PREFACE

MESC (Materials and Equipment Standards and Code) SPE documents reflect the views, at the time of publication, of:
Shell Global Solutions International B.V. (Shell GSI)
and/or
Shell International Exploration and Production B.V. (SIEP)
and/or
other Shell Service Companies.
They are based on the experience acquired during their involvement with the design, construction, operation and
maintenance of processing units and facilities, and they are supplemented with the experience of Shell Operating Units.
Where appropriate they are based on, or reference is made to, international, regional, national and industry standards.
The objective is to set the recommended standard for good design and engineering practice applied by Shell companies
operating an oil refinery, gas handling installation, chemical plant, oil and gas production facility, or any other such
facility, and thereby to achieve maximum technical and economic benefit from standardization.
The information set forth in these publications is provided to Shell companies for their consideration and decision to
implement. This is of particular importance where MESC SPEs may not cover every requirement or diversity of condition
at each locality. The system of MESC SPEs is expected to be sufficiently flexible to allow individual Operating Units to
adapt the information set forth in MESC SPEs to their own environment and requirements.
When Contractors or Manufacturers/Suppliers use MESC SPEs they shall be solely responsible for the quality of work
and the attainment of the required design and engineering standards. In particular, for those requirements not
specifically covered, the Principal will expect them to follow those practices, which will achieve the same level of
integrity as reflected in the MESC SPEs. If in doubt, the Contractor or Manufacturer/Supplier shall, without detracting
from his own responsibility, consult the Principal or its technical advisor.
The right to use MESC SPEs is granted by Shell GSI, in most cases under Service Agreements primarily with Shell
companies and other companies receiving technical advice and services from Shell GSI or another Shell Service
Company. Consequently, three categories of users of MESC SPEs can be distinguished:
1) Operating Units having a Service Agreement with Shell GSI or other Shell Service Company. The use of MESC
SPEs by these Operating Units is subject in all respects to the terms and conditions of the relevant Service
Agreement.
2) Other parties who are authorized to use MESC SPEs subject to appropriate contractual arrangements (whether
as part of a Service Agreement or otherwise).
3) Contractors/subcontractors and Manufacturers/Suppliers under a contract with users referred to under 1) or 2)
which requires that tenders for projects, materials supplied or - generally - work performed on behalf of the said
users comply with the relevant standards.
Subject to any particular terms and conditions as may be set forth in specific agreements with users, Shell GSI
disclaims any liability of whatsoever nature for any damage (including injury or death) suffered by any company or
person whomsoever as a result of or in connection with the use, application or implementation of any MESC SPE,
combination of MESC SPEs or any part thereof, even if it is wholly or partly caused by negligence on the part of Shell
GSI or other Shell Service Company. The benefit of this disclaimer shall inure in all respects to Shell GSI and/or any
Shell Service Company, or companies affiliated to these companies, that may issue MESC SPEs or require the use of
MESC SPEs.
Without prejudice to any specific terms in respect of confidentiality under relevant contractual arrangements, MESC
SPEs shall not, without the prior written consent of Shell GSI, be disclosed by users to any company or person
whomsoever and the MESC SPEs shall be used exclusively for the purpose for which they have been provided to the
user. They shall be returned after use, including any copies, which shall only be made by users with the express prior
written consent of Shell GSI. The copyright of MESC SPEs vests in Shell GSI. Users shall arrange for MESC SPEs to
be held in safe custody and Shell GSI may at any time require information satisfactory to them in order to ascertain how
users implement this requirement.

PART I INTRODUCTION

1.1 SCOPE
This MESC SPE specifies requirements for gate, globe and check valves for DN 15 to DN
100 (NPS ½ to NPS 4).
This specification shall apply in addition to the applicable MESC Buying Description,
purchase order or requisition sheet.
The requirements for operation and maintenance of gate, globe and check valves are
outside the scope of this MESC SPE.
Part II of this MESC SPE is written as amendments and supplements to ISO 15761:2002.
The clause numbering of ISO 15761:2002 has been retained and any amendments are
identified as ‘Add’, ‘Modify to read’ or ‘Delete’. Any clauses of ISO 15761:2002 that are not
amended or supplemented by this MESC SPE, shall apply as written.

API STD 602, 8 edition, is technically identical to ISO 15761:2002, except for a few

modifications given in API STD 602, 8 edition Annex G. These modifications have been
reviewed in this MESC SPE and have been incorporated where appropriate.

