EDUCATION
(Developing Opportunities to Newly Notion and Accessible) Education using ICT

SUMMARY
The Alternative Learning System (ALS) is a free education program implemented by the Department of Education (DepEd) under the Bureau of Alternative Learning System which benefits those who cannot afford formal schooling and follows whatever is their available schedule. The program provides a viable alternative to the existing formal education instruction, encompassing both the non-formal and informal sources of knowledge and skills. ALS aims to open more educational opportunities for Filipino citizens of different interests, capabilities of demographic characteristics, socioeconomic origins and status as well as addressing the needs of marginalized groups. The program cuts the time needed to finish high school, hence, significantly cuts the expenses as well. Aside from giving hope to the less fortunate, it also provides opportunities to Out-of-School Youths (OSY) and adults elementary and secondary school drop-outs; industry-based workers; housewives; maids; factory workers; drivers; members of cultural minorities; indigenous people and the disabled/physically challenged. Training for instructional managers and coordinators are also provided by the program and supports the learners accreditation and equivalency (A&E) review. The Project is envisioned to provide educational opportunities for Barangay 177 residents out-of-school youth and adults. Under this project, the literacy classes will serve as venues where out-of-school learners and other community members can learn new skills and competencies, review for the Accreditation and Equivalency (A&E) Exam of the DepEd-Bureau of Alternative Learning System (BALS), and/or help prepare learners to rejoin the formal school system, if so desired. It has three mode of delivery: face to face mode or the traditional classroom setup; radio based learning; and e-learning. The eSkwela Project is envisioned to provide ICT-enhanced educational opportunities for Filipino out-of-school youth and adults. It likewise aims to help reduce the digital divide and enhance the capacity of these individuals to be successful participants in a global and knowledge-based economy. The initiative responds directly to a national development priority and brings e-learning opportunities and ICT for learning resources to mobile teachers / instructional managers and out-of-school learners in the Philippines in an exciting, innovative, and locally meaningful way.

PROJECT DESCRIPTION
Studies show an increasing number of school age Filipinos that are out of school. A huge percentage of Filipino children and youth aged 6 to 17 years are not attending school. The Department of Education (DepEd) estimated that, in 2003, there were a total of 5.18 million out-of-school youth (1.84 million out-of-school children aged 6 to 11 years old, and 3.94 million young people aged 12 to 15) in the country.1 Further, around 17 million Filipinos about 20% of the population have not finished the countrys basic education requirements. Based from the National Statistics Offices most recent data, the city has, approximately, 1,022,431 residents thus, 33% of these were not even graduate of secondary education. These figures entail that the city has an estimated number of 338,503 illiterate residents. Barangay 177 from which is the 2nd largest barangay in the city has approximately ______ number of residents and _____ belong to the marginalized sector. From these marginalized sector, _______didnt finish their basic education which is the elementary and secondary. As illustrated in the succeeding chart parents cite these leading reasons why their children do not attend schools: y working or looking for work (mostly males) - 30% y lack interest in going to school - 22% y high cost of education - 20% (n.b. basic education in the country is free; as such, cost would include personal transportation fare, meal allowance, clothing, expenses for materials, projects, etc.) While the Department of Education seeks to bring these young people back to the formal education system, studies show that the existing full-time education model being used by traditional education systems does not work for these out-of-school youngsters.

OBJECTIVES: A. Terminal Objectives: 1. To uplift and achieve the highest possible literacy rate through the creation and implementation of literacy programs and projects at timetable of ten years; and 2. To provide training programs for qualified Livelihood Skills Development Trainors for entrepreneurship / employment purposes.

B. Enabling Objectives 1. To simultaneously create / establish and implement literacy and livelihood programs and projects in the most illiteracy afflicted and poverty stricken areas within the city; 2. To establish modified program that would systematize the identification of clientele suited / fitted to be referred to and be trained by the PESO to insure success in the latters implementation of its own programs and projects; and

3. To introduce and apply the ALS Nonformal Education Accreditation and Equivalency ( NFE A & E ) System that would serve as the OS residents access to qualify for higher formal education. E-learning envisioned to provide three tracks to participating learners: 1. Accreditation and Equivalency (A&E) Program the project provides an ICTbased A&E Program that will prepare learners to take the A&E Certification Exam which if passed, would provide a Certificate equivalent to a High School diploma Review/ Catch-up opportunity for those who wish to return to formal schooling (i.e. for those who temporarily drop out due to illness, to help out in the farm during the harvest season, etc.) Livelihood (using existing and planned e-learning modules geared for skills development, livelihood, entrepreneurship, and cottage industries) or ICT-related skills (e.g. Digital Media Arts Program) for out-of-school adults, housewives, and other community members who wish to update their skills; to partner with the communitys Public Employment Service Office (PESO)

PROJECT HISTORY

As such, a tie up, hence an agreement between the former ( ALS ) and the latter ( LGU ) had been formed and established wherein the ALS shall serve as the project implementor and the LGU as the sponsor fund provider. Alternative Learning System Program lands in Barangay 177 on _ thru the initiative of . It started with ____ class at with number of clienteles. Previous learning facilitators where Mr. Edmund Libres, Mobile Teacher SY handling at ; Ms. Susan M. Carilla Instructional Manager with 91 learners at ; Ms. Leonida Diasanta having number of learners at Sinag Araw Multi Purpose Hall from SY 2009-2011. The breakthrough and innovations has arrived at Barangay 177 this 2011. At present the ALS Barangay of Barangay 177 has still two literacy class one is located at 3rd Floor Barangay Hall Ms. Christened Arbee C. Pasion (District ALS Coordinator) as their learning facilitator with total of 96 learners enrolled in the program. And the other one is at Sinag Araw Multi Purpose Hall with Ms. Juanita Pio as their learning facilitator with 14 learners enrolled. On August 1, 2011 the mode of delivery in Barangay 177 had level up. The first eSkwela site in Caloocan was being launched here in Barangay 177 thru the initiative of Hon. Donata DeGana-Jarito. From the traditional face to face mode it had switched to e-learning. The eSkwela Project is envisioned to provide ICT-enhanced educational opportunities for Filipino out-of-school youth and adults. It likewise aims to help reduce the digital divide and enhance the capacity of these individuals to be successful participants in a global and knowledge-based economy. Under this project, community-based e-Learning Centers or eSkwelas are being established in major centers around the country to conduct ICT-enhanced alternative education programs for interested individuals.

HIGHLIGHT OF ACCOMPLISHMENTS
y In a myriad effort for advocacy and social mobilization, it bore bountiful fruits where an additional learners from previously had become positive about the program. By now , e-skwela is one very recently our Barangay is taking into considerations. Barangay 177 was the first to launch e-learning. Showcasing the Barangay 177 ALS Programs and Projects during the visit of Timor Leste and Ministry of Education in Malaysia had given our barangay moral upliftment and pride in the program by their praises.

A increase in the number of our ALS A&E test takers is very evident where most of which had undergone ALS Learning Interventions.

Viewing of Ibang Klase The Knowledge Channel Foundation, Inc. (KCFI) recently held a screening of its newest educational program dedicated to out-of-school and adult learners, in line with its continuing mission to reach and teach as many Filipino learners as possible. Ibang Klase is an educational television program incorporating content on

literacy, entrepreneurship, livelihood skills development, values formation and critical issues, which are competencies identified by DepEd-BALS for out-ofschool and adult learners. After the showing, a survey and Focus Group Discussion were conducted to get feedback. Reviews were generally positive and commended the program for showing realistic scenes that ALS learners and mobile teachers alike could appreciate.
