ELECTRICAL MATERIAL CONTROL - PROJECT EXECUTION

1.0 PURPOSE
This practice provides standards, procedures, nomenclature, and the mandatory requirements for
Electrical Material Control Project Execution.

The following Activity Based Work Flow Diagrams supplement this practice:

2.0 APPLICATION
This practice applies to all projects in Fluor offices where Electrical Material Control activities are required.

This practice is used by the Electrical Engineering and Design Task force to execute the Material Control
aspects of the job on Fluor projects. Execution of Material Control aspects include:

6.0 REQUIREMENTS
Kick-Off Project Execution Phase
6.1 The Electrical Project Lead will review the approved Electrical Material Control Plan with
the Project Team.
Refer to Practice 000.265.3002, Electrical Material Control - Project Set-Up.

The following components of the Electrical Material Control Plan are to be reviewed as a
minimum:

Key Quantities (Baseline and Reporting expectations)

Material Responsibility Matrix (MRM)

Specific attention should be given to the role of the construction contractor and
subcontractors in the gray area between Fluor Home Office purchased materials, Fluor Site
purchased materials, and Contractor supplied materials including consumables. Confusion
is minimized when a detailed list of materials is specified. For each class of materials,
participants' responsibilities should be defined including developing requirements
specifications, material take-offs, inquiries, purchasing, inspection, expediting, shipping,
invoicing, and closeout.

Review the Field purchasing strategy. Normally, procurement at the construction site should
be limited to non-engineered bulks and consumable materials. A list of consumable
materials should be established and jointly reviewed early in the project.

Material Control Level Schedule (e.g., critical path Purchase Orders, Required at Site dates,
first buy requirements for Electrical Bulk Material).

6.2 The Electrical Project Lead will maintain the Electrical Material Plan during the project
execution phase.

Key Quantity Control (monitoring, forecasting, and reporting)


6.3 The Electrical Project Lead will track and report key quantities for the electrical materials
on the project.
Requirements for Electrical Engineering key quantity tracking and reporting are described in
Data Standard 000.265.6608 and outlined in Electrical Work Instruction 000.265.1975, Key
Quantities.

Tracking, reporting and reviewing the actual engineered and bulk material quantities during the
life of the project is a critical success factor for analyzing and controlling project costs, which
include material handling and installation costs in the field.

The Electrical Project Lead periodically reviews the Key Quantity Reports with project
stakeholders and communicates the importance of maintaining the budgeted quantities against
baseline quantities and the team’s responsibilities in terms of identifying impacts to the quantities
as a result of changes in scope, and execution strategy.

Note: Key Quantities and their unit of measure have been standardized to establish one report
that rolls up to various levels of reporting detail, from discipline control level to monthly project
and management levels.

Key Quantities comprised of materials, and/or deliverables are reported during the engineering
phase and they provide the project team an indication of trends in project costs and schedule
forecasts. Systematic measuring and trending of selected material quantities against the
baseline estimate improves forecasting and control of the cost associated with the purchase and
installation of materials. This is a combined effort between Estimating, Project Controls, Project
Management and the Engineering disciplines and it is central to Baseline Centric project
execution. The standardized reporting hierarchy of quantities and their units of measure provides
a consistent basis for analysis, forecasting, detailed benchmarking, budget control, and
management reporting.

The Project Controls Lead, Project Engineering Leads, and the Material Management Lead
produce key quantities as outlined in Practice 000.300.2500, Project Key Quantity Reporting and
Staffing.

6.3.1 The Electrical Project Lead will coordinate with the Electrical SPEL DAS and the
Electrical S3D DAS to determine the best approach for harvesting and extracting
database material quantities.
Once the strategy for harvesting and extracting material quantities from the design
tools has been agreed upon the Electrical Project Lead documents and
communicates the approach with the Electrical teams in the execution centers.

6.3.2 The Electrical Material Controller will prepare the monthly Key Quantity Reports.
If the project does not have an assigned Electrical Material Controller the Design
Supervisor prepares the Key Quantity Report.

6.3.3 The Electrical Material Controller will work with the Electrical Design Supervisor to
establish the forecast of materials not recognized in the design.

6.3.4 The Electrical Material Controller will input the monthly Key Quantity Report into
MQMS.
Requirements for quantity reporting are described in Practice 000.200.3005,
Material Quantity Management System (MQMS).

