RESOLUTION AUTHORIZING THE SANGGUNIANG KABATAAN CHAIRPERSON LEE MARTIN C.

CABALTIERRA AND SANGGUNIANG KABATAAN TREASURER ETHEL V. RETORCA TO OPEN AN ACOUNT
WITH LANDBANK OF THE PHILIPPINES, BARANGGAY TRANSACT, DEPOSIT, WITHDRAW, ENDORSE OR
NEGOTIATE CHECK AT LAND BANK OF THE PHILIPPINES, NAVAL, BILIRAN.

WHEREAS, the passage of republic Act. 10742 also known as “Sk Reform Act of 2015” Provides for the
establishment of Sangguniang Kabataan. Its main purpose is to afford the youth medium to effectively
express their views and opinions and to participate in barangay governance. In order to fulfil
its mandate to uplift the general welfare of youth, it should assume the role as active, supportive and
participating partner of the government in formulating programs, projects, strategies and other
initiatives. It is provided with powers and resources to become partners in nation-building.

WHEREAS, in accordance to the above provision of the law, Sagguniang Kabataan Council are obliged to
open an account to any government depository bank for all the transactions to be made by the
federation.

WHEREAS, LANDBANK OF THE PHILIPPINES- Naval, Biliran Branch shall be the official depository bank of
“Barangay. Busali SK” since the BARANGAY BUSALI is situated at Biliran province.

WHEREAS, Hon. Lee Martin C. Cabaltierra and Sk Treasurer Ethel V. Retorca are hereby authorize to
OPEN, DEPOSIT, WITHDRAW, ENDORSE OR NEGOTIATE CHECK, OTHERWISE DEAL WITH THE LANDBANK
OF THE PHILIPPINES and shall be the official signatories of all the transaction to be made
under the account of “BARANGAY BUSALI SK” by virtue of being elected officers of the federation.

NOW THEREFORE, on motion of Sk Councilor Jocela Catalogo, duly seconded by all members present it
was;

RESOLVED, AS IT HEREBY RESOLVED, Resolution Authorizing the Sangguniang Kabataan Chairperson LEE
MARTIN C. CABALTIERRA and Sangguniang Kabataan Treasurer ETHEL V. RETORCA of barangay transact,
deposit, withdraw, endorse or negotiate check at LANDBANK OF THE PHILIPPINES, NAVAL, BILIRAN
BRANCH.

Adopted this 16TH day of June 2024 at the Barangay Busali Hall, Biliran, Biliran.
