Forward

This standard compare to the “Procedure of maintenance for power plant”(SD230—1987) have the
belowed main changes:

——Revise the mandatory standard to the recommended standard;


——Power plant carry out the new inspection methods;
——Inspection and quality control carry out the GB/T19001 quality management systems’requirements;
——Redivide the inspection grade and the combination pattern of the inspection grade;
——Revise the inspection item plans’organization and its approval procedure;
——Added the control system,wet desulphurization device etc.equipment inspection items and the
contents of the acceptance summary.

This standard is instead of the SD230—1987 from the implementation date.

All of the appendixs of this standard is the informative annex.

Introduction

This standard is according to the State Economic and Trade Commission power company “the notify about
the DL and the reschedule plan in 1999” (electric power [2000] 22 No.) to arrange revise.

The former edition “Power plant inspection instruction” (SD230—1987) is a mandatory provision
which is draw up,approve and implement by the state competent departments.It’s have the great
meaning for the device inspection, economical operation, guarantee the power equipment and
electric network’s safe and steady.Along with the development of the national power industry, large
capacity,high parameter machine sets are put into operation.Due to the differents reliability,security
and economical of the diverse machine sets,the former edition is not applicable to the inspection
items and the interval etc.instructions.At the same time, the new electricity system “factory and the
network is separate, bidding on the net” ,the power generation as an independence main body to
compete in the market,the device inspection is belong to the enterprise’s internal operation
management scope,so it’s not applicable to use the mandatory provisions.But,the power equipments
inspection have the common characters,its inspection plan have the great influence on the network’s
safety and its steady running.So you also need to have an industry standard to specification it,so this
time we revise the former mandatory standard to recommended standard and rename it as “Gudie of
maintenance of power plant equipments”.

Gudie of maintenance of power plant equipments


1 Scope

This standard specification the power generation enterprise’s device inspection interval, inactive
time,plan and its relevant content management.
This standard is applicable for the unit capacity is 100MW and the aboved steam power plant or the
unit capacity is 40MW and the aboved hydraulic power equipment’s inspection work.And the other
capacity grade’s steam or hydraulic power equipments’ inspection work can reference to this
standard to carry out.

2 Normative Reference
Through the quoted by this standard , the following documents’ items are become to the items of
this parts.Any quoted documents if it is dated,the following modify notification (not including the
errata contents) or modify edition are not apply to this part.But,the agreement which is according to
this part can use this parts’latest edition. If it’s not dated,it’s latest edition can apply to this part.
GB/T19001 Qaulity management system requirements.

3 Terms and definition

The belowed terms and definition are applicable to this standard.


3.1 Maintenance Grades
Maintenance Grades are use the set equipments inspection and the inactive time as the dicipline.It
divided the power generation enterprise’s set equipment inspection into A,B,C,D four grades.
3.11 A Class Maintenance
A class maintenance is means to inspection and maintenance the power generation set equipments
overall in order to keep,renew or improve the equipment performance.
3.1.2 B Class Maintenance
B class maintenance is means against to the existence problems of the set equipments to strip
inspection and maintenance. B class maintenance can according to the set equipments condition
assessment result to implement the A class inspection items or regular scrolling inspection items.
3.13 C Class Maintenance
C class maintenance is means according to the instrument wear and aging rule to focus on the
inspection,assessment,maintenance and to clean the set equipments.The C class maintenance can
change a little parts,instrument disappear,adjustment, preventive trial etc. and implement the part A
class’ inspection items or regular scrolling inspection items.
3.1.4 D Class Maintenance
D class maintenance is when the set equipments are running well to punch the main instrument’s
ancillary system and the instruments.In addition it’s can according to the instrument state’s

assessment results to plan the C class inspection items.


