USE OF FORCE REPORT

On Wednesday, January 6, 2021 at approximately 1200 hours, R01 Melissa Blackledge was dispatched to the West
Front of the Capitol to stand on the perimeter for the anticipated protest. At approximately 1300 hours, R01 and fellow
officers observed demonstrators breached the perimeter fencing and run up the Pennsylvania Avenue Walkway towards
the lower west terrace of the Capitol, R01 observed demonstnstors rip apart bike racks and snow fencing In their path,
throw projectile objects, and push against R01 and fellow officers. R01 and fellow officers gave verbal commands of
"Get Back!• and "Stop!" as the crowd pushed R01 and fellow officers back towards the capitol. R01 used empty hand
control techniques to physically push demonstrators In an attempt to keep them from advancing further on the Capitol.
Demonstrators began breaking off into small fractions and a few were able to gain acces5 to inaugural stage.

An unidentified demonstrator rushed the Lower West Terrace Door where R01 was standing. R01 used more verbal
commands of"Get Back!"' which the unidentified demonstrator failed to comply with, and R01 pulled and opened their
baton. R01 had the baton horizontally in both hands and used It to push the unidentified demonstrator away from the
door. The unidentified demonstrator grabbed R01 baton and attempted to take it away. R01 was able lo yank the baton
and regain possession or it. The unidentified demonstrator backed off and did not report any Injuries as a result of the
use of force by R01.

No other injuries were reported to R01 by any other demonstrators who were impacted by the use of force administered
by R01.
