC in the Barangay Development Plan and/or Annual Investment Program;
7. Find Alternative Sources of funds other than the regular barangay budget, and
8. Submit a monthly report to the city/municipality ESWMC, copy furnished the DILG local Office.
