The Dallas High School Drama Club is preparing to wow audiences in a big way for its upcoming production of Little Women in a bigger auditorium, on a bigger stage and with a bigger cast. After a few complications, the students are working on the final touches for their first show on the stage in the new Dallas High School, which opened in mid-September. The new space comes along with male and female dressing rooms, prop storage, state-ofthe-art technical equipment and high expectations. Its our first show right at the starting block, so I think there are high expectations, said theater director Harry McKeown. Weve always done a nice job in the past. The kids are so excited. Caitlin Cameron, of Dallas, will make her stage debut in the period piece as Aunt Carol. Its a small part (I only have seven lines, she said) but Cameron said the venue in which she will perform makes her feel like a star. Its going to be so fun on this stage, said the 17-year-old. We get to act more important and we get more perks its more professional. Cameron said the old schools stage was much smaller about half the size. The space didnt have much storage and a lack of dressing rooms meant everyone had to change together behind the stage curtain in between scenes. Limited space affected sets, props and the kinds of shows the
club was able to present. This gives us more of an opportunity to do maybe bigger productions, said Audrey Ide, assistant director. Rachael Alles, of Dallas, said lags in the construction process hindered the play at the beginning of the year. The flooring on the stage wasnt completed by the schools opening date, and students had to practice in a large classroom in the meantime. At first it was hectic but now we have a nice big stage, said the 17-year-old. It makes me feel like Im on Broadway. Student actors will use wireless microphones for the first time in this production, and theater intern Jeff Kelly from Misericordia University said there are some glitches to work out before opening night. At the old school, we used to do everything just to get through the show, including using duct tape, he said, laughing. Its nice to have brand new, state-of-the-art equipment, but its taking some getting used to. Kelly said learning the ropes of the new technical equipment has warranted some long nights on the set, but he feels the show will be worth it. Theres a lot of potential

The clip-clop of horses hooves only meant one thing to 3-yearold Macey Ramsey Santa Claus was coming to town. Onlookers crowded East Tioga Street in downtown Tunkhannock on Dec. 2 to welcome the Clauses and the holiday season at the 10th annual Christmas in our Hometown event, hosted by the Tunkhannock Business and Professional Association. Ramsey and her sister, 6-yearold Ava, twirled around streetlamps and jumped up and down excitedly at the sight of St. Nick and his wife as they were led down the street by two Belgian horses during the event. The Clauses were escorted to Peoples Neighborhood Bank, where they flipped a larger-thanlife light switch to make a festively-decorated tree come alive. With ornately-decorated storefronts, it was difficult to tell that just a few months ago the downtown area was underwater due to flooding caused by Tropical Storm Lee. Tunkhannock was one of the hardest-hit areas during the flood, which occurred in early September. Nancy Parlo, coordinator of the event, said the flooding did affect the event but the group was determined to continue the an-
nual tradition. The response after the flooding was phenomenal, said Parlo. Business owners were just amazed by how people helped them get back up and running. The event featured a host of activities for patrons, including sleigh rides, ice-carving demonstrations, performances from local dance groups and free activities and refreshments from local businesses and nonprofit organizations. I think this shows residents that Tunkhannock is back, and businesses get to show off to visitors, said Parlo. You would never know we were flooded. Ramseys father, Michael, agrees. The Clarks Summit resident was surprised the event went on at all this year, but thought it was a good time to lift locals spirits after the flood. We loved it last year, so we had to come back, he said. The Dietrich (Theater) recovered shockingly well, and its nice to see that everyone came together to help out the Dietrich. It looks wonderful. Recuperating businesses were the last thing on 4-year-old Eris Dicksons mind. The Tunkhannock tykes eyes widened as soon as she spotted her favorite fellow donning red and white. She rushed over to Santa and gave him a big hug as soon as he was finished with media interviews.

