1. PURPOSE
This procedure is designed to facilitate understanding of the PCTL Emergency Preparedness &
response requirements by the PCTL employees, contractors, and other interested parties.

 To identify the potential for emergency situations


 To respond to such emergency situations
 To periodically test the procedure to respond to emergency situations, where practicable,
involving relevant interested parties as appropriate.
 To periodically review and revise procedures if necessary.

1.1 Terminology

Emergency – a serious, unexpected, and often dangerous situation requiring immediate action.
Emergency Response team – is a group of people who prepare for and respond to any
emergency. The team may contain the following people. -
 Site in-charge
 Site Engineers
 Safety officers
 Security
 Experts & experienced persons.

1.2 Procedure
Emergency Response Plan:

 Safety Committee identifies the potential Emergency situation for the project considering
the following:
- Combination of the likelihood and consequence(s) of a specified hazardous event
occurring.
- Needs of relevant interested parties, e.g. emergency services and neighbors.
- Emergency Preparedness Plan of the Client/ Local authorities, as applicable.
Mock Drills:

 Mock drills conducted once in every three months and drills for all other identified shall
be carried out on consecutive month. An Yearly mock drill plan shall be prepared at the
start of the year, an schedule detailing shall be released at least one month in advance.
Observation recorded with the findings and recommendations.
 ER team reviews the findings and recommendations in meetings for further actions.

Fire Drills:

 Safety Committee identifies the basic elements of fire drill (e.g. basic techniques of
firefighting, selection of fire extinguishers, usage of portable fire extinguishers in
emergency, fire demonstration) for educating Workplace Personnel in batches.
 Schedule the fire drill programme (date & time) and intimate all concerned.
 Groups / teams are made aware of the following:
 How to raise a fire alarm.
 Firefighting techniques
 Evacuation / Rescue
 Reinforce the understanding of the elements of a fire drill by live demonstration
on simulated fires

1.3 Responsibility
 Site In-charge will coordination with the ERT shall implement the Emergency
preparedness plan in the projects.
2. SCOPE
This procedure shall be applicable for all PCTL Employees, contactors, and other interested
parties for management of Emergency incident involving Personnel, Assets, Environment and
Reputation under the influence of PCTL.

3. DEFINITION
Emergency
An emergency means a situation arising out of or as a result of any type of hazards like fire,
explosion, uncontrolled gas release, or chemical spill which is likely to adversely affect the persons
or population working on or near the site or residing in the adjacent or nearby areas around the
work site.

Hazard
Source or situation with a potential for harms in terms of injury or ill health, damage to
property, damage to the workplace environment, or a combination of these.

Hazard identification
Process of recognizing that a hazard exists and defining its characteristics

Incident
Event that gave rise to an accident or had the potential to lead to an accident.

Risk
Combination of the likelihood and consequence(s) of a specified hazardous event occurring.
NOTE: An incident where no ill health, injury, damage or other loss referred to as a “near-miss”.
The term “incident” includes “near-misses”.

5. Levels of Emergencies
Level 0
An incident that can be resolved by site personnel or stewards without outside agency
involvement. May require an Incident/Accident report as documentation.
Level 1
Any incident, potential or actual, which will not seriously affect the overall functional capacity of
the site. Can require an outside agency to respond, short-term evacuation and may involve
injuries.
Level 2
Any incident, potential or actual, which affects an entire building or buildings, and which will
disrupt the overall operation of the site. Outside emergency services will probably be required,

Level 3
Any incident or occurrence that has taken place and has seriously impaired or halted the
operations of the site. Level 3 situations will be where mass casualties and severe property damage
may be sustained. A coordinated effort of all resources is required to effectively control the
situation. Outside emergency services will be essential. Major policy considerations and decisions
will usually be required from top management during times of crisis.

