MEMORANDUM OF AGREEMENT

This Memorandum of Agreement (MoA) is entered into on this 29 May 2024


by and between:

The College of Criminal Justice, Pamantasan ng Lungsod ng Muntinlupa,


located at University Road, NBP Reservacion Poblacion, Muntinlupa City,
represented herein by Raymundo P. Arcega,CESE University President,
hereinafter referred to as the 1st Party.

And

DSWD-Bahay Pagasa, located at Tunasan Muntinlupa City, represented


herein by Ms. Analyn V. Mercado, RSW City Government Department
Head III Social Service Department, hereinafter referred to as the 2nd Party.

WHEREAS, the College of Criminal Justice (CCJ) is committed to


contributing to the rehabilitation and after-care programs of Bahay Pagasa
by providing expertise and support in the field of criminal justice.

WHEREAS, the Department of Social Welfare and Development – Bahay


Pagasa (DSWD-Bahay Pagasa) is responsible for the rehabilitation and
after-care of individuals under its care, including transitioning them back
into the community.

NOW, THEREFORE, in consideration of the mutual promises and


covenants contained herein, the parties agree as follows:

Purpose:

The purpose of this MoA is to formalize the collaboration between CCJ and
DSWD-Bahay Pagasa in the rehabilitation and after-care programs for
individuals under the care of Bahay Pagasa.

Scope of Work:

a. The college of criminal justice shall coordinate with the Bahay Pagasa
staff in the rehabilitation and reintegration of the CICL in their family.

b. The college of criminal justice shall formulate and implement an after-
care program for the discharged CICL.
c. The DSWD-Bahay Pagasa shall coordinate and provide the list of
discharged clients to undergo the after-care program.

a. Responsibilities of College of Criminal Justice:

Participation in Rehabilitation Program:

 CCJ shall actively participate in the rehabilitation program at Bahay


Pagasa by providing expertise, resources, and support in areas
related to criminal justice.
 This may include conducting workshops, seminars, or training
sessions on topics such as crime prevention, conflict resolution, and
reintegration into society.
 CCJ will collaborate with Bahay Pagasa staff to develop and
implement rehabilitation strategies tailored to the needs of the
residents.

Inclusion in After-Care Program:

 CCJ shall be involved in the after-care program for individuals


transitioning out of Bahay Pagasa, offering continued support and
guidance during their reintegration into the community.
 CCJ will provide counseling, mentoring, and educational opportunities
to help individuals build a successful and sustainable life outside of
the facility.
 This may involve organizing career workshops, job placement
assistance, educational programs, and access to community
resources.
 CCJ will assign qualified faculty and staff to provide individualized
support and guidance to participants in the after-care program.

b. Responsibilities of DSWD-Bahay Pagasa:

Schedule and Coordination:


 DSWD-Bahay Pagasa shall coordinate with CCJ to schedule and
organize rehabilitation and after-care activities.
 This includes setting dates for workshops, seminars, counseling
sessions, and other relevant activities.

 DSWD-Bahay Pagasa will ensure that the schedule of activities is
communicated effectively to residents and staff members.

Provide List of Names for After-Care Program

 DSWD-Bahay Pagasa shall provide CCJ with a list of individuals who


are eligible and willing to participate in the after-care program.
 This list will include the names of individuals who are transitioning out
of Bahay Pagasa and would benefit from continued support and
assistance.
 DSWD-Bahay Pagasa will provide relevant information about each
participant, including their background, needs, and goals, to facilitate
personalized support and guidance from CCJ.

Duration: This MoA shall become effective upon the date of signature by
both parties and shall remain in force for a period of Three (3) Years to last
until June 30, 2027. Either party may terminate this agreement upon Thirty
(30) days written notice to the other party.

Amendments: Any amendments to this MoA shall be made in writing and


shall require the mutual agreement of both parties.

Governing Law: This MoA shall be governed by and construed in


accordance with the CHED Memorandum Order No. 48 Series of 1996.

IN WITNESS WHEREOF, the parties hereto have executed this


Memorandum of Agreement as of the date first above written.