3.2 Time Based Maintenance (TBM)
Time based maintenance is base on the time to preventive maintenance.According to the statistical
regularity of the wear and aging to make sure the inspection class,inspection interval,inspection
items,require spare part and material etc inspection methods in advance.
3.3 Condition Based Maintenance (CBM)
Condition based maintenance is according to the device status info which is provided from the
condition monitoring and the diagnostic techniques and device status assessment to inspection the
equipments before failure occurrence.
3.4 Proactive Maintenance (PAM)
Proactive maintenance is a inspection method which is for the device that has the congenital defect
or recurrent failure,you need according to the current device technical level and the development
tendency to reform and then clear up the equipment defector to imporve the technology performance
and availability ratio to combined the inspection procedure to implements.
3.5 Run Till Failure (RTF)
Run till failure is means when the device break down or have other failure,the device has the
unplanned inspection.
3.6 Primary Equipment and Ancillary Equipment
The primary equipment is means boiler,turbine,gas turbine,hydraulic turbine,dynamotor,main
transformer, generating set control device etc.equipments and its auxiliary device.The ancillary
equipment means the production device excluding the main equipments.
3.7 A class Maintenance interval of a unit
A class Maintenance interval of a unit is means the time from the end of the former A class
inspection to the beginning of the next A class inspection.
3.8 Time limit for Maintenance
The time limit for maintenance is means the generating set’s time from the system disconnection (or
exit to spare) to finish the inspection and the generating set begin to work..
3.9 Hold point and witness point (H,W Point)
Hold point and witness point (H,W Point) is means the critical sequence quality control point which
is setting according to one working procedure’s significance and the difficulty or facility of
production.This control point couldn’t transfer to the next procedure unless have the quality
inspection visa.H (Hold point) means insuperable stop working and waiting to inspection.W
(Witness point) is the inspection witness point.

3.10 Disaccord
Disaccord means the quality can not acceptable or the items can’t judge due to its performance,files
or the deficiency of the procedure.

4 Basic principle

4.1 Power generation enterprise must according to the government regulation’s technology
supervision regulation,the design file which is provided by the manufacturer,the similar generating
set’s inspection experience and the results of the equipments status assessment etc.to managing your
devise inspection.
4.2 Equipment inspection must carry out “safety first” policy,put an end to any kind of break rules
and make sure the person and equipment’s safety.
4.3 The quality inspection management must according to the GB/T19001’s quality management
standard and carry out the whole course manage and push to the operation standardization.
4.4 The device inspection must carry out the budget management and the cost control.
4.5 The generator set inspection must base on the regular inspection and then enlarge the inspection
ratio step by step to integration the regular inspection,status inspection,improvement inspection and
failure inspection’s optimize inspection mode at last.

5 Basic requirements of the inspection management

5.1 The power generation enterprise must finish all of the inspection workings to reach the aim of
the quality and standard during the specified period to make sure the generating set’s security, steady,
economical running and the construction and structure’s integrity and steady.
5.2 Power equipment inspection must use the PDCA (P—Plan, D—Do,C—Check, A—Action)’s

circulate method to make each planning and the specific measures from prepare the inspection to
construction,acceptance and assessment after the inspection work..
5.3 Power generation enterprise must according to the GB/T19001 quality management standard’s
requirement to set up the quality management system and organizations to issue the quality
management handbook and perfection the program file to push the procedure management.
5.4 The power generation enterprise must establish the enviromenttal and labour protection
measures during the course of the inspection in order to dispose any kind of waste,improving the
working enviroment and labour conditions,civilized construction and clean production.

5.5 The device inspection person must familiar with the system and the structure,performance and
priciple of the device,inspection technology,procedure,debug method, quality standards and working
regulation of power safety.The person must master the locksmith,electrician skill and other skills
which is closely related to this specialty,know and draw the simple parts and electrci principle
drawing.
5.6 The inspection working must use the advanced procedure and the new technology.You must use
the new material,new tooling to improve the working efficiency and shorten the inspection time.
5.7 Power generation enterprise should establish device status monitor and diagnosis structure
organization to inspection the critical device which reliability and security influence is big.
5.8 Power generation enterprise should use the advanced computer inspection management system
to implement the modernization of management.

6 Maintenance interval and inactive time

6.1 Maintenance interval and the inactive time


6.1.1 The generator set inspection is divided into A,B,C,D four grades.Each kinds power unit’s A
class’ maintenance interval and inspection class compound mode are according to the table 1’s rule
to implements.
6.1.2 Power generation enterprise can adjust A class maintenance interval according to the
generating set’s technology performance or the actual running times.Use the different inspection
class compound modes but you must have the technical certification and approved by the superior
authority.
6.1.3 For the power generating units which start/stop peak shaving is not less than two times each
week,Domestic power generating units and low grade fuel (the low post’s heating power is less than
14654 KJ/Kg) which total running time is at or aboved the 150 thousand hours,it's A class
maintenance interval can lower than the rules of the table 1.You also can add one D class inspection
or one D class inspection’s inactive time according to the specific conditions.
6.1.4 For the new generating set,the first time A/B class inspection must according to the
manufacturer’s requirements,contract provisions and generating set’ specific codition to decide.If
the manufacturer not have the express provision, generally the inspection time is about 1 year after
the production.But the main transformer’s first time A class inspection can according to the testing
result, generally the inspection time is about 5 years after the production.

