FIRE PROTECTION SERVICES

SECTION 1 - GENERAL REQUIREMENTS

1 CLIMATIC CONDITIONS

The Sub-contractor is deemed to be familiar with climatic conditions prevailing in Malaysia


and to be aware of the high temperature (up to 400C) and the high relative humidity.

The Sub-contractor in submitting a tender will be assumed to warrant that all materials and
items of equipment are suitable for continued use and/or operation in the various climatic
conditions encountered.

2 STANDARDS & REGULATIONS

All details of the equipment, materials and installation standard shall comply with this
Specification and the current standards and regulations as described in other part of the
Specification.

Where the materials or equipments offered comply with other standards, the Sub-
contractor shall demonstrate they meet the requirements of this Specification and details
shall be provided to the S.O. for approval.

Unless expressly stated the contrary, all materials and equipment supplied by the Sub-
contractor shall comply with the applicable provisions of the British Standards having
authority in the country of installation.

Where a standard is referred to, that standard shall be the latest published edition thereof,
unless otherwise stated.

Where the Sub-contractor's standards differ from those specified but comply with the
standards of the country of origin, the deviations shall be clearly indicated and the relevant
published standards shall be included in the tendering documents. Such deviations shall
be cross-indexed with the published standards.

The Sub-contractor in carrying out the Works described in this Specification shall comply
in all respects with the requirements of:

- Health Technical Memorandum No. 2022

- National Health Service UK CII

- Relevant Health Technical Memorandums, published by the British Department of


Health & Social Security UK

- Kementerian Kesihatan Malaysia (MOH)

- Jabatan Bomba dan Penyelamat Malaysia (JBPM)

- The Uniform Building By - Laws, (UBBL)

- British Standard Codes of Practice

- Suruhanjaya Perkhidmatan Air Negara (SPAN)

Any other latest Local Authorities having jurisdiction over the installation of plant and
equipment.

3 EQUIPMENT SELECTION

All equipment supplied shall be in accordance with this Specification and the relevant
drawings and to the approval of the S.O..

The capacities of all plant and equipment described in the Sub-contract are minimum
capacities and the Sub-contractor shall check them with the S.O., taking into account any
variations which may be made to the systems during the progress of the Sub-contract
Works.

The Sub-contractor shall be required to demonstrate at site that the duties required of the
equipment are obtainable.

Physical sizes of all plants and equipment are to be suitable for the space allocated for the
accommodation of such plants and equipment, taking into account the requirement of
access for maintenance purposes.

In selecting makes and types of equipment, the Sub-contractor shall ascertain that
facilities for proper maintenance, repair and replacement are provided for this installation
and are also provided by others in the form of space, access, lifting and the like where the
latter is not provided the Sub-contractor should inform the S.O. during the tender period.

Where the Sub-contractor proposes to use an item of equipment other than that specified
or detailed in the drawing, which requires any redesign of the system, drawings showing
the layout of the equipment and such redesign as required therefore shall be prepared by
the Sub-contractor at his own expense. Where such approved deviation necessitates a
different quantity and arrangement of materials and equipments from that originally
specified or indicated in the drawings, the Sub-contractor shall furnish and install any such
additional materials and equipment required by the system at no additional cost.

Equipment catalogue and manufacturer's specifications must be submitted for the


examination and details shall be submitted for the approval of the S.O. before any
equipment is to be ordered.

This shall include all information necessary for the S.O. to ascertain that this equipment
comply with this Specification and drawings. Data and sales catalogue of a general nature
will not be accepted.

Before ordering equipment, the Sub-contractor shall provide the S.O. with full details of the
weights and characteristics of the equipment for purposes of determining floor loadings,
power consumption and the like.

4 PACKING, STORAGE AND PROTECTION

Any items suffering from damage during manufacture, or in transit, or on site whilst in
storage or during erection shall be rejected and replaced without extra cost to either the
Owner or the Main Contractor unless either of them, or their respective representatives,
cause such damages.

The Sub-contractor shall also apply an approved protective crating or fix some other
protective material to the materials, equipment, components and accessories so as to
protect them after installation.