6.3.5 The Electrical Project Lead will analyze the Key Quantity Reports and implement
mitigation strategies if there is an increase in the Total Installed Cost (TIC) as a
result of quantity growth.
Continuous monitoring of key quantities and identification of key quantity changes
is everyone’s responsibility. The sooner a potential increase in quantities is
identified the better to enable the team to design out the quantity growth or TIC
increase.

6.3.6 The Electrical Project Lead will review the Key Quantity Reports and mitigation
strategies to minimize Total Installed Cost increases with the Electrical
Department Manager or Electrical Functional Lead.

6.3.7 The Electrical Project Lead will issue the Key Quantity Report.
A (comprehensive) explanation is to be included in the report in case of changes
in quantities from the previous reporting period. The report is also to identify the
implemented mitigation strategies to minimize TIC growth and impacts to other
disciplines where applicable.
Procurement and Contracts
6.4 The Electrical Project Lead will periodically review the purchase order and contract
schedules and budgets with electrical stakeholders.
The Electrical Project Lead has the ultimate accountability and responsibility for the Electrical
purchase orders and Electrical contracts which includes the technical content, schedule, and
controlling the budget. As such, the Electrical Project Lead requires access to the pricing data in
order to perform a technical-economic analysis during budgetary analysis, bid cycles and change
order requests.

Note: The technical-economic analysis is not meant to supplement or replace the commercial
bid analysis.

6.5 The Electrical Responsible Engineer will work with the Project Buyer to administer the
technical content and schedule, and control of the budget for Electrical purchase orders.
Refer to Practice 000.265.3020, Electrical Material Control - Pre-Award and Purchase Order, for
requirements for developing purchase orders and conducting technical-economic evaluations.

Refer to Practice 000.265.3021, Electrical Material Control - Post-Award and Change Order.

6.5.1 The Electrical Material Controller will participate in the Procurement Tracking
Report and Expediting Status Report meeting to status electrical requisitions.
Current status, existing issues and concerns are to be obtained from the Electrical
Responsible Engineer prior to attending the status and reporting meeting.
6.6 The Electrical Engineer will support the originating Discipline Engineer in administering
the technical content and schedule requirements for purchase orders developed by other
Engineering disciplines.
Refer to Practice 000.265.3030, Interface for Other Disciplines’ Requisitions.

6.7 The Electrical Project Lead will work with the Fluor Contracts Administrator to administer
the technical content and schedule, and control of the budget for Electrical contracts.
Refer to Practice 000.265.2020, Electrical Contract Management Interface, for requirements with
respect to the development of technical content for contracts.

6.7.1 The Electrical Project Lead will periodically review the contracts’ schedules and
budgets with Electrical stakeholders.

6.7.2 The Electrical Project Lead will participate in the contract status meetings.
MaterialManager® Catalog Maintenance
6.8 The Electrical Material Controller will maintain the project-specific Material Catalog for
project use.
Maintenance of the Material Catalog is critical to verify the material requirements which support
construction are met.

6.8.1 The Electrical Designer will issue a formal request to the Electrical Design
Supervisor to add to or modify the Material Catalog.

Important: MaterialManager® is the primary repository for material. Therefore no


material is to be created directly into the S3D or SPEL catalog.

6.8.2 The Electrical Design Supervisor will review and approve the request for new
material.

6.8.3 The Electrical Material Controller will update the material catalog in
MaterialManager®.

6.8.4 The Electrical Material Controller will request the Electrical S3D DAS and the
Electrical SPEL DAS to synchronize the material catalogs in S3D and SPEL.
6.9 The Electrical Material Controller will verify the FabCat/Sequence association for
applicable destinations and fabrication/construction based on the execution strategy for
the project.

6.9.1 The Electrical Material Controller will meet with Material Planning and the
Electrical Responsible Engineer to verify the destinations that will be required for
the project and update MaterialManager®.
6.10 The Electrical Material Controller will review the published format of naming stages to be
used in MaterialManager®.

6.10.1 The Electrical Material Controller will create a log of stages created for historical
purposes.

6.10.2 The Electrical Material Controller will inform the Material Planner of the stages
where the Control Budget, the Estimated Quantities, and the Forecast Quantities
will reside within MaterialManager® for Monthly Progress Reporting.
Material Take-Off (MTO)
6.11 The S3D Discipline Application Specialist will configure the S3D MDU Report.
The S3D MDU Report facilitates the transfer of material from S3D into MaterialManager®.
Alignment between the Design Supervisor, the Electrical Material Controller, and the S3D DAS
needs to take place before MTO production can start.

