Maiocco called the Second Regular Meeting of the Medford City Council to order at 7:00 P.M at the Howard F. Alden Memorial Auditorium, Medford City Hall.

MOTIONS, ORDERS AND RESOLUTIONS 12-021-Offered by Councillor Penta Be it Resolved that a further discussion regarding the new school technology proposal be made. 12-022-Offered by Councillor Penta Be it Resolved that the MBTA's proposed bus routes and bus revisions be discussed 12-023-Offered by Councillor Penta Be it Resolved that before any action is taken to just rebuild a new city yard, the council's prior resolutions wanting for a complete land survey, land appraisal and a projected use scheme for a comprehensive public works and public safety building be done in committee meetings for discussion and thought. 1

COMMUNICATIONS FROM THE MAYOR 12-015January 4, 2012 To the Honorable President and Members of the Medford City Council City Hall Medford, MA 02155 Re: Loan Order-Hormel Stadium Dear Mr. President and City Councillors: I respectfully request and recommend that your Honorable Body approve the following Loan Order: CITY OF MEDFORD MASSACHUSETTS LOAN ORDER (Hormel Stadium and Turf Repairs/Improvements) BE IT ORDERED: That the sum of $860,000 be and hereby is appropriated to pay costs of constructing the playing field at Hormel Stadium, including the payment of all costs incidental or related thereto, and that to raise this appropriation, the City Treasurer, with the approval of the Mayor, is authorized to borrow said sum and to issue bonds or notes of the City therefore in the aggregate principal amount of $860,000 under and pursuant to Chapter 44, Sections 7(25), of the Massachusetts General Laws, as amended and supplemented, or pursuant to any other enabling authority.

AND FURTHER ORDERED: That the City Treasurer is authorized to file an application with The Commonwealth of Massachusetts Municipal Finance Oversight Board to qualify under Chapter 44A of the General Laws any and all bonds or notes of the City authorized by this vote or pursuant to any prior vote of the City, and in connection therewith, to provide such information and execute such documents as the Municipal Finance Oversight Board of The Commonwealth of Massachusetts may require. . McGlynn Re: ACCEPTANCE OF A GRANT FROM THE COMMONWEALTH OF MASSACHUSETTS, EXECUTIVE OFFICE OF ENERGY AND ENVIRONMENTAL AFFAIRS FROM THE PARKLAND ACQUISITIONS AND RENOVATIONS FOR COMMUNITIES PROGRAM FOR IMPROVEMENTS TO HORMEL STADIUM ATHLETIC FIELD AND TO APPROPRIATE THE FUNDS NECESSARY FOR IMPLEMENTATION OF THE PROJECT Dear President Maiocco and Members of the Medford City Council: I respectfully request and recommend that your Honorable Body authorize me to accept a grant from the Executive Office of Energy and Environmental Affairs for improvements to Hormel Stadium. In addition, I request that you appropriate the sum of $860,000.00 for the implementation of this project. The main focus of this effort is to improve this outdoor facility which is used for major high school events, regional tournaments, youth league and other community activities. As you know, it also serves as a venue for informal neighborhood uses and multi generational recreational uses, particularly at the track that surrounds the field. The renovation of the Hormel Stadium Field from natural grass to synthetic turf will allow it stand up under the demands of varied and repetitive use. This property was conveyed to the City by the Commonwealth of Massachusetts on March 8, 2000 by way of a deed that contains various restrictions including a Conservation Restriction and a general use restriction that limits the use of the property by stating that it shall be limited in perpetuity to municipal recreation, open space and education purpose The Executive Office of Energy and Environmental Affairs (EEA) is offering a reimbursement grant of $500,000.00 to the City of Medford to support these renovations. Implementation of the project will cost a total of $860,000.00 and this sum must be 3

appropriated and allocated to the project prior to execution of the grant agreement. The Executive Office of Energy and Environmental Affairs through its Parkland Acquisitions and Renovations for Communities (PARC) grant program will reimburse $500,000.00 of this total to the City on completion of the project. Dear Mr. President and City Councillors: I respectfully request and recommend that your Honorable Body approve the following Loan Order: CITY OF MEDFORD MASSACHUSETTS LOAN ORDER (School Technology) BE IT ORDERED: That the sum of $3,300,000 be and hereby is appropriated to pay costs of technology improvements at the School Department, including, but not limited to the purchasing of computers and upgrades to the wireless internet service system, including the payment of all costs incidental or related thereto, and that to raise this appropriation, the City Treasurer, with the approval of the Mayor, is authorized to borrow said sum and to issue bonds or notes of the City therefore in the aggregate principal amount of $3,300,000 under and pursuant to Chapter 44, Sections 7(28) and 7(29), of the Massachusetts General Laws, as amended and supplemented, or pursuant to any other enabling authority. AND FURTHER ORDERED: That the City Treasurer is authorized to file an application with The Commonwealth of Massachusetts Municipal Finance Oversight Board to qualify under Chapter 44A of the General Laws any and all bonds or notes of the City authorized by this vote or pursuant to any prior vote of the City, and in connection therewith, to provide such information and execute such documents as the Municipal Finance Oversight Board of The Commonwealth of Massachusetts may require. 12-017January 4, 2012 To the Honorable President and Members of the Medford City Council City Hall Medford, MA 02155 Re: Loan Order-Fire Alarm Dear Mr. President and City Councillors: I respectfully request and recommend that your Honorable Body approve the following Loan Order: CITY OF MEDFORD MASSACHUSETTS LOAN ORDER (Fire Alarm System Upgrades and Repairs) BE IT ORDERED: That the sum of $300,000 be and hereby is appropriated to pay costs of making upgrades and repairs to the Citys fire alarm system, including the payment of all other costs incidental or related thereto, and that to raise this appropriation, the City Treasurer, with the approval of the Mayor, is authorized to borrow said sum and to issue bonds or notes of the City therefore in the aggregate principal amount of $300,000 under and pursuant to Chapter 44, Section 7(14), of the Massachusetts General Laws, as amended and supplemented, or pursuant to any other enabling authority. AND FURTHER ORDERED: That the City Treasurer is authorized to file an application with The Commonwealth of Massachusetts Municipal Finance Oversight Board to qualify under Chapter 44A of the General Laws any and all bonds or notes of the City authorized by this vote or pursuant to any prior vote of the City, and in connection therewith, to provide such information and execute such documents as the Municipal Finance Oversight Board of The Commonwealth of Massachusetts may require. I respectfully request and recommend that your Honorable Body approve the following Loan Order: CITY OF MEDFORD MASSACHUSETTS LOAN ORDER (Sidewalk Improvements) BE IT ORDERED: That the sum of $500,000 be and hereby is appropriated to pay costs of making sidewalk improvements, including the removal of tree stumps and the payment of all other costs incidental or related thereto, and that to raise this appropriation, the City Treasurer, with the approval of the Mayor, is authorized to borrow said sum and to issue bonds or notes of the City therefore in the aggregate principal amount of $500,000 under and pursuant to Chapter 44, Sections 7(6), of the Massachusetts General Laws, as amended and supplemented, or pursuant to any other enabling authority. AND FURTHER ORDERED: That the City Treasurer is authorized to file an application with The Commonwealth of Massachusetts Municipal Finance Oversight Board to qualify under Chapter 44A of the General Laws any and all bonds or notes of the City authorized by this vote or pursuant to any prior vote of the City, and in connection therewith, to provide such information and execute such documents as the Municipal Finance Oversight Board of The Commonwealth of Massachusetts may require.