In the event that the Sub-contractor fails to do so, the Sub-contractor shall repair to the
satisfaction of the S.O. or supply free of all charge any replacement required to substitute
for any part of the materials, equipment, components and accessories which may have
been damaged in whole or in part as a result of such failure as directed by the S.O. and
shall without prejudice to such other liabilities under this Contract, pay for all expenses and
outgoings of the Owner or the Main Contractor incurred in respect of the removal and
disposal of the damaged parts and the installation of the substitute parts.

5 S.O.'S ENDORSEMENT

No comment or failure to comment on or any other act or omission by the S.O. relating to
the Specification and nothing contained in the Specification shall constitute an instruction
or otherwise impose upon the Owner or relieve the Sub-contractor wholly or partially of
any duty, liability or obligation whatsoever provided that the Sub-contractor shall comply
with instructions issued by the S.O. which relate to the production of information as
applicable to the contents thereof.

6 SAMPLES/TECHNICAL LITERATURE

Within one month following the award of the Sub-contract, the Sub-contractor shall submit
for approval one set of labelled samples and technical literature of the various materials
and equipment as according to the accepted tender offer.

The S.O. reserves the right to require samples which show the fabrication techniques and
workmanship of component parts, and the design of accessories and other auxiliary items,
before any installation work proceeds.

The Sub-contractor shall submit to the Engineer for endorsement manufacturer's


specification and installation instruction for trade products.

7 SUBMISSIONS

All submissions must be made clearly enough in the Sub-contract to enable the S.O. to
fully check such item prior to ordering. Generally, a period of at least three weeks will be
required from the receipt of the complete submissions for the S.O. to provide his
comments. The Sub-contractor shall ensure that this submissions

are made at least two months before any equipment requires to be ordered to meet the
Main Construction Program.

No claims for extensions of time or additional costs shall be entertained as a result of the
Sub-contractor's failure to make his submissions in adequate time and delay the
completion of the project as a whole, then the S.O. shall have the authority to instruct the
Sub-contractor to order materials and/or equipment of a type from an approved source
nominated by the S.O. at no increase to the Sub-contract Sum.

If the Sub-contractor subsequently fails to place such orders within a period of four
weeks from receipt of the S.O.'s instruction, then the S.O. shall be at liberty to order
the materials and/or equipment directly from the manufacturer(s). The cost of all such
orders, including freight, shipping, insurance, handling and administrative charges etc.
shall be deducted from the Sub-contract Sum or recovered in any other method at the
discretion of the Owner.

The S.O. shall be at liberty to reject any plant, materials and workmanship not complying
with the requirements of this Specification of which are in any way unsuitable and to order
their removal and replacement, without increase to the Sub-contract Sum.

The S.O.'s decision as to what constitutes compliance with requirements and suitability
shall be final and binding; the true intent and meaning of the Sub-contract being that the
whole of the Sub-contract Works shall be completed to the satisfaction of the S.O..

No rejected item shall be considered as a reason for failure to meet the completion date of
the project.

8 SHOP DRAWINGS

The Sub-contractor shall submit for the S.O.'s approval 2 sets shop drawings in a timely
manner according to the Main Construction Program. Within 14 (fourteen) days upon
award of the Sub-contract, the Sub-contractor shall submit the submission programme
for approval. The submission program shall include the following details:-

· Proposed submission dates

· Proposed approval date to meet the installation program

The shop drawings shall include the following:-

· Schematics

· Plans (minimum 1 : 100 scale)

· Sections and elevations (minimum in 1 : 50 scale)

· Schedule and details (minimum in 1 : 20 scale)

The shop drawings shall show all location of equipment, piping, ducting, cables, conduits,
joints for wiring, anchors, supports, hangers, test points, measurement instruments, and
the like.

Shop drawings shall be submitted in paper print form. The print shall be endorsed and
approved by the S.O.s/Consultants.

As fitted drawings shall be similarly submitted at Practical completion prior to them being
incorporated in the maintenance manuals.

During the preparation of working drawings, the Sub-contractor shall liaise closely with the
Main Contractor, other Building Services and specialist Sub-contractors to ensure
complete co-ordination of services installed by all parties. Maximum headroom and
minimum installation space shall be maintained at all points. Where headroom or space
conditions appear inadequate, the S.O. shall be notified before proceeding with
installation.

If directed by the S.O., the Sub-contractor shall without extra charge, make reasonable
modifications in the layout as needed to prevent conflict with work of other trades for the
proper execution of work.