6.2 Accessory equipment and auxiliary equipment’s maintenance
The main device’s accessory equipment and auxiliary equipment must according to the device status
monitor,assessment results and the manufacturer’s requirements to follow the 6.1’s rules and decide
the detection grade and maintenance interval.
6.3 Generator set’s inspection inactive time.
6.3.1 The generator set inspection standard item’s inactive time is reference by the table 2 or table 3.

Note:Inspection inactive time are already including the load test’s require time.
6.3.2 Header system boiler and heat-supply steam generator set’s inspection inactive time should
according to the boiler nameplate’s cooling steam generator set’s capability.You can check it in the
table 2 and added 1d~3d at discretion.
6.3.3 For the sandy rain and severe corrosion water turbine generator set,its inspection inactive time
can use the table 3’s inactive time to multiply the correction factor which is not more than
1.3;Tubular turbine generator sets’ A class inspection inactive time should correspond added 20d
than the same dimension movable propeller generator’s A class inspection inactive time.
6.3.4 The generator set’s inspection inactive time can more the table 2 or table 3’s rule if the device
should change the main parts or have the other special requirements.
6.3.5 For the seasonal running water wheel generator set’s inspective inactive time,you can not
restricted by the table 2 and table 3.But you should in the boundary of which not effect the generate
electricity and power switching.
6.4 Gas turbine’s inspective interval,inspective grade and inactive time
Gas turbine’s inspective interval,inspective grade and inactive time which is according to the
manufacturer’s rules to implement.

7 Inspection item and the inspection plan

7.1 Determine the inspection items


7.1.1 The main device’s inspection items can divided into the standard item and special item two
types. (The main device’s A class inspection items are read the appendix A for reference.)
7.1.1.1 A class inspection standard items’ main contents:
a) Manufacturer’s requirement items;
b)Completely disassembly,periodical inspection,clean,measurement,adjustment and maintenance;

c)Regular monitor,testing,inspection and identify;


d) According to the requirements to regular replacing the parts’ items;
e)According to each technology monitor regulations to inspection the items;
f)Remove device and system’s deficiency and hazards.
7.1.1.2 The B class inspection items are according to the machine set’s assessment,system’s
characteristic and the running status.Implement the part A class inspection items pertinence and
regular scrolling the inspection items.

Note 2: The generator set which material of the runner blade is the stainless,its inactive time must according to the lower limit to implement.

Note 3:The inspection inactive time is already including the loaded test’s required time.

Note 4:The generator set which use the D class inspection,its inactive time is the half of the C class inspective time.

7.1.1.3 C class inspection standard items’main contents:


a) Remove the deficiency during the running.
b)Clean,inspection and dispose the vulnerability and grindability parts.If necessary,you must carry
on the measuring and testing.
c)According to each technology monitor instruction to inspection the items.
7.1.1.4 D class inspection’s main contents is to remove the device and system’s deficiency
7.1.1.5 Generation enterprise can according to each class inspection items to adjust the device
status.Generally,during one A class inspection period,all standard items must carry out the
inspection.