I love him, she said. He gives me toys. Parlo said children were at the forefront of planning for the event, and businesses planned to give back to the little ones who helped during the recovery. Theres a candy store on North Bridge Street and kids came and helped clean up because they wanted their candy store back, she said. Mayor Norman Ball said the
outpouring of support and aid from residents was tremendous, and Christmas in our Hometown was a celebration for them. Were almost back to normal, he said.

Franklin Township Planning Commission members are working out the final touches on a new zoning ordinance that will be ready for the supervisors vote early next year. The commission has been working on the zoning ordinance since July, after the township approved its first-ever comprehensive plan. The code upgrades were made possible via a $100,000 grant the township received from the Luzerne County Office of Community Development in 2009. Planning Commission Chairman Frank Hilstosky has been a part of the commission for more than 20 years and has worked on various ordinances throughout his time. The new, more comprehensive zoning ordinance addresses issues that may affect Franklin Township in the future, which, he said, is difficult to predict. You have to plan for growth, said Hilstosky. Dallas and Kingston Township have built up over the years even Exeter Town-
ship. They are now encroaching on Franklin Township. The commission discussed an article relating to signage on Dec. 1, and many of the regulations for billboards, electronic signs and other advertising measures dont currently apply to what exists in the township yet. With zoning, if you have a lot of items left out, its worse than having a long document that addresses everything, said Carson Helfrich of Community Planning and Management Associates. The commission is also working on updating the zoning map, though Hilstosky said there are no major changes to current districts. Three new Lake-Lehman School Board members were sworn into office Monday night, and two others continued their school board careers. Board members Richard Bombick, Karen Masters and James
Welby took an oath of office as presented by Luzerne County Court of Common Pleas Judge Tina Polachek Gartley. Bombick has served as the districts business manager in the past, and Welby previously served on the board of school directors. Masters is a newcomer to
the school board. Board members Mark Kornoski and Walter Glogowski were also sworn into office for another term. Kornoski was selected as president, Glogowski as first vice president and Welby as second vice president.
Glogowski was elected to serve as a member of the West Side Career and Technical Center Joint Operating Committee until 2013, and Masters was selected to serve until 2014. Glogowski will serve as the boards state School Board Association representative.
The following committee positions were also filled: Kevin Carey will head curriculum and instruction, David Paulauskas and Andrew Salko will co-chair athletics and activities, Welby will head buildings and grounds, Bombick will lead transportation, Masters will chair support
services, Salko will lead finance and Kornoski will head school board matters. The Lake-Lehman School Board will hold a combined committee-of-the-whole and regular meeting at 7 p.m. on Tuesday, Dec. 13 in the junior/senior high school library.

The Dallas School Board inducted three new members and two re-elected members at its annual reorganization meeting Monday night. New board members Fred Parry, Larry Schuler and Colleen Slocum and current board members Bruce Goeringer and Catherine Wega were sworn into office by Luzerne County Court of Common Pleas Judge Thomas Burke. Schuler is a former teacher within the district. Parry owns a use car dealership in Luzerne and is a lifelong Dallas resident. Slo-
cum, a Dallas School District parent, has a background in sales. The three new board members replace Dennis Gochoel Jr., Russell Bigus and Gary Mathers, who successfully ran for the position of Kingston Township supervisor. Wega was selected as president of the board, a position previously held by Goeringer. Goeringer was elected as vice president. Wega, Parry and board member Karen Kyle will serve as representatives on the West Side Career and Technical Center Joint Operating Committee until 2014. Slocum was selected to serve as assistant secretary and as a member of the Parents Advisory Council, and Goeringer and
Schuler will share representation on the Back Mountain Memorial Library Board. At a meeting that immediately followed, Bob Nesbit of Crabtree Rohrbaugh & Associates gave the board an update on the high school construction project. Nesbit presented several change orders to the board totaling $14,209. The change orders include work on sidewalks in the middle school parking lot, electrical revisions to the prototyping lab and nurses station and other electrical issues. The board will vote on the change orders at its next meeting at 7 p.m. on Monday, Dec. 12 in the administration building next to Wycallis Elementary.
Dallas Township officials were urged by residents to continue expressing opposition against pending state legislation that would supersede local zoning laws. Resident Diane Dreier requested that the board of supervisors ask the Pennsylvania State Association of Township Supervisors to withdraw the groups approval of House Bill 1950 and Senate Bill 1100, which address oil and natural gas development.
Its probably one of the worst pieces of legislation that Ive ever seen in terms of undermining control of local municipalities.