9 COORDINATION BETWEEN TRADES

The Sub-contractor shall liaise with the Main Contractor, other Sub-contractors and
tradesmen who will be carrying out other services work on the Site, prior to the
commencement of actual installations, so as to ensure that the work of all trades will be
coordinated. Where works by other trades are to occupy the same equipment and shaft
space and ceiling void, care must be taken to leave clear access for sequential for future
provision of these services within builder's work shafts, plant rooms and false ceilings, etc.

10 SITE SUPERVISION

The Contractor shall engage sufficient qualified and experienced site staff to execute the
works. Registered and licensed trades persons(if applicable) shall be employed under the
direct employment of the Contractor and shall be full time on site to supervise the works.
When requested by the S.O, sufficient draughtsmen shall be kept on site to facilitate
prompt issue of shop drawings.

If the need arises, the services of Licensed Electrical Engineer and Professional Engineers
(Mechanical and Electrical) shall be engaged to assume full responsibilities for all
engineering matters including engineering design, submission to authorities, installation,
switching. These personnel shall be available to attend meetings, discussions,
inspections, and the like as requested by the Architect and for any activation of electrical
equipment and switchboards. Upon completion of the Contract works, the Licensed
Electrical Engineer and Professional Engineers shall furnish Completion and Inspection
Certificates for the respective parts of the Works to the Architect to certify that all the
works are in full compliance with the Specification and Drawings.

11 SETTING TO WORK

As soon as practicable after the completion of any section of the installation, the Sub-
contractor shall, when so authorized by the S.O., give notice to the Main Contractor that it
is required to operate this section and shall request the Main Contractor to clean out all
plant spaces, remove all rubbish under his control (rubbish etc caused by the Sub-
contractor or his sub-contractors must be removed by same) and generally leave the
particular portion of the installation and the access ways thereto in a tidy and finished
state.

The Sub-contractor shall then set such portion of the installation to work, adjust all
regulators, controls, etc and set and adjust the system so that it complies with the
Specification requirements.

In cases where the overall building programme is such that the Sub-contractor will need to
return for the purposes of regulation, adjusting, etc to portions of the buildings which by
that time may be in the occupation of the Owner, the Sub-contractor shall allow in his
tender accordingly and shall take all necessary precautions against damage when working
in such areas.

12 RESULT OF TESTS

If the test results show that the plant and equipment is not functioning in a satisfactory
manner or providing the requirements of this Specification, the S.O. shall decide whether
this is due to incorrectness or faulty work by the Sub-contractor and if this be the case, the
Sub-contractor shall, when called upon, carry out at his own expense such alterations,
replacements and adjustments as may be required, to the S.O.'s complete satisfaction.
The S.O.'s decision as to what constitutes a satisfactory test shall be final.

13 CERTIFICATE OF COMPLETION AND ACCEPTANCE PROCEDURE

The Sub-contractor shall submit the details of commissioning engineers where


qualifications must be submitted to the S.O. for approval. The S.O. reserves the right to
reject any person unsuitable.

The installation shall be 'practically completed' following satisfactory commissioning, the


Sub-contractor will be duly issued a Certificate of Completion. This in effect starts the
twenty four (24) months Defects Liability Period and Maintenance Period.

A joint inspection will be held between the Owner representatives, S.O. and Sub-
contractor to establish an outstanding works and defects list. All outstanding
works/defects, should be completed within one month from the date when the
Certificate of Completion was issued.

If, at the end of the one month's period from the date of issuing the Certificate of
Completion, any defects/outstanding works mentioned in the list still exist, the S.O. is
empowered to appoint a body to rectify all defects/outstanding works and deduct the cost
involved from the retention money.

One month before the end of the Defects Period, a final defects inspection will be made
and the Sub-contractor has one month to clear the final defects before release of the
retention money.

10 DEFECTS LIABILITY PERIOD

The Defects Liability Period for the purposes of this Sub-contract shall be a period of
twenty four (24) months from the 'Date of Practical Completion', providing that during such
period the Sub-contractor shall have remedied and made good all faults or defects as
described below, to the S.O.'s and Owner's satisfaction.

During the Defects Liability Period, the Sub-contractor shall at his own cost remedy and
make good with all possible speed any faults or defects in the Plant or Works due, in the
opinion of the S.O., to faculty materials, workmanship or design and, shall indemnify the
Owner and/or the Main Building Contractor against any damage or injury to the Building
contents and/or occupants arising as a result of such faults or defects.