6.12 The SPEL Discipline Application Specialist will configure the SPEL MDU Report.
The SPEL MDU Report facilitates the transfer of material from SPEL into MaterialManager®.
Alignment between the Design Supervisor, the Electrical Material Controller, and the SPEL DAS
needs to take place before MTO production can start.

6.13 The Electrical Design Supervisor will release the Electrical Designers to generate the
Electrical Bulk MTOs to support a Detailed Estimate.
MTOs are generated on the project to support:

FEED Estimate
Requests for Quotation (RFQs)

MTOs are a combination of:

Material downloads from S3D using MDU (Refer to Guideline 000.107.5001, Vol.1, Sec. 14.0 -
Interfaces - MDU, for more information with respect to the use of the Material Download Utility)

Material download from SPEL

Manual material take-offs

Note: At the time of publishing this practice, Fluor is developing a Quantification Tool to support
consistent development of MTOs during FEED. Check the status of the Quantification Tool with
your Department Manager before proceeding with the MTOs.

The Electrical Bulk MTO to support the development of a Detailed FEED Estimate sets the
baseline quantities to be used at the start of detailed engineering.

Carefully evaluation of the maturity of the design is required to avoid rework and multiple
revisions of MTOs.

Refer to Practice 000.265.3005, Electrical and Estimating Alignment - Detailed Estimate.

6.14 The Electrical Design Supervisor will release the Electrical Designers to generate
Electrical Bulk MTOs to support the Bulk Material RFQs.
The preparation of Electrical Bulk MTOs is performed during Detailed Design and is primarily
used to obtain pricing, forecast quantities, populate contractor unit rate tables, and Key Quantity
Reporting.

Carefully evaluation of the maturity of the design is required to avoid rework and multiple
revisions of the MTOs.

The following pre-requisites are recommended to initiate the generation of Electrical Bulk MTOs
to support the RFQs (typically after Model Review 1):

Bill of Material (BOM)


6.15 The Electrical Design Supervisor will release the Electrical Designers to generate
Preliminary Stage MatMan BOMs for Electrical Material.
BOMs are generated during Detailed Engineering to support:

Bulk Material Purchasing (first buy and subsequent top-up and final purchasing)
Early Construction Activities in the module yard or in the field
Development of Construction Work Packages

BOMs are a combination of:

Material downloads from S3D using MDU (Refer to Guideline 000.107.5001, Vol.1, Sec. 14.0 -
Interfaces - MDU, for more information with respect to the use of the Material Download Utility)

Material download from SPEL

Manual material take-offs

Note: At the time of publishing this practice, Fluor is developing a Capital Cost Forecasting
(CCF) tool for consistent tracking of material quantities based on design maturity during detailed
engineering. Check the status of the CCF tool with your Department Manager before proceeding
with the BOMs.

The Preliminary Stage BOMs are generated to support first-buy purchasing of Electrical Bulk
Material during Detailed Design, and is primarily used for procurement and planning purposes.
These BOMs are also used to update Contractor Unit Rate Tables, and support Key Quantity
Reporting.

The following pre-requisites are recommended to initiate the generation of Preliminary Stage
BOMs for first-buy purchasing (typically after Model Review 2):

Changes and updates to the BOMs are to be released by the Electrical Designer for every
individual CWP, either triggered from S3D by setting a flag in the MPSU (as a complete
replacement of the initially prepared BOM for that CWP) or differently; e.g., by means of a new
sketch and/or manual BOM sheet, or by updating the MaterialManager® Engineering Bill of
Material. This process is to be continued until the design has been completed.

6.16 The Electrical Design Supervisor will release the Electrical Designers to update and submit
Secondary Stage MatMan BOMs (E-BOMs) for Electrical Material.
The Secondary Stage E-BOMs are generated for subsequent (top-up) purchasing of Electrical
Bulk Material during Detailed Design, and is primarily used for early construction purposes and
to support Key Quantity Reporting.

The following prerequisites are recommended to initiate the generation of Secondary BOMs to
support subsequent (top-up) purchasing (typically after Model Review 3):

Model integrity check completed


Duct Banks / Trenches: 100% overall design progress
Lighting: 80 – 85 % overall design progress
Small Power: 75 – 85 % overall design progress
Grounding: 80 – 85% overall design progress
Cable and associated accessories: 85 – 95% overall design progress
Cable Tray: 80 – 85 % overall design progress

Changes and updates to the BOMs will be released by the Electrical Designer for every
individual CWP, either triggered from S3D by setting a flag in the MPSU (as a complete

associated drawings are ready to be Issued for Construction (IFC).