1.2 DISTRIBUTION, INTENDED USE AND REGULATORY CONSIDERATIONS


Unless otherwise authorised by Shell GSI, the distribution of this MESC SPE is confined to
Shell companies and, where necessary, to Contractors and Manufacturers/Suppliers
nominated by them.
This MESC SPE is intended for use in oil refineries, chemical plants, gas plants, exploration
and production facilities and, where applicable, supply/distribution installations.
If national and/or local regulations exist in which some of the requirements may be more
stringent than in this MESC SPE the Contractor shall determine by careful scrutiny which of
the requirements are the more stringent and which combination of requirements will be
acceptable with regard to safety, environmental, economic and legal aspects. In all cases
the Contractor shall inform the Principal of any deviation from the requirements of this
MESC SPE which is considered to be necessary in order to comply with national and/or
local regulations. The Principal may then negotiate with the Authorities concerned, the
objective being to obtain agreement to follow this MESC SPE as closely as possible.

1.3 DEFINITIONS
The Contractor is the party that carries out all or part of the design, engineering,
procurement, construction, commissioning or management of a project, or operation or
maintenance of a facility. The Principal may undertake all or part of the duties of the
Contractor.
The Manufacturer/Supplier is the party that manufactures or supplies equipment and
services to perform the duties specified by the Contractor.
The Principal is the party that initiates the project and ultimately pays for its design and
construction. The Principal will generally specify the technical requirements. The Principal
may also include an agent or consultant authorised to act for, and on behalf of, the
Principal.
The word shall indicates a requirement.
The word should indicates a recommendation.

1.4 CHANGES SINCE PREVIOUS EDITION


The previous edition of this MESC SPE was dated October 2013. The change is to add
requirements for piston check valve obturator design.

1. Add:
DN 15 to DN 50 (NPS ½ to NPS 2), Class 2500
Special class valves shall also be in accordance with the applicable
requirements for special class valves in ASME B16.34

5.1.3 Add If a body cavity relief is specified:


- The body cavity relief shall be a pressure equalising hole with a diameter
of at least 3 mm (0.118 in), drilled in the closure member outside the seat
facing area. The pressure relief hole shall connect the valve body cavity
with the High Pressure (HP) side of the closure member when this is in
the closed position. This renders the valve as unidirectional.
- A machined groove in the seat ring on the HP side is also acceptable.
- The maintenance manual shall show how the closure member must be
assembled.

5.2.2 Modify 2nd sentence to read:


The minimum equivalent flow passageway cross-sectional area shall not be
less than that obtained using the equivalent diameters in:
- Table 1 for valves specified as reduced bore, and minimum diameter of
equivalent flow passageway for reduced bore valves in Class 2500 shall
be equal to Class 1500

5.3.4 Add:
Wall thicknesses for Class 2500 valve bodies and bonnets shall be in
accordance with ASME B16.34.

5.4.4.2 Add:
The following tolerances shall apply:
- The maximum lateral flange misalignment (offset of aligned flange
centrelines) for valves > DN 50 (NPS 2) shall be not greater than 2.0 mm
(0.08 in).
- For the angular flange misalignment (parallelism of aligned flange faces),
the maximum measured difference between flange faces shall be not
greater than 2.5 mm/m (0.03 in/ft).

5.4.5.2 Modify to read:


Unless stated otherwise in the MESC buying description :-
End-to-end dimensions for butt-welding end valves shall be in accordance
with ASME B16.10, long pattern, except
Gate valves, class 1500, butt-weld ends, sizes DN 15-20 (NPS ½ - ¾) shall
be in accordance with ASME B16.10, table 5, column 5.
Note : The use of socket weld and butt weld end to end dimensions to manufacturers’
standard designs have been introduced in to this version of MESC. This is
specified on the MESC buying description.

5.4.6.1 Modify 1 sentence to read
Corrosion resistant steel valves shall have integral or fully welded in body
seat rings. For gate valves only, pressed in body seats are allowed.
5.4.6.2 Add:
Removable seats, which are threaded, rolled or pressed in place, shall be
positively secured against loosening by mechanical deformation, typically
swaging.
5.5.1 Delete:
- threaded with a seal weld.
- threaded union nut, provided it is of Class  800.