Supervisors recently approved an amendment to the township zoning ordinance that places extensive regulations on natural gas activity. Township officials have also reached an agreement with two natural gas companies who plan to construct gathering pipelines to connect to the Transco inter-
state pipeline. The pending legislation, if passed, would overrule the townships yearlong effort to control gas development. The two different pieces of legislation have passed in their respective legislature bodies, but both

Tax rates will hold steady for 2012, but residents will face a sewer rate increase, Jackson Township supervisors announced during Monday nights meeting. The proposed 2012 budget is available for public review
in the municipal office. It will be voted on during a special meeting scheduled for 9 a.m. on December 22 in the municipal building. Currently, the mill rate is at 1.32. A mill is $1 per every $1,000 assessed tax value. No increase, we tried to hold the line, supervisor Al Fox said. We have done our preliminary budget showing a
surplus. It is all contingent on reimbursements from FEMA and they are coming in to take a look at our request. He said the 2012 proposed budget hinges upon what is allowable by the Federal Emergency Management Agency for reimbursement of funds which were spent to clean up

You may not be aware of this, but there is a new fad that is catching on among some groups across the country: tall biking. Hobbyists construct bicycles with normal-sized front and rear wheels, but with frames and seats that extend anywhere from 6 to10 feet off the ground. Some riders actually use these bikes to joust, using lances made out of PVC pipe and foam rubber. Its unclear, however, exactly how the riders mount their steeds.

The History Channel On Dec. 23, 1888, Dutch painter Vincent van Gogh, suffering from severe depression, cuts off the lower part of his left ear with a razor while staying in Arles, France. He later documented the event in a painting titled "Self-Portrait With Bandaged Ear." During his lifetime, van Gogh sold only one painting. John Patrick Murray, a member of Boy Scout Troop 281 of Dallas, attained the rank of Eagle Scout, the highest rank in Scouting, on April 20. An Eagle Court of Honor was held on November 20 at the Gate of Heaven Church in Dallas to recognize his achievement. For his Eagle Scout Leadership Service project, Murray planned, organized and directed 30 volunteers for 249 hours of community service in the clean up and painting of 34 fire hydrants in Dallas. The project, approved by the Dallas Fire Company and United Water Company, provided better access and visibility to the fire hydrants for the Dallas Fire Company and beautified the Dallas community. Murray began his trail to Eagle as a Tiger Cub in 2003 with Pack 281. As a Cub Scout, he earned in 2006 the Parvuli Dei Religious Award and the Arrow of Light, the highest award in Cub Scouts. As a Boy Scout, he held leadership positions in Troop 281 as Patrol Leader, Librarian and Troop Quartermaster. Murray is a member of the Order of the Arrow, Lowwapaneu Lodge 191, the National Honor Society for Boy Scouts. He received the Ad Altare Dei Religious Award in 2011 and the Wildlife Conservation Award from the PA Game Commission and the World Conservation Award from BSA in 2010. In September, the board of supervisors signed an agreement with Chief Gathering stating the metering facility, if approved by the zoning hearing board, would need to be strictly a building with measuring equipment. Under the agreement, the company also cannot construct any other natural gas-related facilities within a 1.75-mile radius of the school district campus. Residents were unhappy with the decision, but many said the outcome was expected. Jim DeMichele, one of many residents who testified during the hearings, felt the decision in favor of Chief was in line with how state government has handled the industry. That seems to be the way things work, he said. Dallas Township supervisorelect Liz Martin felt the added conditions were like band-aids on a bigger problem. I dont think any natural gas activities should be anywhere near the schools, she said. Sonia Maslowski, whose family was represented by Atty. Mark McNealis as an opponent of the application, said she was shocked by the outcome of the hearings, though some of her suggestions for conditions were part of the boards decision. The board has 45 days to provide the decision in writing along with conclusions of law to support its judgment, and it was unclear at the hearing whether residents can appeal. Maslowski said it will take some time to digest all the information the board offered, but appealing the decision weighs heavily on her mind.

