SUBJECT : Reiteration of Compliance with the Policies Governing Administrative


Issuance Authorizing DOH Personnel / Staff to Attend DOH-organized
Activities or per Invitation by Other Agencies

This is to reiterate compliance with existing policies governing administrative


issuance authorizing DOH personnel and staff to attend DOH-organized Activities or per
Invitation by other institutions such as but not limited to Learning and Development
Interventions (e.g., training activities).

stipulated in the Department Order No. 2015-0284, a Department Personnel Order


As

(DPO) and specific DOH Unit DPO is an issuance directed to particular offices, officials or
employees, concerning specific matters including assignments, detail, transfer, secondment,
attendance to training, workshops, meetings, travel and any and all movements of personnel
for compliance of all concerned. Moreover, the Regional Offices (Centers for Health
Development) and Medical Centers or Hospitals may issue a Regional Personnel Order,
Medical Center Personnel Order or Hospital Personnel Order, respectively.

In view thereof, all concerned are enjoined to ensure that a Personnel Order is duly
signed by the final approving authority before the actual date of activity. The said
administrative issuance should be deemed as not a mere supporting document for processing
of cash advance, reimbursement or for payment of
obligations, but as proof that a personnel /
staff is authorized to leave the usual work station, either on official business or official time
for a certain number of day/s, and as a document safeguarding one’s welfare. It is therefore
recommended that an activity or attendance thereto be postponed lacking the required
authority. Coordinate appropriately with all stakeholders and organizing institutions corollary
to the postponement or
cancellation.