The following potential major emergencies have been identified at site:


1. Fire hazard at Electrical room, DG Set, Welding machines, Cable joints, short circuit, etc.
2. Collapse of structure, cranes (e.g. Tower crane).
3. Spillage of Hazardous chemicals,
4. Fall from height with severe consequence while erection.
5. Personnel Electrocuted/ electrical Hazards.
6. Men being trapped under soil/in the confined Space.
7. Explosion involving storage of material, like flammable materials of gas cylinder or Oil/ Diesel
storage, Chemical etc.
8. Fire or Explosion
9. Collision between moving vehicles / toppling
10. Soil collapse and Earthquake.

Facilities for Emergency handling:


Emergency Control Centre:
ECC is located at the Store Office, Following items are available at ECC:
 List of important contact numbers (Appendix.2)
 Set of PPEs.
 Fire Extinguishers as per the activity.
 Facilities for Emergency Handling(SKED KIT)’
 First Aid Box (As per the PCTL Checklist)
 Emergency vehicle available at Site office.

Alarm system - The emergency siren is used for raising the alarm and for ALL CLEAR signal.
 Five 15-second tones separated by a small interval (Complete cycle time not more than 120
seconds): To declare EMERGENCY.
 Continuous siren for one minute: To call off emergency
Assembly point - The assembly point is established in front of the office. All employees required
for emergency handling shall assemble at the assembly point. Board is displayed at assembly point
for easy identification.

10. Responsibilities of Emergency Response Team


10.1 Site Emergency Controller
a. Overall in-charge to control emergency, recovery & Operation continuity.
b. Authorize for Resources.
c. Coordinate with Emergency Advisory team to receive advice on the emergency actions and
direct the Onsite Emergency controller.
d. Coordinate Emergency Control through onsite emergency teams.
e. Communicate with the interested parties including PCTL & Client.
f. Authorize for raise request for Resources and its use at site.

g. Coordinate Medical Team, Rescue Team, etc. to facilitate control, rescue & treatment of
victims.
h. Coordinate with Recovery & Operation Continuity teams to clear of the accident locations and
restart the site.
i. Communicate with the Emergency Control Coordinator and apprise him of the emergency
situation at site.
j. Responsible to assess and inform the end of emergency at the site.
k. Responsible to call the end of emergency.
10.2 Emergency Coordinator
a. Overall in-charge at the field to control emergency, recovery & Operation continuity.
b. Authorize for raise request for resources and its use at site.
c. Coordinate Medical Team and Rescue Team etc. to facilitate control, rescue & treatment of
victims.
d. Coordinate with Recovery & Operation Continuity teams to clear of the accident locations and
restart the site.
e. Communicate with the Emergency Control Coordinator and apprise him of the emergency
situation at site.
f. Responsible to assess and inform the end of emergency at the site.
10.3 Emergency administrative controller
a. Act in the capacity of the advisor to the Emergency Control Coordinator.
b. Communicate with the Technical team to identify the technical feasibility of the rescue or
recovery & operation continuity options.
c. Coordinate with Administration & Legal support team to handle the labour unrest, local
authority, treatment options, HR issues, PR issues etc.
d. Investigate the causes of the Emergency & recommend corrective action.
e. Log the sequence of events so that report of the emergency operation can be prepared to
identify the deficiencies in the Emergency preparedness system and recommend
improvement.
10.4 Technical Support Team
a. Evaluate the technical aspects of in the control/ mitigation of the emergency & operation
continuity.
b. Review the technical documents and recommend feasibility.
c. Evaluate the need of emergency, understand the recovery measures, arrange for the
resources, and supervise the recover till initiation of operation.
d. Arranging for cranes, equipment, and electrical assistance and coordinating with the
emergency team.
e. Ensure the Damage is controlled, removed from the site and the site is reinstated for the
operation to start smoothly.

