earliest possible with all the sanctioned vacancies available.

Respected Sir,

I have been a Serious Govt. Job aspirant preparing for Govt Polytechnic Lecturer
post for the last 4 years; I am eagerly waiting for the mass notification with all
possible vacancies where the unemployed and the talented young Job aspirants
undergo the transparent & fair process conducted by APPSC.

But Andhra Pradesh Regularization of services of Contract Employees Act 2023


had come to the picture abruptly, and dismantling our dreams of getting selected
for Govt Polytechnic post through mass notification from the Department. It is
quite a disappointment to many Job aspirants.

Still keeping my belief and confidence alive, I came to know the following details
as furnished.
1. Last Notification for Open Contract Lecturers was released in the year 2012.
The notification clearly mentioned that the maximum tenure of extension is
only for 3years, but the extension has been continued year after year
crossing the maximum period of three years, which is against the equal
rights provided by the constitution.

2. Notification Vacancies are also not mentioned as per the reservation rule of
reservation and so on.

3. Most of the Contract employees have not been working in clear vacancies
since the time of joining.

4. Most of the contract lecturers are posted against sanctioned post


irrespective of their subject domain.

5. Under CHAPTER – II Para (3) of Andhra Pradesh Regularization of services


of Contract Employees Act 2023, contract Lecturers shall be considered for
regularisation, only if his/her initial appointment was in due compliance
with the procedure relating to

(i) Selection Process. (ii) Rule of reservation. (iii) Eligibility, age & Educational Qualifications
prescribed for the Post (iv) Notification of Vacancies

6. As per recent Judgement given in WP. No. 15579 of 2019 by the


HONOURBLE SRI JUSTICE D.V.S.S. SOMAYAJULU in AP high court, the
recruitment of contract lecturers are made without proper selection process
i.e. No examination and interviews were conducted at recruitment stage and
also given that Contract Lecturers appointments are irregular.

Hence, I request you to issue the mass notification with all possible sanctioned vacancies in
the department at the earliest possible through APPSC. Common selection test will
undoubtedly create equal opportunities to both the contract lecturers and the unemployed
Job aspirants.