7.1.1.6 The special items are the inspection items which is exclusion the standard items,
anti-accident measures, energy improvements and technically improve measures etc.items.The
significant special items is means the complex technical, long period, high cost or the items which
have the important effect of the system construction structure.The generating enterprise can
according to the requirements to arrange it into the each class inspection.
7.1.2 The auxiliary device of the main equipment and the auxiliary device must according to the
device status and manufacturer’s requirement to proper determine the inspection items.
7.1.3 The production building and the non-production device’s inspection
7.1.3.1 The generating enterprise must regular inspection the production building (workshop,coal
storage,ash dam,irrigation works construction etc.) and the important non-production device
(road,slope protection) and according to the practical situation to arrange the necessary inspection
items.
7.1.3.2 The water power generation enterprise’s construction and flood discharge device’s inspection
working must finish inspection before the flood coming.The sluice door and hoist machine must
carry out the checking test before the using.
7.2 Inspection project planning and the planning making
7.2.1The generating enterprise must making the inspection project scrolling programming for three
years and the latter half of the year’s inspection programming plan and delivery it to the authority on
the 15th Aug. each year.
7.2.2 Draw up the inspection scrolling programming plan for three years.
7.2.2.1 The three years inspection scrolling programming plan is the generating enterprise for the
latter three years’ A/B class inspection to pre-arrange the significant special items.
7.2.2.2 The contents of the three years inspection scrolling programming plan are including the
name of the engineering project,the former A/B class inspection time,the significant special items,
important technology measurement summary, prearrange the inspection time,prearrange the
inactive days,requirements spare parts and material (the three years inspection programming
scrolling specification table’s format is see the appendix B)
7.2.3 The arrangement of the annual inspection programming plan.
7.2.3.1 Each generating enterprise must according to factory’s main device, auxiliary device’ s
health and the inspection interval and the planning of the three years inspection scrolling
programming plan to draw up the annual inspection programming plan.

7.2.3.2 The annual inspection programming plan’s contents are mainly including the name of the
factory, inspection class,standard items,special items,main technology measurement,inspection
schedule arrangement,working hours and cost etc. (the annual inspection programming planning
table’s format is see the appendix C)
7.2.3.3 The main device inspection programming plan is according to the single main device to
arrange the unit project.
7.2.3.4 The auxiliary device is according to the system classify as the independence items to arrange
into the annual inspection project.
7.2.3.5 Production building’s heavy maintenance planning must according to the construction name
to list the unit project.
7.2.3.6 The non-production device ‘s heavy maintenance planning must according to its device’s
name to list the unit project.
7.2.3.7 The special item must arrange to the annual project planning step by step.
7.3 Draw up the annual inspection completion period and declaration
7.3.1 The generating enterprise must according to the annual inspection’s important requirements
which is forwarded by the authority and draw up the next year inspection period planning.The
annual inspection period planning is including the inspection grade,the time which is interval to the
former inspection time,inspection period,the arrangement of the inspection schedule and its
instruction etc.(the annual inspection period working table’s format is see the appendix D)
7.3.2 Before the 15th Oct.the generating enterprise must send the next year inspection period
planning to the electric network business operations each year.
7.3.3 After the electric network business operation receive the annual inspection period
planning,they should consider the forecast of the electric network,hydrology forecast information
and the energy policy,according to the impartial,opening and the justness policy to transfer the
electricity transformation for the next year and balance the generating equipment inspection
planning.Before the 15th Nov.,they must approve the next year all-optical network’s inspection
planning.For the generating set which must inspection in the next year’s first quarter,you must
pre-arrange it.
7.4 The annual inspection period planning’s adjustment and implement

7.4.1 Generally,the annual inspection period planning which is issued by the electric network
enterprise,the A,B class inspection’s on-stream time can not adjust otherwise,in the special
situation,you must report to the electric network enterprise to approve and determine in the quarter
and monthly inspection planning.Any parts who cause the change of the quarter and monthly
inspection planning must according to the relevant regulations to bear the responsibility.
7.4.2 In the annual inspection period planning which is issued by the electric network enterprise,the
C,D class inspection and the inspection which can effect the electric network output,running mode
and the important users’ auxiliary inspection,its on-stream time can be determine in the monthly
inspection planning.
7.4.3 The electric network enterprise must according to the annual inspection period planning to
released the next quarter’s generating set inspection planning before the 10th of the each quarter’s
last month.And released the next month’s generating set inspection planning before the 20th of the
this month.
7.4.4 On the premise of not effect the electric network’s speed and the accident spare parts,if have
the electric network enterprise’s approve,the power generation enterprise can use the holiday and
the network valley load to implement the D class inspection.
7.4.5 After the inspection working,if have the reason to added the inactive time,the power
generation enterprise must apply the application to the electric network enterprise before the half
of the generating set’s planning inactive time.And the enterprise must receive the approve before
the implement.