f. Communicate with the Emergency Advisory Team and furnish required clarifications.
10.5 Administration & Legal Support Team
a. Coordinate with the Hospitals for the treatment of the injured.
b. Coordinate with the Local Authorities including the Police etc.
c. Ensure communication to the relatives in case of fatality.
d. Manage the Media with assistance from the Emergency Control Coordinator.
e. Arrange for the food/ welfare facilities etc. if the rescue, recovery & operation continuity
activity extends beyond the regular working hours.
10.6 First Aider
a. Coordinate with the Site Emergency Controller.
b. First aider to provide first aid to the injured.
c. Coordinate with the emergency vehicle to move the victim to RIL First aid centre or nearest
Hospital
d. Record the victims’ details and communicate to the Site Emergency Controller.
10.7 Fire Fighting Team
a. Coordinate with the Site Emergency Controller.
b. Communicate & coordinate with the first fighter to control the fire in the initial stages.
c. Coordinate with the fire brigade in the event of big fire and extend necessary assistance
especially in case of chemical fire provide MSDS & quantity etc.
d. Ensure the fire is controlled and does not pose and threat to the people or property.
e. Responsible to declare the fire is controlled to the Site Emergency Controller.
10.8 Rescue Team
a. Coordinate with the Site Emergency Controller.
b. Organize the search and rescue operation.
c. Coordinate Head Count Operation obtain the Missing details & initiate rescue operation.
10.9 Recovery & Operation Continuity Team
a. Coordinate with the Site Emergency Controller.
b. Evaluate the need of emergency, understand the recovery measures, arrange for the
resources, and supervise the recover till initiation of operation.
c. Arranging for cranes, equipment, and electrical assistance and coordinating with the
emergency team.
Ensure the Damage is controlled, removed from the site and the site is reinstated for the operation to
start smoothly.

11. Actions in case of Emergency


In the event of an Emergency
 Stop all the jobs and report to the Safe Assembly Point.
 Stop all the Hot Jobs in the area including Welding, Grinding etc.
 Stop all the machineries and park in a secure place, ensure it does not obstruct any movement
of the fire engine etc.
 The Entrance to the site must be stopped.
 Do not stop to collect personal belongings
 Turn Off generators, Compressors and other powered equipment, unless these provide power
for emergency services.
 Attack fire with the equipment provided, if it is safe to do so.

 Obey the instruction of the Site Safety coordinator / Principal Representative/ Supervisory
staff.
 Assist the Fire Fighting Team, First aider, Rescue Team, and technical team to control the
emergency.
12. Safe assembly Points
1 Assembly points have been identified for emergencies.
 Assembly point – In front PCTL Site Office.

13. Evacuation Procedure.


13.1 General
 In declared emergency on-site, all personnel are to leave their area and proceed towards safe
assembly points.
 Every person on-site shall know location of assembly points
 DO NOT return to an evacuated building unless told to do so by authorized personnel.
 After any evacuation, report to your designated area assembly point. Stay there until an
accurate head count is taken.
13.2 Fire or explosion.
 Know the location of the nearest fire extinguisher, exit in your area and how to use them.
Training and information can be provided by the Safety Department.
 If any fire appears at site IMMEDIATELY contact the area safety officer or area engineer.
 Then upon selection of the appropriate fire extinguisher promptly direct the charge of the fire
extinguisher towards the base of the flame source
 If a suspected fire related emergency exists, alert others by intermittent shouting as “fire”.
 Proceed towards assembly points and alert others to do the same.
 In case of declared emergencies and alarm raised to leave the site, proceed towards safe clear
area, which is at least 500m away from the affected area or towards the site exit.
13.3 Collapse of structure, cranes and equipment etc.
 In case of potential emergency occurred, proceed towards designated assembly points. Alert
others to the same. CALL for Help.
 Wait for head count.
 In case of declared emergencies and alarm raised to leave the site, proceed towards safe clear
area, which is at least 500m away from the affected area or towards the site exit.
 Immediately after a collapse, the debris of the building is very unstable and prone to
additional movement. Do not attempt to remove debris without any standing instruction
which may lead to further damage of debris or trapped personnel.
 Site safety Officer is the command person in this scenario.