11 AS-NEW CONDITION

At the time of handover of the Contract Works after the Period of Maintenance, the whole
installation shall be in `as-new' condition. The Sub-contractor shall, during the course of
the Sub-contract, protect all plants and equipments and shall restore/repaint as necessary
before completion of the Sub-contract.

15 INTENT

It is the intent of the specifications and drawings to call for finished work, tested and ready
for operation.

Any apparatus, appliance, or material not shown on the drawings but which is mentioned
in the specifications or vice versa or any incidental appliance or materials or services
which may be necessary to make the work complete and perfect in all respects and ready
for operation, even if not particularly specified, shall be supplied, delivered and installed by
the Sub-contractor, without any additional expense to the Owner. Any such apparatus,
appliances or materials shall be of the same make as for other similar items which have
been specified.

The drawings are not to be scaled. For dimensions of the building refer to the Architect's
drawings and/or field measurements. Where dimensions are specified, this should be
checked on site and any discrepancy reported to the Engineers before commencement of
work. Additional expenses due to wrong measurements will not be entertained but borne
by the sub-contractor.

16 BASE SPECIFICATION

It is the intent of the specifications that major items of equipment and controls shall be
supplied and installed strictly in accordance with the relevant clauses of the specifications
and incorporating components from the approved list of manufacturers. Each tenderer
shall submit with his tender a list of manufacturers of the equipment included in his Base
Tender and a list of the sub-contractors he proposes to employ.

Should a tenderer propose to supply equipment by another manufacturer not included in


the aforesaid list, or varying from the Schedules and drawings. he shall state so in his
tender and shall state the amount to be added or deducted from his Base Tender Price for
substitution of such manufacturer's equipment, this variation being exclusive of any costs
involved in the requirements.

It is not intended to apply this Base Specification method to very general equipment, but,
to items listed in the Technical Specification.

17 SITE VISIT

Visit the site before tendering and ascertain exactly condition under which the work is to
be executed as no claim for extra payments on the grounds of insufficient and inadequate
information will be considered.

18 EQUIPMENT AND MATERIAL APPROVALS

Within 14 days after the award of any sub-contract, the Sub-Contractor shall submit for
approval a list of manufacturers of equipment and material proposed for the work. The
Sub-Contractor's intent to use the exact makes stated in his tender does not relieve him of
the responsibility of submitting such a list.

Wherever the words "equal", "approved equal", "as approved" appear in the specification,
this shall mean approved in writing by the Consulting Engineer.

Each item of equipment shall be a standard catalogue product of an established,


reputable, approved manufacturer. All similar equipment shall be of the same
manufacturer, type, class and finish, unless otherwise specified.

Where manufacturer's catalogue numbers or types are specified or shown on the


drawings, they are generally intended to be used as a guide, and are not intended to take
precedence over the basic duty and performance specified or shown. In all cases, verify
the duty with the particular characteristics of the equipment offered for approval.

Where no alternative materials are noted in the specification or on the drawings and where
the words "equal", "approved equal", or "as approved" etc., do not appear, the exact make
specified must be supplied and installed.

19 EQUIPMENT AND MATERIAL DEVIATIONS

The dimensions and ratings of equipment specified herein or indicated on the drawings
are intended to established the outlines and characteristics of equipment furnished by the
particular manufacturer or manufacturers specified.

Where the Sub-Contractor intends to use an item of equipment or material other than than
that specified or shown on the drawings or in the Schedules, the Consulting Engineer's
approval therefore must be obtained in writing.

Should any tenderer include in his offer equipment or material other than that shown in the
drawings and schedules, such equipment or material must conform fully to the
requirements for these items as shown in the drawings and schedules. Acceptance of any
tender which includes equipment and material which differ in any respect to that
equipment and material shown on the drawings and Schedules, in no way relieves the
Sub-Contractor from complying with the specification, drawings and Schedules.

Where such approved equipment deviations require a different quantity and arrangement
of piping, wiring conduit and equipment from that specified or shown on the drawings, the
Sub-Contractor shall furnish and install any such additional piping, structural supports,
electrical materials, insulation, controllers, motors, starters and equipment required by the
system without additional charge.