Flange sealing faces shall have a circular shape and shall have a Flange
Facing Finish in accordance with ASME B16.5

5.6.4.3 Add:
Full bore valves this shall be in accordance with table 1b.
5.7.2 Add:
Stem diameters for Class 2500 valves shall be in accordance with the
Manufacturer's standard, and shall be designed to open and close the valve
at the maximum rated pressure.
5.7.3 Add
- Stem sections shall be cylindrical, within a tolerance of 0.05 mm
(0.002 in).
- Stem shall be straight, within a tolerance over the travel of the stem of
1 mm/metre (0.01 2 in/ft)
- Stem sealing area shall have a maximum surface roughness (Ra) of
0.8 m (32 μin) and free from any defects

5.9.3 Add:
- The gland follower shall protrude into the stuffing box before
compressing the packing rings.
- A threaded-union design gland, as shown in Figure D-2, shall not be
used.
5.9.5 Add Modify to read:
- The stem shall be suitably supported and have clearances designed,
such that with all anticipated side loads it does not make rubbing contact
with the adjacent static metallic components (bonnet, gland ring etc),
which may lead to galling.

5.9.6 Add The packing box wall shall not be penetrated by any drillings or bound by the
thread-end of the backseat bushing.

5.11.2 Add:
The hand wheel shall be free from burrs and sharp edges.
5.11.3 Add:
This nut shall be secured against loosening.
5.11.4 Add The hand wheel diameter shall not exceed the face-to-face length of the
equivalent flanged valve or 320 mm (12.6 in), whichever is the smaller.
5.11.5 Add The force required to operate the hand wheel shall not exceed 360 N (80 lbf).
For seating and unseating the valve, a maximum momentary force F s is
allowed in accordance with EN 12570:2000, Clause 5.1.
5.13 Add Fire testing
Valves containing polymeric or elastomeric materials shall be of a fire-tested
design and certified in accordance with ISO 10497, BS 6755-2, or API 6FA.

5.14 Add Actuator


If specified by the Principal, the valve shall be fitted with an actuator.
The valve manufacturer shall:
- Verify that the actuator manufacturer has reviewed the information
supplied by the valve manufacturer.
- Ensure that the valve stem design takes into account a safety factor
based on the maximum output torque or force of the actuator. Unless
specified otherwise, this safety factor shall be 1.5.
Gear operated and actuated valves shall be designed to prevent damage to
the drive train of the valve.
5.6.4 Add:
The obturator of a piston type check valve shall be designed such that
in all positions, there is free communication between the downstream
side of the body and the bonnet cavity.

6.2.4 Add If retaining tabs are applied for securing of valve parts, they shall be of the
same material composition as the trim material.
6.2.5 Add Bolting and other valve components shall not be galvanised or cadmium
plated.

6.3 Add Material acceptance
The Manufacturer shall list the material designation of all valve parts
on the valve general arrangement drawing or bill of materials.

7.1 Add:
Body marking shall either be integral or be made by stamping with a low-
stress die stamp on a flange rim (for flanged valves) or on the valve body (for
butt-weld or threaded-end valves).

7.2.1 Add:
- Heat number of the body, bonnet and cover forgings and castings.
‘HP’ mark on the high-pressure side of uni-directional valves that have a
body cavity relief.

7.4 Add:
- Year of manufacture.
- Valves outside the scope of ISO 15761 shall be marked ASME B16.34
instead of ISO 15761.
- Both metric and USC units on nameplate(s).
8.1.1.1 Add new para:
The back seat test is not required. To protect the valve stem from pitting
corrosion, the gland shall remain tightened with the valve back-seated during
the body hydrostatic test.
8.1.1.2 Modify to read:
- Test fluid shall be fresh water containing a corrosion inhibitor.
- The chloride content of test water in contact with austenitic and duplex
stainless steel wetted components of valves shall not exceed 30 μg/g (30
ppm by mass).

8.1.3.7 Add:
For soft seated valves, the seat leakage rate shall be ISO 5208 rate A for
gate/ globe valves and rate B for check valves.
8.1.5 Delete

The minimum test duration commences after the test pressure has stabilised.
9.6 Add:
Prior to dispatch/shipment the valve internals shall be thoroughly
cleaned and dried and the surfaces shall be free from test fluids,
cleaning agents, loose particles and organic substances. Valves shall
be properly preserved, fitted with end caps or flange protectors,
placed on an adequate surface and packaged to ensure protection
against damage, ingress of moisture, rainfall and dirt during outdoor
storage for at least one year.Flange protectors in direct contact with
flange faces shall not be of a porous (e.g., wood) material.

10 Add new clause:


In addition to the certification requirements specified in MESC SPE 77/302,
the finished valve shall have a certificate in accordance with ISO 10474 type
2.1 or EN 10204 type 2.1, demonstrating that it complies with all
requirements of API 602.

B.7.3 Modify to read:


Valves having stainless steel bellows shall be hydrostatically tested with
demineralised water that has a chloride content of no more than 2 μg/g (2
ppm by mass).