 The preliminary effort in this scenario will be to concentrate on areas where people were last
seen or known to be. Provide site safety department with this information.
 Administration department to provide with a list of the people in the damaged area.
Additional information can be gathered from the people who survived the collapse.
 Barricade the area to restrict entry.
 Call firefighting crew, emergency vehicle for rescue.
 Notify legal authorities in this regard.
13.4 Trapped under soil/in the confined Space
An emergency in a confined space or under soil could vary widely in degree or type, and include:
a. Employees are uninjured and evacuate themselves,
b. Employees are injured, but still capable of evacuating themselves,
c. Employees are assisted to evacuate by persons remaining outside the space,
d. Entry is required in order to evacuate employees,
e. Entry is required to provide medical treatment.
For situations a, b, c
 Inform area Safety Supervisor or site engineer
 Rescue personnel
For Situation d & e
 Inform area steward or site engineer
 Check for presence of hazardous gases with the help of Multi gas detector or oxy meter
 Provide appropriate PPE
 Rescue personnel.

14. Emergency Drills, Records & Reviews


The Emergency drill shall be carried out at least once in six months. And the findings shall be
recorded. Mock drills shall be carried out for all the levels covering identified emergencies.
This procedure shall be reviewed in the event of major modification recommended by the
Emergency Advisory team following an emergency/ emergency drill and or in the event of the
major Re-shuffle of the team.
The records of the drills, and the recommendations / findings shall be maintained till the
completion of the Project.

15. DISCIPLINE
Almost discipline should be followed in handling the emergency and available guidelines of Do’s
and Don’ts are listed below:

DO’s

 Give attention to all instructions.


 Promptly Follow the Fire Drill Procedure.
 Use nearest means of escape and the staircase available.
 Report to your Head of the Department and carry out your assignment as specified.
 Conduct the visitor’s / contract labourer to designated assembly point.
 Only qualified First Aides shall render First Aid wherever possible and wait for the Doctor or the
Para Medical Staff.
 If you are told to evacuate the place of work by an authorized person, do so in an orderly
manner & straightway proceed to your designated assembly area.
DONT’s

 Do not panic.
 Do not run.
 Do not approach the emergency site as a spectator.
 Do not waste time collecting valuables.
 Do not take shelter in toilet or confined areas.
 Do not engage unnecessarily, the communication aids like Telephone / Public Address System
and other means. Make the same available for handling emergency.
 Do not disturb anyone who is assigned with specific work for handling emergency.
 Do not communicate with any external agency unless instructed by Chief Emergency
Controller.
 Do not spread unauthorized or exaggerated information to others.
 Do not re-enter until Chief Emergency Controller announces “All Clear ".

16. Identified Potential Emergency’s Scenario


The Potential emergencies for the project are identified & the response procedure in such
scenario is defined. These scenarios are used as guidelines for Mock Drills.
16.1 BRIEF – SCENARIO: FIRE/EXPLOSION IN AN AREA

A call is received that there is a fire/explosion. The scene at the site is such that workers are in
shocked condition and they are running. The ambulance with rescue team comprising of Safety Co
coordinator, Safety Steward and First Aider with stretcher proceeds to the scene. After assessing

the situation as uncontrollable, siren is sounded to evacuate all personnel from the site and to
assemble at nearest assembly point situated at different locations. At the same time, all the Safety
stewards along with security personnel also starts the evacuation of the personnel from their
respective areas with the help of blowing whistle. Security was also informed to evacuate & to
stop the entry from the main gates.
DETAILED STEPS:
1. As soon as call is received from the site, Site HSE Coordinator blows the siren thrice for 1 minute
with a gap of 5 seconds”.
2. Safety Coordinator (Emergency Controller) informs Project Manager (Emergency Coordinator)
about the emergency at the site.
3. Fire tender & Ambulance rushes to the site immediately with Rescue team (Site Safety Officer,
Safety Stewards and First Aider).
4. Assessing the situation, Emergency coordinator informs to the nearest fire brigade station for
help.
5. During Rescue operation victims are rescued and sent to first aid centre, one is given first aid
and two is sent to nearest hospital for further treatment with safety steward & time office
personnel.
6. Evacuation of the site starts by the site engineers with the help of Safety stewards (Assembly
Point Controller) by blowing whistle.
7. All employees’ proceeds promptly towards nearest assembly point using the nearest exit routs.
8. At the Assembly Point, Contractor Supervisor takes a roll call with the help of site Engineer /
supervisor and reports to the Assembly Point controller including the missing person status if
any.
9. Assembly Point Controller reports any missing personnel and their last known location to
Emergency Controller to initiate any further search & rescue operation.
10. Emergency Coordinator & Emergency Controller takes a round and assesses the condition of
site and confirms the site is safe to start the work.
11. All Clear Siren is blown “1 min nonstop”.
12. End of Emergency declared.
THINGS TO NOTE & EVALUATE:

5. Head count, accountability & recognition of the Missing person including the visitors.
6. Initiation of the rescue operation.

