Ref. EPC Contractor letter no. KPC/NHIDCL/NH-137/TM-09/2024/45 dated 08.06.2024 Crrceferd on!3Junc) sir, The Contractor's letter no. KPC/NHIDCL/NH-137/TM-09/2024/45 dated 08.06.2024 has been perused. This office has the following comments to offer: 2. Why the Contractor has adopted conservative values at para 2 is not understood. SPT values should be mentioned if carried out in weathered rock. Core Recovery and ROD Values should be mentioned through test results. No mention geological classification of rock has been made. The shear parameters in the report differs from the parameters taken in the design. Geotechnical Investigations to be conducted only by an NABL accredited Agency. No accreditation of M/s MS Instrumentations is submitted. 3. At para 4, the Contractor has submitted that the failure zone is passing through the top strata as base layers are considered as self-stable as per assumptions in report. The comment raised in letter dated 20.05.2024 remains unclarified. 4. Contractor's own Geotechnical report that states or classifies type of Rock as Shale and Sedimentary type rock, protection measures need to address rock movements. It is a totally absurd submission that there are no rock failures in the project. The undersigned has witnessed large rockfalls in the present rainy season on the site. The Contractor is also aware of ground realities. Thus, High Tensile Strength Boulder nets are essential. The mesh/nets used for protection shall have sufficient tensile strength junction strength and pull apart resistance to withstand the deformation caused by debris/rock with minimal deformation. Hill Road Manual clearly states ‘Grouted Nails are recommended for all types of soil nails and in particular for heights more than 7m. Contractor should provide the Pull-Out report of all type of anchors to be used as per IS: 11309-1985. High Tensile Steel Wire mesh must also compulsorily provided as mentioned in Schedule D of Agreement. The compliance remains unclarified and need to be addressed as per IRC: SP:48-2023. 5. The Contractor may please go through the below quoted text from IRC SP 48 2023. It is categorically mentioned that grouted nails are essential for height more than 7m. Yet the Contractor is persisting with design with Earth Percussion Wire Ropes which is totally not allowed for height beyond 7m. Hence the submission of Contractor is defective. S (i) Generally, soi! nail installation techniques in practice are: ()) drilled and grouted soil naiis, (i) self-drilled soil nails and (ji) driven soil nails. Grouted nails are recommended for all types of soil nail walls applications, and in particular, for walls with vertical height more than 7 m. Driven nails shall only be used when wall heights are smaller (less than or up to 7 m). The major difference between 105 IRc:sP-48-2023 the two is the pullout resistance of the soil nalis and grouted soil nails are ‘expected to have higher pull-out resistance compared to driven nails. Pull-out test is desirable to check the values of pullout resistance which is useful in ‘soll nail design. Self-drilied soil nails are applicable for weak strata which are, collapsible during the nailing operations. In the case of seif-drilled soil nails, {grouting shall be carried out simultaneously through the hollow dri bar during the driling operation. Along with the nails, facia shall be provided to stabilize the surface. It provides lateral confinement for the retained soil between the nail head locations. Progressive shallow failure will occur if the facing does not stabilize the surface of the ground between the soil nails. Apart from the providing chute drain and drainage at toe, Contractor should provide necessary sub-surface drainage arrangements by providing horizonal drain with suitable dia. PVC Pipe as per IRC:SP:48. All the necessary Drainage measures to be included in the drawings. 7. The Contractor has submitted vetting from IIT Guwahati Associate Prof Sh. Hrishikesh Sharma. He belongs to Structural Engineering Dept as per profile on IIT website. The present matter is regarding soil stability. Hence a Geotech Dept Professor who has domain expertise rather than Structural Engineering Dept. Prof, should be consulted for vetting. 8. The Contractor has submitted that design has been carried out by M/s Gripple Hanger & Joiners System(India) Pvt. Ltd. It is important to inform that it has come to the notice of this office that the design provided by M/s Gripple has failed in one canal project in Haryana Irrigation Dept project. Copy of letter from Executive Engineer, Rohtak is enclosed. When the design failed in simple irrigation canal project, nothing is now reliable in design of our high hill project where cutting is up to 60 m. Hence the Company profile of M/s Gripple Hanger & Joiners System (India) stands rejected. 9. This office has also carried out verification of experience certificate of M/s Arav Geo from M/s Swarn Jayanti Constructions Pvt. Ltd. In Chardham projects in Uttarakhand. M/s Swarn Jayanti Constructions Pvt. Ltd. vide email dated 27.06.2024(copy enclosed) has intimated that they have not issued any such experience. Hence the Contractor has submitted fake certificates of its applicator. The profile of M/s Arav Geo also stands rejected. 10. In view of above, the Slope protection design also stands rejected. The Contractor is advised to re-submit proper design in line with Contract Agreement and IRC SP 48 2023 as mentioned in this letter and letter dated 20.05.2024. It is also advised to not submit profile of such unreliable Designers and applicators.
