The petition to file a complaint without payment of fee is granted in part. The complaint may be filed upon payment of $100.

STATEMENT I do note that if filed, the complaint will be dismissed as plainly frivolous. The plaintiff sues three state judges, three state court clerks, his own lawyer, and another person. His remedy is to pursue his claims against state court actions in state courts by appeal or other writ. There is no adequate allegation of a violation of federal law. The relief sought in the case is beyond the pale. I note in particular the claim of a cause of action for treason.
