INVITATION TO BID

1. The Department of Public Works and Highways (DPWH), Quezon 4th

District Engineering Office, Gumaca, Quezon, through the SR2024-06-
017345, intends to apply the amount of P 799,520.00 being the Procurement of
Fuel for the use of Amphibious Excavator with DPWH No. K4-38 for the dredging of
Pandanan River, Calauag, Quezon detailed in the Maintenance Section for the
period covered August 1, 2024 - December 31, 2025, DPWH Quezon 4TH District
Engineering Office, Gumaca, Quezon. Bids received in excess of the ABC shall be
automatically rejected at bid opening.

2. Delivery of item is required five hundred eighteen (518) calendar days upon receipt
of Notice to Proceed. Bidders should have completed at least one (1) contract
similar to the project. The description of an eligible bidder is contained in the
Bidding Documents, particularly in Section II, Instruction to Bidders. Committed
Line of Credit (CLC) is now acceptable which shall be equivalent to 10%
of the ABC to be bid. Refer to Sec 23.4.1.5 of the Revised IRR of RA 9184.

3. Bidding will be conducted through open competitive bidding procedures using non-
discretionary pass/fail criterion as specified in the Implementing Rules and
Regulations (IRR) of Republic Act 9184 (R.A. 9184), otherwise known as the
“Government Procurement Reform Act”.

4. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or

organizations with at least sixty percent (60%) interest or outstanding capital stock
belonging to citizens of the Philippines.

5. Interested bidders may obtain further information on Pre Bid – Conference on

July 11, 2024 at 10:00 A.M. DPWH – Quezon 4th District Engineering
Office, Brgy. Panikihan, Gumaca, Quezon

6. A complete set of Bidding Documents may be acquired by interested bidders from

July 4, 2024 to July 23, 2024 @ 10am from the address below and upon
payment of the applicable fee for the Bidding Documents (amount indicated on the
above table).

It may also be downloaded free of charge from the Website of the Philippine
Government Electronic Procurement System (PhilGEPS) and the website of the
DPWH, if available, provided that bidders shall pay the fee of Bidding Documents
not later than the submission/reception of their bids.

7. Bid must be delivered to the address below on or before July 23, 2024 until
10:00 A.M. and to be opened immediately after the deadline for the
Submission of Bids at 10:00 A.M. All bids must be accompanied by a Bid
Security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bids will be opened in the presence of the Bidders’ Representatives who choose to
attend at the address below. Late Bids shall not be accepted.

8. DPWH reserves the right to accept or reject any bid, to annul the bidding process,
and to reject all bids at any time prior to contract award, without thereby incurring
any liability to the affected bidder or bidders.

9. DPWH - Quezon 4th District Engineering Office likewise assumes no obligations

whatsoever to compensate or indemnify any bidder or winning bidders, as the case
may be, for any expenses or loss that said party(ies) may incur in its participation in
the pre-bidding and bidding process nor does it guarantee that an award will be
made.