8 The inspection material,spare parts and the management of the inspection cost

8.1 The management of the inspection material and the spare parts.
8.1.1 The power generating enterprise must draw up the inspection material and spare parts’
management system.Its contents are including the draw up,ordering,delivery,acceptance,
storage,disposal of the non-conformance,record and information etc.requirements.
8.1.2 The inspection material planning should draw up by the speciality engineer (or speciality
inspecting person) and appendix the technology requirements and the quality guarantee
requirements.The special inspection items’bulk material,special material,mechanical and electrical
products and the spare parts must draw up the special planning,technology regulation and carry out
the open tender.Especially,you must strengthen the accident spare part and the parts’ storage and
management.

8.1.3 After the important special items which are released by the three years inspection scrolling
programming have approve and determine the technology project,you must bid for the spare part
and the special material,order and go on the inner and outer techonology cooperation etc.working.
8.1.4 The standard items’ required material and the spare part must according to the quota to
implement.The special items’ required material and the spare part must draw up by the each
speciality engineer and after the approve to submit to the relevant department to purchase.
8.2 Inspection cost management
8.2.1 The power generating enterprise must draw up the relevant inspection cost’s management
system and implement the budget management and cost control.
8.2.2 The inspection cost must according to the fiscal system,purpose and the inspection grade to
separate use and account.
8.2.3 The important special items which is approved in the three years inspection scrolling programe
can allow to draw the require capital in advance.
8.2.4 On the premise of implement the annual inspection task ,the power generating enterprise is
allowed to reversible use the main device,auxiliary device,production construction’s inspection
cost.But for the non-production device’s inspection and the maintenance,the cost can’t reversible
with the production device and production construction’s inspection cost.

9 External engineering management

9.1 The power generation enterprise must draw up the external contract award engineering
management system.The generating set control system and the relay protection system’s inspection
are not suitable to external contract award.
9.2 The contractor must have the relevant competency,achievement and the perfect quality guarantee
system and through the tender method to determine.
9.3 For the external contract award must use the contract management.The contract must definite
the items,security,quality,schedule,payment terms and liability etc. and reserved the suitable quality
deposit.
9.4 External contract award engineering quality managements.
9.4.1 The power generating enterprise must beginning from the project approval and determine the
external contract award’s technology principal and the quality accepter and quality management
the whole process of the items.

9.4.2 The power generating enterprise must draw up the inspection package file (the main contents
is see the appendix E) .And according to the quality requirements and operation procedure to set
the H point and W point and technical disclosure with the contractor. The contractor must strictly
according to the inspection package files to working.
9.4.3 Enhance the external contract award engineering’s post-occupancy evaluation working and
evaluate the contractor’s working performance.
9.5 The external contract award’s safety management.
9.5.1 The external contract award engineering must have the safety technology agreement and
definite both parts’ responsibility and together to monitor and acceptance.
9.5.2 Before the contractor’s construction team go into the production field,the power generation
enterprise must train the safety knowledge for them.After their pass the qualification test and then
can go into the production field.
9.5.3 The craneman,welder,scaffolder etc.special work personnel and metering device’s survey of

etc.must in the controlled condition in order to reach the inspection effect and the aim of the
quality.The entire inspection management process see the appendix F.
10.2 The prepare phase before the working.
10.2.1 The power generating enterprise must according to the running status,technology monitor
data and the former inspection condition to assessment the generating set status.According to the
assessment result and the annual inspection process planning to determine the inspection items and
the necessary adjustment to draw up the proper countermeasure and technology measurement.
10.2.2 Make sure the inspection cost,material and the sprae part planning etc. to prepare the material
and spare parts’ purchase,acceptance and storage.

network diagram and the control table.

10.2.9 The whole inspection personnel and the relevant management personnel must learn the safety
procedure,quality management handbook and the inspection package file and must pass the test.
10.2.10 Before one month of the inspection working,the power generating enterprise must organise
the relevant personnel to inspection the above each working’s completion description.Recheck to
make sure before go into operation.
10.3 The inspection working phase’s organization and management.
10.3.1 Disassembly
10.3.1.1 The inspection personnel must take along all the require toolings and some pieces
comsumption materials to disassembly the machine and must noted whether the safety facilities
(such as scaffolding,flat roof,enclosure etc.) is integrity or not.
10.3.1.2 According to the inspection package files’ regulation to disassembly the device and make
the right working procedure,use the toolings,instruments,material properly.For the device which is
the first time to disassembly must place the position sign in each assembly.
10.3.1.3 For the disassembly device and parts must according to the inspection management figure
to seal the pipeline tapping parts which is connected with the system.
10.3.2 Inspection
10.3.2.1 After disassembly of the device,you must clean it, test each items’ technology data in time
and complete inspection the device to find the device deficiency,master device technology
status,judge the former important inspection items and the effect of the technology renovation
project.