The following prerequisites are recommended to initiate the generation of Final Electrical Bulk

6.18 The Electrical Designer will generate and maintain Electrical Bulk MTOs and BOMs as per
the strategy established for the project.
Important: The Electrical Designer owns the materials in his or her Construction Work Areas
(CWAs).

6.18.1 The Electrical Designer will review the project-specific methodology and work
process for generating MTOs and BOMs.
The intent of the review is for the Electrical Designer to understand the:

S3D MDU Report numbering philosophy established by the Electrical Material


Controller for tracking and filing purposes.

Project CWP strategy

MTO / BOM methodology

MTO / BOM work process with respect to review, validation, and verification.

Extraction of material from S3D and/or SPEL to MaterialManager® can be carried


out upon completion of the following quality checks in the design tools:

Model Consistency Checks – clear the to-do list (Refer to Practice


000.265.4120, S3D Design and Modeling)

Other checks such as:

Use the Electrical Placement Wizard utility to confirm tags registered in SPEL
have been modeled in S3D.

MaterialManager® catalog and S3D and SPEL catalogs are synchronized.

Important: Materials not allocated to a CWP are not reported when making a

down load of the complete allocated materials.

Important: The revision of the BOM in the final stage in MaterialManager® must
be the same as the latest revision of the associated drawing at all times. This is
important to avoid confusion during Construction because at site the pick tickets
are created from the final stage. Correction(s) to a BOM must be made at the root
/ source (by the Designer/Engineer), Manual corrections on drawings or BOM
Excel sheet are lost in future downloads.

6.18.2 The Electrical Designer will extract the material selected from S3D into the S3D
MDU Report using the S3D Material Download Utility.
Refer to Guideline 000.107.5001, Vol.1, Sec. 14.0 - Interfaces - MDU.

6.18.3 The Electrical Designer will review and validate the correctness of the S3D MDU
Report.

6.18.4 The Electrical Designer will manually add material and corresponding quantities
to the S3D MDU Report.
Important: The Electrical Design Supervisor may have elected that some of the
electrical material is not captured in S3D.

For record keeping purposes, it is recommended to identify manually added


material in the remarks column of the S3D MDU Report and save a copy of the
S3D MDU Report in the project directory.

6.18.5 The Electrical Designer will extract the material selected from SPEL into the SPEL
MDU Report.

6.18.6 The Electrical Designer will validate the correctness of the SPEL MDU Report.

6.18.7 The Electrical Designer will manually add material and corresponding quantities
to the SPEL MDU Report.
Important: The Electrical Design Supervisor may have elected that some of the
electrical material is not captured in SPEL.

For record keeping it is recommended to identify manually added material in the


remarks column in the SPEL MDU Report and save a copy of the SPEL MDU
Report in the project directory.

6.19 The Electrical Designer will initiate the review and validation process for the Preliminary,
Secondary and Final Stage Electrical BOMs.

6.19.1 The Electrical Designer will verify the quality and completeness of the Electrical
BOM.

6.19.2 The Electrical Designer will create the Electrical BOM file in MaterialManager® in
the Review Stage.

6.19.3 The Electrical Designer will save a copy of the Electrical BOM file in the project
directory for record keeping.
The BOM reports which are generated are to be saved in a common project
directory for future reference, back checking and for auditing purposes.

6.19.4 The Electrical Designer will back check the import against the Electrical BOM file.

6.19.5 The Electrical Design Supervisor will confirm that the Electrical BOM has been
completed based on IFC documents and that discrepancies have been resolved
before the BOM can be released by the Electrical Designer to the Electrical
Material Controller.

6.19.6 The Electrical Material Controller will review and audit the material quantities in
the MaterialManager® Review Stage.
Important: As the Electrical Material Controller takes ownership of the BOM, the
review stage BOM needs to be deleted after it has been copied to Final Stage to
avoid duplicate purchasing.

The Electrical Material Controller verifies the BOM items have been completely
imported and no errors are reported by MaterialManager®. In case of errors, the
Electrical Material Controller reviews the errors and resolves them.

6.19.7 The Electrical Material Controller will sign-off the project-specific BOM
Qualification Sheet to be used on the project.

