CRS JOB ADVERT – INTERNAL/EXTERNAL

CRS is recruiting for X4 Position: Project Field Officers.

Since 1963, Catholic Relief Services has been an integral development partner in Sierra Leone; addressing
national needs in Health, Agriculture, and Education. The Global Fund to Fight AIDS, Tuberculosis, and
Malaria (the Global Fund) has approved Sierra Leone to run Grant Cycle 7 (GC7) the Ministry of Health and
Sanitation (MoHS) is the Principal Recipient, while World Vision International (WVI) is the Co-Principal
Recipient. Catholic Relief Services has been selected to serve as Sub-Recipient (SR) under the supervision of
World Vision International in 4 districts (Kenema, Kambia, Tonkolili and Western Area Urban). CRS’ main
responsibilities include Social Behavior Change (SBC) promotion, mass-media and community outreach
communication through various communication channels and strategies, capacity strengthening and activity
evaluation.

Job Title: Project Field Officer


Department: Global Fund – Health Program
Reports To: District Coordinator
Country: CRS-Sierra Leone.
Duty Location: Field Based (District)

Job Summary:
Project Field Officer for the Global Fund GC7 grant will facilitate the achievement of project objectives
through direct implementation at community level and relationship-building, PHUs, community structures
including, Community Health Workers (CHWs), School Health Clubs (SHCs), CAAMTA groups, and religious
and traditional leaders and reporting on all project activities there by advancing Catholic Relief Services (CRS)
work serving the poor and vulnerable. Your implementation and relationship management skills at
community level will ensure that the project for which you are responsible applies best practices and
constantly works towards improving the impact of its benefits to those we serve.

Roles and Key Responsibilities:


• Organize at district/community level and lead the implementation of all assigned project activities as
outlined in the detailed implementation plan in line with CRS program quality principles and standards,
donor requirements, and good practices.
• Supervise School Health Club (SHC) monthly meetings and school outreach activities. Ensure material
supplies for SHC quiz competitions are properly accounted for.
• Work with CHWs in creating demand for identification, referral of people with fever for testing and
prompt treatment.
• Work with CAAMTA group members in review of activities, action plans and data collection with PHUs.
• Provide routine one-on-one mentoring and coaching of CAAMTA, SCHs and CHWs to ensure quality
implementation of grant activities.
• Plan and work with DHMTs in the operational districts for the implementation of project activities.
• Ensure learning properly accompanies project activities throughout the project cycle. Support
accountability through coordinating with other staff in other districts in efforts to reflect on project
experiences. Analyse implementation challenges and report any inconsistencies and/or gaps to inform
adjustments to plans and implementation schedules.
• Coordinate the provision of any logistical and administrative support to beneficiaries.
• Ensure project documentation for assigned activities is complete as per donor requirements.
• Submit monthly project activity report to District Coordinator.

Other Specific Responsibility:


Under the supervision of the District Coordinator, the Project Field Officer will serve as the lead in
chiefdom/community activity implementation and ensures the implementation of quality SBC project
activities in assigned operational district.

Support implementation and Coordination.


• Work with District Coordinator to report on barriers to implementation in the field and provide
inputs to problem-solving.
• Prepare and represent CRS to report progress during DHMT monthly coordination meetings.
• Actively seek to understand the main interventions being promoted by other development actors in
the assigned operational district and ensure coordination.
• Capture and report on project challenges, major decisions, lessons learned, and best practices
gathered from monthly DHMT coordination meetings.
• Provide monthly report to District Coordinator.
• Identify and report on any gaps or weaknesses in activity implementation.

Monitoring, Evaluation, and Research


• Conduct meetings/supervise project implementation sites:
o Work to cover 30 Schools Health Clubs every month.
o 50 CAAMTA communities per month
o Conduct outreach activities, verify supporting documentation.
• Systematically ensure timely and quality reporting in operational district.
• Support the conduct of surveys (small- and large-scale studies)
• Support quarterly monitoring by MEAL Manager

Capacity Strengthening of beneficiaries.


• Provide training and mentoring support to SHC, CAAMTA, CHW and other health supporting
structures in the communities.
• Work with PHUs to provide support to CHWs in the implementation of project activities.

DHMT Support
• Work closely with the district health management teams (DHMTs) including the DHMT District
Medical Officers, the malaria focal person, Social Mobilizers, M&E Officers, and other key partners to
ensure that SBC and outreach activities are included in the planning and management of the
districts.
• Ensure linkages between PHU staff, CHWs, with CRS structures within the communities (These
include SHCs and CAAMTA) as appropriate.
• Linkages between DHMTs and other partners

Representation
• Establish strong working relationships with DHMTs, district stakeholders, PHUs, CHWs, SHCs and
CAAMTA.
• Participate in District Health Management coordination meetings.
• Represent the project at various levels as delegated by supervisor.

SUPERVISORY RESPONSIBILITIES: Activity implementation at community level, SHC and CAAMTA

Key Working Relationships


• Internal: District Coordinator, MEAL Manager, Senior Project Officer, Project Manager, Grant
Manager and Health Program Director.
• External: District Medical Officer, DHMTs, School Health Clubs, CAAMTA group other key Partners,
and stakeholders

QUALIFICATIONS
• Diploma/bachelor’s degree in a related field preferred.
• Minimum of 3 years’ experience in Project activity implement, data collection and/or capacity
building of beneficiaries.
▪ Experience in financial statement preparation, budgeting, and grant reporting.
▪ Experience with the Global Fund, UNAIDS and Rollback Malaria will be an added advantage.
▪ Ability to meet deadlines in multiple-tasking environments.
▪ Significant field experience working with DHMTs.

▪ Excellent written and oral communication skills in English, organized and detail oriented.
▪ Willingness to work additional hours during critical implementation periods.
• Excellent planning skills.
• Ability to work independently and objectively maintaining the highest standards of integrity in job
performance.
• Flexible and easily adaptable to change.
• Ability to work in and promote a team environment/concept.
• Strong computer skills (Excel, Word).
