USE OF FORCE REPORT

On Wednesday, January 6, 2021, at approximately 11 S0hrs, RO1 Kiara Waller was in the U.S. Capitol, 1
First Street NW, when they heard a priority radio call from COU units for demonstrators breaching the
fencing around the Capitol Complex. AO1 observed demonstrators on the Lower West Terrace of the U.S.
Capitol forcefully push over the bike rack perimeter, throw projectile objects, deploy their own eye irritant
and push against fellow officers. RO1 and fellow officers gave verbal warnings of "Get back" and "Stop"
as the crowd pushed R01 and fellow officers further towards the U.S. Capitol. R01 and fellow officers
used four foot shiekls to push back the crowd of demonstrators.

Inside the Capitol Building, a large, unruly demonstration crowd breached multiple locations from outside
the building. RO1 responded Inside Lower West Terrace Door to push the crowd out and to help re-secure
the bulkling. Defensive tactics such as strikes and blocks with hands were used RO1 and fellow officers,
to physically move the demonstrators back. Multiple unknown subjects assaulted both USCP and MPD
officers as they attempt to remove the crowd. Verbal warnings, physical strikes, and canisters of pepper
spray were used by officers on scene to gain compliance from the violent demonstrators. USCP units,
along with other law enforcement agencies, worked together to close the doors and blockade open entry
points. All internal security threats from the unknown violent demonstrators were removed from the