6.19.8 The Electrical Material Controller will obtain sign-off on the BOM Qualification
Sheet by the Electrical Designer and Electrical Design Supervisor.

6.19.9 The Electrical Project Lead will review and approve the Electrical BOM.

6.19.10 The Electrical Project Lead will confirm the associated drawings are ready to be
Issued for Construction.
The Final BOM is a resultant from the associated drawings prepared to be Issued
for Construction (IFC) and the material content already has been included in the
earlier provided Electrical Engineering BOM (E-BOM). The Final Stage E- BOM
and released Requisition BOM (R-BOM) is used by Planning, Warehousing and
the Contractor.

6.19.11 The Electrical Project Lead will verify that the BOM Qualification Sheet is
completely filled in and signed before a Requisition BOM (R-BOM) can be released
to Procurement.

6.19.12 The Electrical Material Controller will obtain sign-off on the BOM Qualification
Sheet by the Electrical Project Lead.
6.20 The Electrical Material Controller will release the Electrical Requisition BOM (R-BOM) for
Inquiry, RFQ or PO to Procurement.
The Requisition BOMs are based on the total quantities of the Engineering BOMs in Preliminary,
Secondary or Final depending on the project progress.

The Electrical Material Controller notifies the Project Buyer when an R-BOM has been released
for Inquiry, RFQ or PO.

6.20.1 The Electrical Material Controller will run Delta reports in MatMan of current
requirements versus material quantities already procured and produce new or
top-up Requisition BOMs as required to issue to Procurement for RFQ or PO.
Electrical Bulk Material Construction Contingencies
6.21 The Electrical Material Controller will establish and apply Construction Contingencies for
electrical bulk material requisitions.
Construction Contingencies for electrical bulk material are needed on projects to verify that there
is sufficient material in the module yard or field to maintain the construction work schedule. The
ability to accurately keep track of the electrical bulk commodity growth on a project is a key factor
in providing cost certainty to our Clients.

The percentages indicated in Attachment 01 are recommended factors only and may be
increased or decreased as required for an individual project and/or MTO/BOM stage. The
Construction Contingency must be reviewed and selected for each project.

6.21.1 The Electrical Material Controller will assemble the Contingency Charts.
In order to allow for minor field changes, fabrication error, or material that is
damaged, lost, etc., in the construction phase, a construction contingency is to be
applied to the actual MTO or BOM quantities.

Factors to be considered when establishing Contingency Charts for electrical bulk


material for a project are as follows:

Basis of take-off: The type of take-off performed must be analyzed carefully


before applying a contingency; taking into account the completeness of the
information and the frequency of design changes.

The cost of the item is to be considered when adding contingency. Caution is to


be observed for expensive items. By keeping advised of pending prices,
additional contingency may be requested in order to avoid upcoming increases.

Caution is to be observed for material that has special coverings, wattage


requirements, voltage requirements, trims, facings, thickness or the higher
ratings because quite often these items cannot be returned.

Construction schedule: Due to the rapid movement of material in and out of the
warehouse and lack of reporting time due to accelerated construction
schedules, the contingency is heavier at the preliminary stage to insure that
there is sufficient material to avoid delays in construction.

Jobsite location: If the jobsite is at a remote location and material is not easily
obtained, consideration must be given to increasing the contingency.

Availability of the item must also be examined before applying a contingency.


Frequently, certain materials and/or items become scarce industry wide. When
this situation occurs, concerns over the possibility of surplus of that material are
less of a concern as when the supply is plentiful.

For items that are breakable, include enough contingency to compensate for
loss through breakage, keeping in mind the cost of the items.

Foreign regulations such as custom, port traffic, local suppliers, etc., are to be
investigated. Increase in the contingency may be required to compensate for
these items.

All of the aforementioned factors must be considered before applying a

contingency. However, good logical judgment overrides other factors. By following


these guidelines, the Electrical Material Controller can be confident in providing
sufficient material to the module yard or field while minimizing shortages and
surplus.

6.21.2 The Electrical Material Controller will interface with the Electrical Design
Supervisor for pertinent information concerning design and schedules.

6.21.3 The Electrical Material Controller will review Contingency Charts and make
adjustments to meet project requirements for Preliminary, Secondary (if required)
and Final contingency percentages.

6.21.4 The Electrical Project Lead will review and discuss Contingency Charts with the
Project Engineering Manager and the Project Material Manager.
Project Engineering Manager and Client approval may be required.