Concerned residents and parents have protested the companys application since January, when it was first presented as a compressor station. An outpouring of community concern caused the company to downgrade the proposed facility to a metering station in February. Since then the company has made several amendments to its application, including the removal of mercaptan storage tanks and a 100-foot communications tower. The hearings been a pretty lengthy process, but weve made many accommodations in the process to the township and the Dallas School Board, said Kristi Gittens, a Chief spokesperson. Over the course of the last year, theres been a lot of discussion to make all sides happy. Chief was granted approval for its pipeline project by the township planning commission to construct a 33-mile pipeline from Susquehanna County to tap into the Transco interstate pipeline, located near the Dallas schools. He told Dreier the board has already expressed its opposition to local legislators state Rep. Karen Boback and state Sen. Lisa Baker. Planning Consultant Jack Varaly also addressed the pending legislation and those who have protested the passage of the township zoning amendment. Varaly was heavily involved in the writing of the amendment. The township acted in very good faith in trying to put together regulations that were included in the curative amendment, he said. If you take a
look (at the two state bills), if anyone capitulated and gave anything away freely, it was the state, not the township. He said the townships ordinance is more extensive than what the state legislature is proposing, including issues of where gas companies can develop, setback distances and definitive language. Neither version, whether its the House bill or the Senate bill, does local municipalities any good in terms of controlling those types of operations within their boundaries. The other thing of concern is, under the state planning code, if theres any ambiguity, its always ruled in favor of the developer, said Varaly. Its probably one of the worst pieces of legislation that Ive ever seen in terms of undermining control of local municipalities. He also said that if the township passed any ordinance pro-
hibiting natural gas activity, the new legislation would allow companies to sue the township and, if the township lost, it would be responsible for the cost of legal fees and any business losses. Were just going to have to wait and see, said Solicitor Thomas Brennan. In other news The board passed two resolutions revising the 2012 fee schedules for land development, subdivision and zoning applications to ensure developers responsibility for review fees. The board approved a resolution officially authorizing the townships two fire companies to respond to emergencies within the township as well as Dallas Borough and Monroe Township. The board tabled the payment to Popple Construction for the reconstruction of Dorchester Drive until next meeting. Township Engineer Tom
Doughton said he needed to verify certain aspects of the project before the supervisors can vote on the matter. The Dorchester Development Group paid for 22 percent of the project, and the total cost incurred to the township is about $242,000. Doughton announced as a
township representative on the Dallas Area Municipal Authority Board that solid waste fees will be decreased by $30 and sewer fees will increase by $20 for 2012. The 2012 proposed budget is available for public inspection at the municipal building. It will
be considered for adoption at the next regular supervisors meeting at 7:30 p.m. Dec. 20. Bids for the purchase of a 2006 or newer articulated, allwheel-drive grader will be accepted until 4 p.m. Dec. 20. Supervisors approved a motion to allow Malak to pursue legal avenues to obtain payment for an outstanding bill for services rendered to Larksville Borough. Malak said he received correspondence from Larksville Borough regarding the outstanding bill of $2,800, spanning over six years. Since 1962, the two municipalities upheld an agreement where Jackson Township maintains a portion of Steele Road which lies in Larksville Borough. In return, the borough pays the township $400 per year. Larksville Borough has not made a payment since 2005. Malak said the letter he received sought an amicable resolution and council members from Larksville expressed their desire to continue the agreement. Malak said no payment has been received at this time, but will send another letter before pursuing legal action. Supervisors approved a resolution for the Back Mountain Community Partnership to apply for a Gaming Grant to build a community EMA building to house equipment and vehicles.
