, Section 106 of RA 7160 otherwise known as the Local Government Code of 1991 mandatesthe creation
of the Barangay Development Council which shall be responsible in the formulation andinitiation of a
comprehensive multi-sectoral development plan for the approval of the SangguniangBarangay;
WHEREAS
, in order for this barangay to comply the mandate. There is a need for reactivation andreorganization of
the Barangay Development Council to assist the Sangguniang Barangay in setting thedirection of the
economic and social development as well as coordinating development efforts within thebarangay;
WHEREAS,
the Code also explicitly requires the Barangay Development Council to meet at least once inevery six (6)
months or as often as maybe necessary and the Codes also mandates the creation of theExecutive
Committee to represent the council and act in its behalf when it is not in session;
WHEREAS
, more than half of the former members of the BDC of barangay PSB (Bolobolo), are no longeractive and
functional especially in formulating, initiating and monitoring the comprehensive developmentplan;
WHEREAS
, the new Barangay Development Council will immediately function as what the LocalGovernment Code
mandates (Section 109b) upon the approval of the Punong Barangay;

Section 1.
Creation and Composition of the Barangay Development Council. Pursuant to Section 106 and107 of RA
7160, there is hereby created a Barangay Development Council to be composed of the

council’s frequency of meeting (Sec.110) is at least once every six (6) months, and its functions include

Section 3.
The BDC shall meet at least once every six (6) months or as often as necessary. Quorum, whichmeans a
majority of all the members of the BDC, shall at all times be observed during meetings;a.
The BDC Secretariat shall prepare the minutes of the meeting to be signed by the PunongBarangay;b.
Section 4
Executive Committees
Supposing the council is not in session the Barangay Development Council Executive Committee shall
represent the Council and act on its behalf when it is not in session. The council’s executive commit
tee ischaired by the Punong Barangay and has two members, namely:(1)
It is advisable that the representative of the sangguniang barangay in the council’s executive
committeeis the chair of the sanggunian’
s committee on appropriations. This will facilitate the preparation andapproval of the annual and
supplemental budgets as barangay budgets have to operationalize theapproved barangay development
plan (Section 305-I of RA7160).
Section 5.
The barangay development council executive committee shall exercise the following powers
and functions(Sec. 111b):
• Ensure that decisions of the council are faithfully carried out and implemented.