10.3.2.2 According to the device’s inspection condition and the measuring technology data and
compare to the device current situation,historical data,running status to complete assessment the
device.And based on the assessment result to adjustment the inspection items,schedule and cost in

10.3.3 Maintenance and reinstallation
10.3.3.1 The device’s maintenance and reinstallation must strictly according to the technics
requirements,quality standard and the technology measurement to process.
10.3.3.2 The device must through the maintenance in order to make sure its according to the process
requirement and the quality standard.Already remove the deficiency and pass the acceptance then
you can reinstallation the device.You must not damage the device,misplace the parts and not leave
the sundries in the device when you are doing the reinstallation.
10.3.3.3 The reinstallation parts must take the antirust and anticorrosion measure.
10.3.3.4 The device’s former nameplate,encloser,label, the handrail and flat roof which due to its
effect the inspection so is dismantled temporary.This must be install as soon as the device is
reinstallation.
10.3.4 The device disassembly,inspection,maintenance and reinstallation course’ s requirements.
During the device disassembly,inspection,maintenance and reinstallation course,it’s must have the
detail technology inspection and techonology record.The capital letters are legibility,the data is
true,the measurement analyse is accurate and all the records are complete,right,simple and clear.
10.3.5 The quality control and monitor
10.3.5.1 The inspection quality management must carry out the quality control inspection to
integration the three class acceptance.If necessary,use the supervisor to monitor.
10.3.5.2 The quality inspection personnel must according to the inspection package files’s regulation
to check and visa the H and W points which is straightly effect the inspection quality.
10.3.5.3 If you find out the non-conformance items during the inspection,you must fill out the
non-conformance notify and according to the relevant process to handle.
10.3.5.4 All items’ inspection working and quality acceptance must use the sign responsibility
system and quality traceability.
10.3.6 Security management
10.3.6.1 During the device inspection course,you must carry out the security regulation,enhance the
security management,definite the safety responsibility and ascertain the safety measurement to
make sure the personnel and device’s security.

safety device and take charge of the running personnel.
10.4.2 Cold (static) status acceptance must after complete all the parts running test and when its
condition is all right and take charge of the power generating enterprise’s production responsible
person.We mainly testing the inspection item’s completion condition,the quality status, the parts
testing,parts test running and check the inspection technology info and the on-site inspection.
10.4.3 Entirety test running
10.4.3.1 The condition of the entirety test running is the cold (static) status acceptance is qualify,all
the qualify inspection can commissioning,complete the fire check,device nameplate and logo is
right ,the device change notice and the running attentions are all submit to the running
department,the test running outline have pass the approve and the running person finish to prepare
the running.
10.4.3.2 The entirety test running process must in charge of the power generating enterprise’s
production responsible person.The contents is including any kinds of the cold (static),hot (dynamic)
status testing and the on-load testing.
10.4.3.3 During the test running,the inspection person and the running person must mutual inspect
the device’s technology status and the running condition.
10.4.3.4 The continue on-load running time must not more than 24 hours after the
inspection.Thereinto,the full load testing time must have 6 hours to 8 hours.
10.4.4 After the whole test running ,complete the inspection and make sure its in the normal
condition and then the report generating set to the electric network to rework.
10.5 Inspection assessment and summary
10.5.1 After the generating set rework,the power generating enterprise must doing the technology
economic assessment about the security,quality,items,hours,material,the spare parts,technology
monitor,cost and the generating sets’ test running status etc.The main device’s cold (static) and hot
(dynamic) status assessment see the appendix G.

10.5.2 Doing the effective testing after the 20 days of the generating set’s rework and submit the
testing report and work out the efficiency assessment.
10.5.3 After 30 days of the generating set’s rework,you must submit the inspection summary

computer management data base.
10.5.5 The device inspection technology record,testing report,quality testing report,device change