6.21.5 The Electrical Material Controller will file approved Contingency Charts in the
project directory and issue a copy to the Project Engineering Manager and the
Project Material Manager.

6.21.6 The Electrical Material Controller will apply approved contingency factors to the
bulk material requisitions based on the total material requirements shown on
Engineering BOMs (E-BOM).
Cable Management
6.22 The Electrical Design Supervisor will develop a project specific Cable Management Plan
with support from Construction, if applicable to scope of services.
Electrical Engineering provides input to the Cable Management Plan with respect to the
following:

Cable pull strategy including cable pull area.


Maximum cable length per drum for each cable size used on the project.
Cable assignments per cable drum.

6.22.1 The Electrical Designer will obtain cable pull areas and cable pull strategy from
Construction, if applicable to scope of services.

6.22.2 The Electrical Designer will obtain maximum cable length per drum for each cable
size used on the project from the Cable Supplier, if applicable to scope of
services.

DEFINITIONS
The following terms and acronyms apply to this practice.

BIL Basic Impulse Level

Bill of Material (BOM) A list of units being quoted, purchased, requisitioned, or that which is required
to build, fabricate, or install / assemble a specific scope of work. In The
Quantifier (MatMan), a Bill of Material is a detailed material listing with item
codes, descriptions, and quantities. Depending on the use of the list, it should
be identified as one of the following: E- BOM - An Engineering BOM used to
request material from the warehouse. R-BOM – A Requisition BOM used with a
Purchase Requisition (PR) to request materials to be priced, quoted or
purchased.

Bill of Quantities (BOQ) A document used in bidding phase in which materials, parts, and labor (and
their costs) are itemized and is part of the Contract Document. The quantities
may be measured in number, length, area, volume, weight or time as outlined in
the associated Method of Measurement. Preparing a bill of quantities requires
that the design is complete and a specification has been prepared. The bill of
quantities is issued to bidders for them to prepare a price for carrying out the
works. The bill of quantities assists bidders in the calculation of construction
costs for their bid, and, as it means all bidders will be pricing the same
quantities (rather than taking-off quantities from the drawings and specifications
themselves); it also provides a fair and accurate system for bidding.

Bulk Material Items that normally do not require engineering data sheets or drawings to
support the identification and purchasing processes. Typically these are generic
in their usage in that they are fully interchangeable with other like items
identified with the same item code number and size. Normally these items are
not unique and are, therefore, not individually tagged to be installed in a
singular location (e.g., all piping items and most common electrical and
instrumentation items). Also known as bulks or commodity items. This is
pertaining to Electrical Bulk Materials (e.g. Lighting, Receptacles, Panels,
Junction Boxes).

Cable Drum A cable drum is a round, drum shaped object such a spool used to carry
various types of cables or wire. A cable drum can also be termed cable reel.

CAD Computer Aided Drafting

Construction Work Package The third level of the WBS and is defined as an Engineering deliverable that
(CWP) contains the required documents of a well-defined, logical subdivision of a CWA
construction scope by discipline. Each CWP is defined by geographic
boundaries and by discipline. On a modularized project, each CWP would
typically represent all scope from a single discipline on a single truckable
module or a Very Large Module (VLM) submodule, or all stick-built scope from
a single discipline within one CWA. CWPs facilitate sequencing according to
the Path of Construction. CWPs form the basis for the development of IWPs.

Contract A deliberate agreement enforceable by law between two or more competent


persons or parties to perform or not to perform a specific act or acts. A contract
may be oral or written. Acceptance may be either in writing or by performance,
unless the PO / contract requires acceptance thereof to be in writing, in which
case it must be thus accepted.

Contracts Administrator (CA) A Supply Chain employee in the Contract Management discipline with signature
authority who is responsible for performing contract activities in accordance
with approved project procedures, plans, and global practices within their
assigned area of responsibility.

Coreworx (CWX) Coreworx (CWX) is the approved Fluor Document Management System (DMS)
and Project Collaboration System (PCS) that allow the project team to
exchange files or access documents and data issued on the project.

Material Responsibility Matrix Identifies responsibilities specific to the material and equipment required for the
(MRM) project. The primary objective of the material responsibility matrix is to
sufficiently define, in detail, the scope of material and equipment required for
the project and to clearly define those responsible for each of the items being
procured. The more detailed the matrix, the easier it is to implement if project
resources change. The matrix is an integral part of the planning process and
