Eklavya Model Residential School Scheme
➢What: President Droupadi Murmu recently inaugurated the new Eklavya
Model Residential School (EMRS) campus of Kuliana, Mayurbhanj,
Jharkhand.

About EMRS Scheme

• Objective: To provide quality education to Scheduled Tribes (ST) in


remote areas to enable them to access the best opportunities in
education and to bring them at par with the general population.
• Launch Year: 1997-98
• Type: Central Sector Scheme
• Nodal Ministry: Ministry of Tribal Affairs
• Implementing Agency: National Education Society for Tribal Students
• Targeted Beneficiaries: Scheduled Tribes students from Class 6th to 12th

• They are being set up in States/UTs with grants under Article 275(1) of the
Constitution.
• Criteria and Target for setting up EMRSs:
▪ In 2019, the Government decided to establish one EMRS in every
block with more than 50% ST population and at least 20,000 tribal
persons (as per the 2011 census)
▪ Under this criteria, 452 new EMRSs were sanctioned in 2019.
▪ The state governments are required to provide encumbrance-free land
of about 15 acres for the construction of these schools.

• Capital cost for setting up the EMRS school complex:
▪ For plain areas: From Rs.20 crores to Rs.37.80 crores
▪ For North East, hilly areas and LWE affected areas: From Rs.24 Crores
to Rs.48 crores
• Recurring cost per student: It was also enhanced from Rs. 61,000 to Rs.
1,09,000.
• The Ministry of Tribal Affairs will be setting up a total 740 EMRSs by March
2026, including 452 schools approved in 2019.

About Agreement

• Objective: To standardize Traditional and Complementary Medical


Systems, integrate their quality and safety aspects into the National
Health System, and disseminate them at the international level.
• To fulfill this objective, the Traditional Medicine Global Strategy 2025-34
will be prepared by WHO with the support of the Ministry of Ayush.
▪ 1st contract (signed in 2016) to take Yoga, Ayurveda, Unani, and
Panchakarma traditional medical systems to the global level
▪ 2nd contract (signed in 2017) to strengthen the systems of Ayurveda,
Unani and Siddha medical systems

• It will be delivered virtually with opportunities to travel between both
countries.

About Survey

• Objective: To assess the learning competencies of students at the end of


each educational stage, i.e., foundational, preparatory, and middle with a
primary focus on Language and Mathematics.
• Conducted by: National Assessment Centre - PARAKH (Performance
Assessment, Review, and Analysis of Knowledge for Holistic Development)
• Coverage: It covered approximately 80 lakh students from 3 lakh schools
at 5917 blocks across the nation.
▪ It also included 6 lakh teachers and more than 3 lakh field
investigators.

About PARAKH

• It is a National Assessment Centre set up In line with the National


Education Policy 2020.
• It is an assessment body for setting norms, standards, and guidelines for
student assessment and evaluation for all recognized school boards of
India.
• It also guides the State Achievement Survey (SAS) and undertake the
National Achievement Survey (NAS)
