AdultHIVprevalencewas1.3percentin2009,outofthetotalpopulationof63 million.ThailandsuccessfullyappliedtoRound1,2,3,8and10.ThePrincipal recipientsandcountrycoordinationmechanismarecommittedinsecuringand disbursingtheGlobalFundfundsaccordingtothegrantagreements.Asof2010,a totalofabout200millionUSDhasbeendisbursed. ThailandisknownforitsHIVpreventioninitiativesamongfemalesexworkersbythe government.HIVprevalenceamongfemalesexworkersandtheirclientsreduced dramaticallyaftertheimplementationofthesepreventionprograms.HIVprevalence amongIDUwasmaintainedataround40percentamonginstitutionalbasedIDUs. Thoughitdidnotpreviouslyreceivesufficientattention,thisproblemisnowbeing addressed.EmphasiswasgiventothisissuethroughtheRound8GlobalFundgrant, withaninternationalnongovernmentorganizationastheprincipalrecipient(PR). TheHIVepidemicamongMSMhasbeenincreasingoverthepastfewyears.TheThai governmentrecognizedthischangeandanumberofinitiativesandpilotshavebeen implemented,includingusingMSMgroupsasthesubrecipient. Justification TheGlobalFundisplanningtoinstitutionalizetheconductofprogramevaluationsas apartoftheGlobalFundEvaluationStrategy.Thisisbeingundertakentoinorderto addressquestionsontheeffectiveness,efficiencyandqualityofprogramsandon theimpactofGlobalFundinvestments.TheGlobalFundhascontractedIPSRto managetheevaluationthatwillbeundertakeninThailandthroughthenational evaluationmechanismwiththeNationalAIDSManagementCenter(NAMc)asthe secretariat. TheGlobalFundistheprimaryfunderofpreventionprogramsamongIDU,MSMand FSWinThailandsinceJuly2009.RecentlyastudyfromtheHealthInterventionand TechnologyAssessmentProgram(HITAP)revealedthatamajority(84percent)of overallinvestmentforHIVpreventiontargetingIDU,MSMandFSWwascontributed bytheGlobalFund.Therefore,theproposedevaluationwillfocusontheHIV preventiveinterventionsamongIDU,andMSM,FSWinordertounderstandkey determinantstoprogramperformance1)therelevanceoftheprogramdesigntothe HIVepidemicamongIDU,MSMandFSWwithinthepolitical,legal,socialcontextin

Theevaluationwillbeincorporatedintoandwillcomplementtheongoingexternal evaluationoftheNationalHIVprogramcommissionedbytheNationalEvaluation TaskForcewithsecretariatattheNationalAIDSManagementCenter(NAMc)ofthe ThailandMinistryofPublicHealth.Theevaluationwillfocusontheprogramdesign andimplementationforFSW,MSMandIDUsupportedbytheGlobalFund,andwill includecollectionandanalysisofrelevantsecondarydata.Theresultsofthe evaluationwillfeedintotheongoingexternalevaluationinthecountry. ObjectivesoftheEvaluation Theevaluationwillseekto: understandtherelevanceofprogramdesigntotheHIVepidemicamongFSW, MSMandIDU; understandthepolitical,legalandsocialcontext,; assesstheefficiencyandeffectivenessofprogramimplementation; assesscoverageandintensityofprogramimplementationandprovide recommendationtowardsimpact. Qualificationsandcompetenciesrequiredfortheconsultancy: universitydegreeineconomicsattheMasterslevel; minimumofthreeyearsofrelevantprofessionalworkexperienceintheplanning, monitoringandevaluationofHIVprograms; fluencyinThaiandagoodcommandofEnglish; goodcommunicationandwritingskills; experiencewithconductingandanalyzingsemistructuredinterviews; familiaritywiththeGlobalFundbusinessmodel; experienceworkingwiththetargetgroups.
