PREAMBLES

(REROOFING)

1 The clauses in the General Preambles shall apply to all work items contained in the Standard
Schedule of Rates.

2 All Rates contained in the Standard Schedule of Rates are fixed basic rates (in Singapore
Currency) and no amendment whatsoever shall be made to such rates. The tenderers shall be
deemed to have closely studied all rates contained herein and duly noted their implications.

3 All Rates contained in this Standard Schedule of Rates are exclusive of any Goods and Services
Tax. Any such Goods and Services Tax shall be borne by the Employer as and when the same
becomes due and payable.

4 All work, materials and goods described in the Standard Schedule of Rates shall be of the
respective kinds described in the contract and shall conform to the relevant Statutory
Requirements and to be approved by the Superintending Officer’s Representative.

5 The description of each item shall unless otherwise stated, be held to include the use of
materials, labour, equipment, tools and vehicles including maintenance, supply of fuel and all
idle time, conveyance, delivery, unloading, storing, hoisting, all labour setting, fitting and fixing
in position, all cutting and waste, return of packings, establishment charges, overheads and
profit.

6 Rates for Waterproofing Membranes System and Panel Roofing System shall be held to include
for narrow widths, small quantities, temporary rules, covering up, protecting after laying and
cleaning on completion, all labour to form arrises, fair edges etc, all cuttings and working
around pipes, dress down at eaves to form drips or carried up at abutments to walls, pipes,
parapets, skirtings, concrete curbs etc and the like.

7 Where an item is described as “Add to (or deduct from)…… for each 5mm thickness over (or
under)…..,” the difference for any thickness less than 5mm shall be paid/deducted based on
5mm thick.

8 Unless otherwise stated, all work shall be measured nett as fixed in its place and measured flat
on plan.

9 The term “as specified” means as specified in the Standard Specifications, Supplementary
Specifications and/or Drawings.

10 The following abbreviations are used for the units :-

to reinforced concrete flat roof including all necessary machinery for
hoisting, transportation and disposal off site.

3 Hacking existing concrete surface to form keys, remove debris from m2 1.40
site, wash and clean surfaces to receive new finishing.

4 Apply 1 coat of approved bonding agent to existing reinforced concrete m2 1.10


roof slab.

5 20mm thick cement and sand (1:3) screed rendering to reinforced m2 7.10
concrete roof slab trowelled to a smooth finish.

6 Add to (or deduct from) Item 5 for each 5mm thickness over (or under) m2 1.20
20mm.

7 20mm thick cement and sand (1:3) screed rendering to skirtings, curbs m 4.20
and returns etc and trowelled to a smooth finish including coved and
rounded angles for 0 - 150mm girth.

8 20mm thick cement and sand (1:3) screed rendering to skirtings, curbs m 6.50
and returns etc and trowelled to a smooth finish including coved and
rounded angles for 151 - 300mm girth.

9 Add to (or deduct from) Item 7 for each 5mm thickness over (or under) m 0.90
20mm for 0 - 150mm girth.

10 Add to (or deduct from) Item 8 for each 5mm thickness over (or under) m 1.40
20mm for 151 - 300mm girth.

11 Extra over for approved waterproofing compound incorporated in the m2 2.60


cement and sand screed rendering for 20mm thickness.

12 Extra over for approved waterproofing compound incorporated in the m2 0.50


cement and sand screed rendering for each 5mm thickness.

13 Removal of existing cement and sand screed rendering, average 25mm m2 2.20
thick, to reinforced concrete flat roof including all necessary
machinery for hoisting, transportation and disposal off site.

14 Add to (or deduct from) Item 13 for each 5mm thickness over (or m2 0.20
under) 25mm.

15 Supply and fix 0.80mm thick x 150mm girth (twice-bent to edge) m 13.90
aluminium expansion joint cover with “V” shaped groove in the centre
including fixing with stainless steel screws and washers at 150mm c/c.

16 Supply and lay 600 x 600 x 30mm thick ferrocement secondary roof m2 31.60
slabs, reinforced with galvanised welded fabric to reinforced concrete
flat roof including all necessary supporting concrete solid blocks,
labour and materials for jointing as specified.

17 Apply a complete Waterproofing Membrane System to reinforced m2 7.80


concrete flat roof consisting of 6 coats of waterproofing membranes,
complying with SS133:1987 and its latest amendments, 1 layer of open
woven glassfibre membrane and 1 coat of bituminous aluminium
finishing paint as specified and in accordance with the manufacturer’s
instructions.

18 Apply a complete Panel Roofing System to roof surfaces consisting of m2 41.00


38mm thick waterproofing cement and sand panel (1:3), 50mm thick
Styrofoam insulation board or other approved, and 6 coats of
waterproofing membranes, 1 layer of open woven glass membrane and
a minimum of 20mm thick waterproofing cement and sand screed (1:3)
laid to fall as specified and including all necessary labour and materials
for jointing (measured flat on plan).

19 Removal and disposal of existing panel roofing including cement/sand m2 4.40


base screed to reinforced concrete flat roof, including all necessary
machinery for hoisting, transportation and disposal off site.

20 Provide and construct hot-dipped galvanised steel angle end thrust no 41.30
support for existing pipe and complete with cast-in-situ concrete
supports to reinforced concrete flat roof including all necessary fixing
and bolting.

21 Supply and lay 50mm thick rigid extruded polystyrene foam insulation m2 11.30
board of density min. 32 kg/m3 to roof surface.