16.2 BRIEF – SCENARIO: COLLAPSE OF HEAVY-DUTY CRANE

A call is received that there is a collapse of a Heavy-duty crane. The scene at the site is such that
workers are in shocked condition and they are running. The ambulance with rescue team
comprising of Safety Co coordinator, Safety Steward and First Aider with stretcher proceeds to
the scene. After assessing the situation as uncontrollable, siren is blown to evacuate all personnel
from the site and to assemble at nearest assembly point situated at different locations. At the
same time, all the Safety stewards along with security personnel also starts the evacuation of the
personnel from their respective areas with the help of blowing whistle. Security was also
informed to evacuate & to stop the entry from the main gates.

16.3 BRIEF – SCENARIO: Collapse Of structure

A call is received that there is a collapse of a structure. The scene at the site is such that workers
are in shocked condition and they are running away from the workplace. The ambulance with
rescue team comprising of Safety Co coordinator, Safety Steward and First Aider with stretcher
proceeds to the scene. After assessing the situation as uncontrollable, siren is blown to evacuate
all personnel from the site and to assemble at nearest assembly point situated at different
locations. At the same time, all the Safety stewards along with security personnel also starts the
evacuation of the personnel from their respective areas with the help of blowing whistle. Security
was also informed to evacuate & to stop the entry from the main gates.

DETAILED STEPS:

1. As soon as call is received from the site, Site HSE Coordinator blows the siren thrice for 1 minute
with a gap of 5 seconds”.
2. Safety Coordinator (Emergency Controller) informs Project Manager (Emergency Coordinator)
about the emergency at the site.
3. Fire tender & Ambulance rushes to the site immediately with Rescue team, Site Safety Officer,
Safety Stewards and First Aider.
4. Assessing the situation, Emergency coordinator informs to the nearest fire brigade station for
help.
5. During Rescue operation victims are rescued and sent to first aid centre, one is given first aid
and two is sent to nearest hospital for further treatment with safety steward & HR personnel.
6. Evacuation of the site starts by the site engineers with the help of Safety stewards (Assembly
Point Controller) by blowing whistle.
7. All employees’ proceeds promptly towards nearest assembly point using the nearest exit routs.

8. At the Assembly Point, Contractor Supervisor takes a roll call with the help of site Engineer /
supervisor and reports to the Assembly Point controller including the missing person status if

9. Assembly Point Controller reports any missing personnel and their last known location to
Emergency Controller to initiate any further search & rescue operation.
10. Emergency Coordinator & Emergency Controller takes a round and assesses the condition of
site and confirms the site is safe to start the work.
11. All Clear Siren is blown “1 min nonstop”.
12. End of Emergency declared.

uncontrollable, siren is blown to evacuate all personnel from the site and to assemble at nearest

16.7 BRIEF – SCENARIO: Snake bite

 Keep the person calm


 Go to a hospital immediately.
 Reassuring them that bites can be effectively treated in hospital.
 Restrict movement and keep the affected area below heart level to reduce the flow of venom.
 Remove any rings or constricting items because the affected area may swell.
 Monitor the person's vital signs--temperature, pulse, rate of breathing, and blood pressure
 Create a loose splint to help restrict movement of the area.
 If possible identify the name of the snake.

 Don't be panic
 Don't try to suck out venom

 Get a conscious sufferer comfortable. Sit or lie down and keep the head elevated. Loosen any tight
clothing so that the person can move and breathe easily.
 If collapse occur turn victim in recovery position Check “ABC “& Give CPR to victim till reached to the
hospital.

DONT’S

 Don’t give him anything to eat or drink.


 Don’t give any medicine without doctor prescribe.
